To ask the Chief Executive to please outline what criteria is used in responding to requests for the installation of new litter bins.  Clondalkin Tidy Towns have identified locations where they feel new bins are badly needed.  Among the locations would be outside the Civic Offices, at the bus stop at Riversdale on the Watery Lane and in the Village centre adjacent to Four Star pizza.

In some cases, such as at Riversdale, there has been a positive response, but still no bin has appeared.  In the case of the Civic Offices site, no satisfactory response has been given.  The members of the Tidy Towns know where bins are needed to address littering.  Could the policy on responding to such requests be explained please?

“That this Committee call on South Dublin County Council to place additional litter bins to assist Tidy Towns Clondalkin in the reduction of waste pollution in the area. Suggested black spots include outside South Dublin County Council Clondalkin Civic Offices and Clondalkin Main Street “

Clondalkin Tidy Towns aim is to generate awareness, co-operation and enthusiasm amongst the people of Clondalkin in a concerted effort to enhance the natural, historic and built environment of the village. As a local authority, having a particular black spot at the entrance to our civic building, does not support the enhancement of pride and morale in the community in setting high standards we aspire to. I call on the Chief Executive to examine the situation in view of placing additional measures to improve waste management locally.

The litter bye laws for commercial waste state the following:

1.1  Waste containers shall not be on a public footpath or in any other public place.

3.10  A holder...shall remove all waste containers and any uncollected waste from a public place no later than two hours after the designated collection time, unless authorized in writing by the council.

A fast food business in Clondalkin Village, name and address supplied*   has a large green skip type bin permanently placed on the pavement,  It is often overflowing and has in recent weeks attracted a number of litter fines. It's location would appear to be in contravention of the litter bye laws.

This Committee requests that the bye laws as paraphrased above would be enforced in relation to this premises and it's litter bin.

In recent times, many requests in relation to routine maintenance of street furniture in the Clondalkin village area have been met with the response that the work will be done under the Villages Renewal Scheme.  As a result, there are broken fences, bent street signs, mismatched and broken bollards. substandard and dangerous footpaths and paving in the village centre area,  These issues have been pointed out on an ongoing basis by a local architect (name and address supplied) who is extremely upset at how his beloved historic village is being systematically neglected as we await the roll out of the Villages Scheme.  To ask the Chief Executive to call for due attention to be paid to the routine maintenance of street furniture as requested?

Questions

Qu (15)
Submitted by:
Councillor B. Bonner

Neil O'Byrne, Breda Fogarty

To ask the Chief Executive could the planning permission granted for the development of a new boundary wall at name and address supplied*  be compared to what has actually been built at this location? I find it hard to believe that permission would have been granted for a wall that blocks a public footpath into the estate and completely changes the vista at the end of the cul de sac.
