Local Zoning / Special Local Objectives

LUCAN GOLF CLUB ZONING

Further to the submission made in PDS0079, as so referenced in the ‘Manager’s Report on Pre-Draft submissions and Observations made on the Pre-Draft Public Consultation, Feb 2009’,  which proposes to rezone a 6.8 hectare site at Lucan Golf Club from Objective GB and Objective F to Objective A/A1 – this motion proposes this application for re-zoning be rejected out of hand and not included in the draft plan. The Manager’s desire to deal with zoning proposals individually and in turn is noted. However, given the proximity of this land to the river Liffey and it’s current green undeveloped status; and the fact it forms and is seen as part of the green belt between the residential communities of Lucan and Celbridge; together with the  enormous extent of land already zoned in the county and the decrease in demand for development – this proposal warrants no further consideration. In summary given the above and also but not limited to the criterion of ‘Policy Context’, ‘Environmental & Heritage’, ‘Environment’ and ‘Assessment of Need’, it should be rejected and not carried into the draft plan for further consideration, and we so direct the Manager.

"To ask the Manager if consideration would be given to installing a temporary footpath over the grass area between the bungalows on Greenhills road and the Treepark road in Kilnamanagh, as this existing desire line is used by many residents in the Elmcastle/Tamarisk and Treepark area of Kilnamanagh as a means of accessing the Greenhills Road, particularly as it is close to the bus stop and local public house, and given the fact that for many years the consideration of such a pathway was not entertained by the Council on the basis that a new Greenhills road was due to be built, given the fact that this road will not commence in the immediate future, if consideration can now be given to such a temporary footpath along this open space, and if he will make a statement on the matter?"

Cathaoirleach's Business

That this Committee requests the Manager to present a detailed report for discussion on the spiraling anti-social issues at the neglected and publicly accessible dividing area between Moy Glas and Castle Riada Estates, Lucan, now many years outstanding, I am requesting on behalf of the Local Residents and Residents Associations of both Moy Glas and Castle Riada that this Council introduces proposed solutions today given the now increased east-west pedestrian traffic on these lands and the north-south pedestrian traffic particularly onto Castle Riada Drive. The continuous late night anti-social issues, the growing litter and dumping problems are indicators of this increasing serious issue.

That this Committee requests the Manager to note that on two successive occasions An Bord Pleanála has refused planning permission for 6 new aircraft hangers at Weston aerodrome, Lucan for reasons that include "......the proposed development would constitute a greatly expanded development resulting in a significant intensification of use of Weston aerodrome which would be inconsistent with the existing use and character of the aerodrome." The Board also reports that it is not satisfied that this intensification of use would not seriously injure the amenities of the area or of property in the vicinity. An Bord Pleanála concludes that the "proposed development would, therefore, be contrary to the proper planning and sustainable of the area." Would the Manager also report in detail on the planning history associated with the original west end entrance to Weston Aerodrome on the Celbridge Road?
