Could the Manager investigate the requirement of commercial and multiple residential planning applications require rain water harvesting systems as set out in BS 8525. There is an opportunity for the Council to promote water conservation with the potential of putting off taking water from the Shannon in the future. Councils already stipulate SUDS compliance in planning applications, which reduces the burden on waste water treatment, this proposed policy/objective would reduce the burden on sourcing of water.
Regional Planning Guidelines for the Greater Dublin Area 2010-2022 sets out provision for same under 6.4.1 Strategic Policy & Recommendations – Water Supply
Strategic Policy PIP2
Protect and work to improve water quality in, and impacted by, the GDA and seek that investment in water supply projects/programmes is prioritised to support the delivery of the economic and settlement strategy for the GDA through the coordinated and integrated delivery of all essential services supporting national investment.

All Councils, supported by the DoEHLG, continue rolling programmes of investment in water conservation and demand management so that the short term needs can be met through better use of existing resources and to sustain a continuing policy of achieving long term goals of water conservation and environmental good practice. This will involve (i) significant additional investment in pipe renewal and repair to increase available capacity by reducing water leakage and (ii) support and promote integration and retro-fitting of water management measures, including increasing the use of grey or rain water as a substitute for use of treated water in suitable buildings and settings.
Rain water harvesting can be integrated with the existing surface water management standards - i.e. water is already being designed for (SUDS), and is covered in the development plan, it's a question of adding another objective to the design where appropriate. Less runoff allows for smaller storm sewers, which, in turn, saves the developer construction and maintenance costs at the site.

That the Council directs the CEO to ensure that the Specific Local Objective 94 is retained in the Development Plan to provide for the development of a retirement village at Ballynakelly in Newcastle.

Traffic bottlenecks
That this Council directs the Chief Executive to identify the worst areas of traffic bottleneck (in terms of contributing to congestion and delay) in the County; and to include appropriate policies, objectives and actions in the Plan to address these traffic bottlenecks during the lifetime of the Development Plan.
That this Council directs the Chief Executive to continue to support the development of Cricket facilities in our County given the interest it holds across all communities. This is particularly timely given recent good news that the ICC Board approved Ireland (along with Afghanistan) joining the 10 full members in Qualifications for the ICC Cricket World Cup in 2019.

That the Council directs the Chief Executive to include a policy on a Mensheds facility and re-training program in Knocklyon.
That this Council views our tourism strategy as an important piece in our overall plans for future economic development and directs that this be reflected in the County’s Development Plan.

That this Council directs the Chief Executive to ensure the restrictions on building on the line of our mountains is upheld in the 2016 Development Plan.
That this Council directs the Chief Executive to undertake a full cumulative effect traffic review in areas where residential development is planned and where traffic volumes are already causing congestion.
That the Council directs the Chief Executive to include a policy on the construction quality of existing culverts.
That the Council directs the Chief Executive to include a policy on the reinstatement of SLO93 of SDCC Development Plan 2004-2010 relating to Masterplan Ballyboden Village Area Phase One, with Phase Two to be adapted to incorporate a Village Design Statement and Neighbourhood Sustainability Indicators Project (NSIP).
That the Plan will provide opportunities for the development of Sport Hubs throughout the County with multiple sports including minority sports facilitated in these locations.
That this Council inserts a specific objective in the Development plan to facilitate the development of public sheltered housing units at Crooksling, Brittas, alongside any redevelopment of nursing home facilities on the site.
That this Council directs the Chief Executive to ensure provision is made to accommodate Sporting Centres of Excellence.

Social Housing
That this Council directs the Chief Executive to support implementation of the Government’s ‘Social Housing 2020’ Strategy through providing for social housing developments by the Council or Approved Housing Bodies on appropriate sites in the County; while also requiring 10% of privately-developed residential estates to be provided as social or affordable housing.
