Roads
Questions
To ask the Manager to outline the Council's position on a shopkeeper displaying their goods outside on the public pavement on Main Street, Clondalkin? This is both unsightly and a health and safety hazard.
To ask the Manager if South Dublin County Council has responsibility for the lane at Chaplain's Row, Rowlagh Shopping Centre and if so, do we have the responsibility to close the lane if anti-social behaviour is a serious problem?
To ask the Manager to fix the lighting around the Bawnogue Shopping Centre and to contact the shops management to fix the lights within the shops?
To ask the Manager to agree to remove the road sign for "Cherry Lawns" Lucan that is actually placed on the grass verge at House No. 95 Hillcrest Drive, Lucan? Local residents have reported that this sign is the cause of considerable and regular confusion locally.
To ask the Manager to agree to provide a directional sign for Rossberry Estate, Lucan from a suitable location on Griffeen Avenue, Lucan. The newly formed Residents Group of Rossberry have prioritised the need for an estate sign from the main road.
To ask the Manager to arrange in good time for trained staff to be assigned to the N4 from the County/City Boundary at Palmerstown to the County Boundary at Leixlip so that the grass verges and median of this artery is maintained in 2009 to the same standard as other national routes that pass through the County? Also, that the area between the Boundary and the Oval be upgraded as benefits a gateway to this County and that the former roadway, now a pedestrian and cycleway, between Palmerstown and Chapelizod be restored to a satisfactory standard as at present it is a severe hazard during wet weather? Can the Manager also include in his answer the status of the barriers and gates erected to the rear of Palmerstown Service Station and between it and Stewards Hospital and to indicate who is responsible should a pedestrian or cyclist be injured while negotiating this right of way?
To ask when the new directional sign (promised) for Mount Talbot will be sited, the road changes in this area are causing confusion and the new sign is necessary?
To ask the Manager if he can indicate when the study on possible treatment of the Kennelsfort Road/N4 Junction will be complete and a report published?
To ask the Manager if he will arrange to have the problem of the steps at Chapel Hill, Lucan (leading to the car park owned by St. Mary's Parish) and the approaching path checked again for flooding and consequent hazards to pedestrians and if he will make a report on the matter?
This Committee notes the complaints from residents that there is little or no signage on Griffeen Avenue indicating location of Hayden's Park, Rossberry and Tullyhall Estates, Lucan and requests to arrange for the erection of suitable signage, and of finger posts at the entrances to the estates, and other locations, pointing to the different roads/streets in the estates?

That this Committee expresses its unhappiness in the provision of inconsistent boundary treatment and the lack of uniformity in such boundary treatment on major road widening projects, the result of which is that some residents have suffered serious loss of visual amenity and increased noise levels, including most recently residents on Hillcrest Drive for example in the case of the N4 Road Widening Works. This Committee requests the Manager to make this Committee's views known in writing to the National Roads Authority and An Bord Pleanála and this Committee also requests that this matter be addressed in the interest of preserving the quality of life of local residents on Hillcrest Drive and other such adjoining residential areas.
That this Committee now requests the Manager to agree to an independent noise measure review on the Outer Ring Road at the residential areas in Lucan, as a result of inconsistent, and varying types, shapes and materials used in boundary treatments provided, and in many cases none, as part of the Outer Ring Road up-grading works now completed. Many residents on the Outer Ring Road have incurred increased noise levels which are affecting their quality of life and have made exhaustive efforts to have these issues addressed - to date with no success.
This Committee recommends that South Dublin County Council examines the footpaths in Oakwood Grove and repairs all those in need of repair.
That the Manager arranges to provide a Public Taxi Rank in Clondalkin Village. The rank should be located in front of Quinlan’s Pub, Orchard Road, Clondalkin.
That the Manager provides a report on fines issued in the past three years (broken down annually) to drivers of HGV’s in the Clondalkin Village 3 tonne restriction zone.
That this Committee notes the start dates given for the second and third traffic calming schemes in the Lucan electoral area viz. that the scheme for Griffeen Glen and adjacent estates will not start until later in 2009, and that the scheme for Liffey Valley Park/Mount Andrew and adjacent estates will not start until 2010. That the Committee understood that both schemes would start in 2009, calls on the Manager to start the planning and consultation process for both schemes immediately and requests the Manager to make a report on the amount provided in the 2009 budget for work on the two traffic calming schemes.
That the Manager responsible initiate the process for closing the right of way on the laneway to the rear of house No 72 to house No 86, Turret Road which links Glenmaroon Road to Wheatfield Road and to subsequently gate it in accordance with the written intentions and requests from the residents concerned on Turret Road, Glenmaroon Road and Wheatfield Road.
That this Committee requests the Manager to agree to include appropriate directional gantry signage on the N4 for the Spa Hotel, Lucan. The Spa Hotel, a local institution and support base for many voluntary and charitable local organisations has suffered greatly on foot of the intensive N4 Road Widening Works at its entrance for some months but continues to service the local community and maintain its current staffing levels. Appropriate gantry signage would be off assistance in this respect.
That this Committee make it policy to
a) act as fast as possible to remove tolls on the main bridges M50, N1, N3, N4 and
b) that costs are minimised on public road contracts so that there is little or no cost to the tax payer regarding tolls, especially on the N7 / Naas Road Portlaoise and N7 / Naas Road Limerick.
That this Committee calls on the Manager responsible to prepare and implement a Part 8 consultation for a traffic management scheme (for submission to An Bord Pleanála) that will provide for a left out onto the N4 at Esker Lane, Lucan.

Questions
To ask the Manager for an updated report on the illegal traveller encampment on the Cloverhill Road, Clondalkin?
To ask the Manager for an updated report on the derelict site at the Station Road/Ninth Lock Road, Clondalkin junction?
To request the Manager to explore with the Adamstown Developers what options there are for residents who live on Tubber Lane and who still have septic tanks, to be included in the new underground infrastructure?
To ask the Manager if he will advise what community/civic facilities and improved pedestrian routes will be required in Phase 1 of the development of the Liffey Valley lands in accordance with the Local Area Plan in the event that a planning application for commercial/retail development is submitted during the next few months?
To ask the Manager if he will make an updated report on the Adamstown Civic Centre which has been given Planning Permission recently and if he can indicate when development work on the Centre might begin?

That this Committee requests the Manager to note that on two successive occasions An Bord Pleanála has refused planning permission for 6 new aircraft hangers at Weston aerodrome, Lucan for reasons that include "......the proposed development would constitute a greatly expanded development resulting in a significant intensification of use of Weston aerodrome which would be inconsistent with the existing use and character of the aerodrome." The Board also reports that it is not satisfied that this intensification of use would not seriously injure the amenities of the area or of property in the vicinity. An Bord Pleanála concludes that the "proposed development would, therefore, be contrary to the proper planning and sustainable of the area." Would the Manager also report in detail on the planning history associated with the original west end entrance to Weston Aerodrome on the Celbridge Road?
That the Manager provide a report on the unauthorised buying and selling of used and scrap cars at the site operated by the Stokes family at Fonthill Road, Clondalkin.
That the Manager outline their view for any planning applications on the corner of Ninth Lock Road and the Cloverhill Road. Residents are worried about more apartments on their doorstep.
That the Manager present a report in relation to the Glebe, Newcastle dealing with the following issues:
(a) Questions regarding the installation of plumbing in the Glebe and the continuing sewage smell in some of the homes.
(b) South Dublin County Council's role in dealing with the snags which remain to be tackled in the estate.
(c) Any role the County Council may have to ensure that the Management Company operates effectively?
That in view of the rapid number of unemployed residents in Lucan, Clondalkin and Palmerstown, now approaching 10,000 people, and reports to the CDB that the proportion of persons with high level skills and qualifications seeking employment is much higher than in previous times of high unemployment, and in the context of the inclusion of an Enterprise Centre in the Adamstown SDZ, requests the Manager to ask the Development Department to take an initiative and organise discussions between the CDB, Castlethorn Construction, IT Tallaght and NUI Maynooth and Enterprise Ireland to explore a proposal that the Enterprise Centre project be started sooner, rather than later.
That a report be brought to this Committee regarding the current status of the S.I.A.C. site adjacent to Clondalkin Library at Monastery Estate, Clondalkin.

That the Housing Department further inspect and deal with the appalling damp at the following address 29 Méile an Rí Road, Balgaddy and 10 Moorfield Parade, Clondalkin,
This Committee recommends that South Dublin County Council put lockable back doors and intercoms on all the houses in Méile an Rí (currently they have automatic door closers).

To ask the Manager to outline the works and time frames for the works for the nearby residents in relation to the ninth lock bridge?
To thank the Manager for the recent clean-up of the vacant lands adjacent to Droim na Coille Estate, Ballyowen Lane, Lucan. The local residents throughout Ballyowen Lane now request the Manager to continue this helpful work, with the benefit of cross-departmental co-operation, by cleaning the local park nearer the end of Ballyowen Lane.
To ask the Manager if he will request the Parks Department to reconsider the type of surface treatment used on the new footpath along the river bank in Lucan Demesne, as there have been complaints that the surface treatment is unsuitable for walkers, especially children, and if he will make a report on the matter?

That this Committee requests the Manager to present a detailed report for discussion on the spiraling anti-social issues at the neglected and publicly accessible dividing area between Moy Glas and Castle Riada Estates, Lucan, now many years outstanding, I am requesting on behalf of the Local Residents and Residents Associations of both Moy Glas and Castle Riada that this Council introduces proposed solutions today given the now increased east-west pedestrian traffic on these lands and the north-south pedestrian traffic particularly onto Castle Riada Drive. The continuous late night anti-social issues, the growing litter and dumping problems are indicators of this increasing serious issue.
That this Committee requests the Manager to again write to the Minister for Education and Science to request the Minister to show interest in the vacant lands adjacent to Lucan Educate Together National School. Following my earlier representation the Department has indicated that it may pursue the acquisition of the lands currently in the ownership of South Dublin County Council but to-date no firm proposal has been made by the Department. These lands are now urgently required by Lucan Educate Together National School which is currently filled to capacity and needs two more classrooms to accommodate their children. This Committee today requests the Minister for Education and Science to respond immediately and fast-track the acquisition of these lands as a matter of great urgency so as to assist Lucan Educate Together National School in its efforts to provide education for all its children.
That this Committee allocates funding from future capital works (such as the Baldonnel Road Upgrade) to the Round Tower Heritage Site.
That the grassy area behind 55 Moorfield Avenue, Clondalkin be fenced off in such a way so that it is not accessible to horses.
That in view of the condition in the Planning Permission for Rosse Court that the Playground provided be open to the public, and noting the severe damage done to the Playground by recent vandalism, that this Committee requests the Manager to investigate how the Council can provide resources to refurbish the Playground, and to consider what measures the Council could take to assist residents and the Management Company make the facility secure and safe for use by families in Rosse Court?
That this Committee calls on the Manager to ensure that the refurbished Lucan Weir is open for public use before the beginning of this Summer.
