That the emphasis of the County Development Plan is on quality of life within the County above competing with other counties for development.
That the County Development Plan emphasises ease of access by Public Transport and Bicycle throughout the County and from all parts of the County to the County Town of Tallaght where the Main Hospital, College and Stadium in the County are located.
The County Development Plan will recognise the importance of already existing recreational facilities such as community centres, creches, playing fields, schools and health centres.
That the County Development Plan emphasises forms of Transport other than the Car.
