That a site visit be agreed for this Committee to ascertain the damage caused by anti social activities at Méile An Rí, Balgaddy and its environs.
That the Manager would present a detailed and comprehensive report on the range of issues and problems that are having such a detrimental effect on the residents of Balgaddy and in the wider Balgaddy area.

That this Committee recommends that a playground be built in Rathcoole Park.
That the Manager outlines where he will get the €2.5 m funding for the Round Tower Heritage Site, Clondalkin.
That this Committee notes the overgrown and neglected state of the central reservation on the N4 at Palmerstown, from the boundary with Dublin City outwards, which contrasts very unfavourably with the condition of the reservation in the City area, and requests the Manager to have the area refurbished and maintained?
This Committee expresses its dissatisfaction with the severe increases in charges for the use of Council football pitches in the Lucan-Clondalkin area, calls for these increases to be reversed and that should the Parks Department feel that this is impossible, that the Council engages in close consultation with Councillors as to where savings can be made and where money should be spent.
That the Council provide bicycle racks at the entrances to our public parks and that litter bins be provided at suitable locations and that there be specially dedicated bins for dog poo within the parks and that provision be made in the 2010 Budget for the phased introduction of these facilities..
That the Manager would present a detailed report for discussion on the summer grass cutting programme by the Council and developers, with particular emphasis on problematic areas, including the entrance road to Rossberry, Tullyhall, and Hayden’s Park estates. Will the Manager also report on what progress has been made in the interest of the Council taking these lands in charge as well as sections of Griffeen Valley Regional Park in this region that remains in the charge of developers and where grass cutting has been neglected for many months. Will the Manager also report on the lack of grass cutting on road medians and verges on some of our main roads.
That the Manager undertakes a survey of the waters in the Corkagh Fishery, Clondalkin to ascertain if any chemicals have been used in cleaning the ponds.
That this Committee notes the appalling incidents of illegal dumping, littering, vandalism and the general unkempt state of the park at Ballyowen Lane south of Droim na Coille estate, with particular reference to the wooded area around the pedestrian entrance nearest to Droim Na Coille and requests the Manager to arrange for immediate and more regular clean-up and improvement works.

To ask the Manager to report on what can be done to provide a public transport service linking the Red Cow Luas & the New Fonthill Stations with Clondalkin Village?
To ask the Manager to arrange for a clean up and renovation to include painting of the bridge railings and lock at the Ninth Lock and surrounds?
To ask the Manager, in relation to our Council's paid parking:
(a) Is the ticket parking charge going up and, if so, when and by how much.
(b) Is the charge for the residents/visitors parking permit going up and, if so, when and by how much?
To ask the Manager to reinstate the concrete columns in Pinewoods, Clondalkin similar to the rest of the wall? The concrete columns are an eyesore.
To ask the Manager to reinstate the bus stop on the N4 close to the entrance of Kew Park estate as requested by the Residents of Kew Park and agreed by the Council. This information was previously conveyed to the residents and Residents Association of Kew Park, who are still awaiting these works.
To thank the Manager for the installation of the ducts for the new traffic lights at the junction of Hillcrest Road and the Newcastle Road. Would the Manager please report on when these new Traffic Lights are expected to be fully operational?
To ask the Manager when the traffic study on the proposed N4/Kennelsfort Road interchange will be completed and published?
To ask the Manager, to advise on the planned timeframe for the proposed closure of the Tandy’s Lane slip-road onto the N4 at Ardeevin and to report on what measures are being proposed to mitigate additional traffic congestion that may be caused in the Lucan Village area as a result of this road closure and to ensure that residents of Ardeevin & Ardeen can gain safe and ready access from Tandy’s Lane onto Celbridge Road.
To ask the Manager for a report on the recent Part 8 consultation on the proposed traffic calming scheme for Palmerstown and if he will give a full copy of all submissions to the elected members of this Committee
To ask the Manager for an update on the closure of the laneway between Kennelsfort Road and the Coppice, Palmerstown?
To ask for tree pruning on Cloverhill Road, Clondalkin opposite the entrance to Palmerstown Woods as visibility is affected quite badly?

That the Manager present an up to date report on plans for traffic calming in Floraville/Monastery and Castle Estates, Clondalkin and indicates whether or not it is possible to do the work in 2009.
That the Manager look to inserting a block between Shancastle and the Fonthill Road, Clondalkin. Motorists are dodging traffic by driving up through Quarryvale and coming out onto the road intersecting the roundabout to the Fonthill Retail Park, Clondalkin.
That this Committee is aware of the serious concern of residents of Ardeevin/Ardeen Estates and other parts of Lucan about the inconvenience they will experience when the Tandy's Lane entrance on to the eastbound N4 is shut to vehicles other than public transport vehicles and requests the Manager to present a full report on the options open to residents and local organisations, and indeed the Council, to have the An Bord Pleanála decision reversed and a new, safe, junction designed for the location.
This Committee recommends that money be placed in next year's estimates to construct a path on Aylmer Road, Newcastle from the existing path as far as the gate into Peamount United Football Grounds and on the same side as the grounds.
That this Committee requests that the following works be conducted to improve pedestrian safety along Newcastle Road in the vicinity of St Thomas NS, Scoil Áine Naofa and Lucan Community College:
- To implement a school-times HGV ban along Newcastle Road;
- To provide secure pedestrian safety railings between the carriageway and pavement along both sides of Newcastle Road between the junction with Esker Road/Tandy’s Lane and Esker Church;
- To introduce appropriate road safety measures to improve pedestrian safety along Newcastle Road at the southern vehicular (goods) entrance to Lucan Shopping Centre.
That a small portion of wall at 72 St Patricks Road, Clondalkin be replaced by bollards to stop anti social activities taking place nightly to the distress of local elderly (similar to bollards already in place at the other end of same wall.
That the Manager re-examines the traffic islands installed at the Convent Road end of St Brigids Road, Clondalkin and the related break-up of the kerbing and grass verges. The islands are too restrictive for commercial vehicles and have not prevented traffic from performing 'u-turns'.
That this Area Committee requests the Manager conduct a full Review Survey of the N4 road widening works in the Lucan and Palmerstown areas, with a view to examining the impact of these works in terms of the impact of increased noise and loss of visual amenity to local residents, particularly where there was no additional noise attenuation measures or boundary fencing put in place in the interest of the quality of life of residents living in established residential areas, and that the Manager would agree to report back by way of a headed item with the results of this review survey to a later Area Committee Meeting.
That the works connected with the upgrade of the M50 at Hollyville, The Coppice and Glenpark be completed now as a matter of urgency as the residents here have had to endure over 3 years of hardship and inconvenience and the fact that they now find themselves at the mercy of all kinds of anti-social behaviour, loss of privacy and security as well as environmental hazards is totally unacceptable.
This Committee calls on the Manager to provide an update of the progress in resolving the noise and disruption issues for the residents of Hillcrest Drive, Lucan that have arisen due to the works on the N4.
That this Council repairs the concrete / grass verge on the right hand turn as you enter Newcastle from Peamount opposite the church, the grass verge must be adequately replaced as must the road.
That this Committee requests that the following works be conducted in order to improve traffic flow and road safety in the vicinity of the junction of the Outer Ring Road & Willsbrook & Ballyowen Roads:
- To revise the sequencing of traffic lights at this junction to prevent traffic build-up on both Willsbrook Road (in particular at school-times) and on Ballyowen Road (in particular in the evening peak-hour);
- To revise road markings and signage on Willsbrook & Ballyowen Roads to create two clearly-delineated filters lanes on each road as they approach the Outer Ring Road;
- To allow all vehicles (except HGV’s which are already prohibited) to use the northbound bus-lane on the Outer Ring Road between the Willsbrook Road junction and the Old Lucan Road at all times EXCEPT for the morning peak period of 7:00-8:30am when it should remain bus-only.
That the Manager to bring back to this Area Committee Meeting of the Road’s Department on 16th September ‘09 the report on the requested new planning scheme for the location of Tandy’s Lane and the N4, as requested and agreed by this Area Committee following my motion in May ’09, and that this Area Committee requests the Manager to initiate a new Part 8 Planning Scheme that will include a left out turn from Tandy’s Lane onto the N4.
This Committee calls on the Manager to explore whether a more efficient traffic light sequence can be achieved at the junction of the Ballyowen Road with Wilsbrook Road, Lucan.

To ask the Manager to present a detailed report on the current position with regards to the identification and disposal of a site to the Department of Education for the proposed VEC second-level school required under phase 1 of the Clonburris LAP; including details of any correspondence to and from the department and details of any meetings and/or site visits with department officials since the start of the year?
To ask the Manager for a detailed report on the delays surrounding the taking-in-charge of Tullyhall, Rossberry & Hayden’s Park estates including the access road linking the three estates to Griffeen Avenue and the grass verges to this access road?
To ask the Manager for details and copies of correspondence issued to the Minster for Environment in response to his request for feasibility information on additional lands to be included in the Liffey Valley Special Area Amenity Order?
To ask the Manger if he can make a brief report on progress on his Intellectual Enterprise Zones initiative and if he can advise the Committee on the possibility of some appropriate space, for hot desking, research (as envisaged in the concept) by participants can be provided in Lucan and Palmerstown for participants residents in the area?
To ask the Manager for a progress report on enforcement measures taken in respect of alleged unauthorised development at and adjacent to a house in Sarsfield Park, Lucan (address supplied)?

That this Committee agrees that it is important that the Community Hall facility being developed in conjunction with the second level school in Adamstown be ready for use in September at the same time as Adamstown Community College and requests the Manager to make a report on the project.
That this Committee calls on the Manager responsible to have the planning condition pertaining to keeping the gate between Palmerstown Service Station and the Old Lucan Road enforced. This is a most dangerous exit and there has been several near misses where pedestrians were almost knocked down by cars making an illegal exit.
That this Committee noting the serious problems of anti-social behaviour stemming from the installation of the playground at Rosse Court also noting that residents of Rosse Court through their private management company are expected to foot the bill for the maintenance and insurance of this playground (which has been regularly vandalised) even though it is fully-accessible to the wider public; requests the removal of this playground and furthermore requests the Manger to engage with the residents’ property management company to seek an agreed mechanism for the removal of this playground, including if necessary through the submission of a new planning application.
That the Manager would present a report on the efforts made by the Planning Department to compel the relevant developers to maintain, including grass cutting, the following areas in and around estates in Lucan, viz. the open space in Tullyhall Estate, the wide grass margin on the left hand side between the Griffeen Avenue roundabout and the entrances to Rossberry and Tullyhall Estates and the grass verge on the right hand side of the same road, on the Tullyhall side of the entrance to Hayden’s Park. And that the Manager would acknowledge the lack of amenity caused to residents, and the embarrassment caused to councillors by the failure of the Council to compel developers to fulfil their responsibilities in this matter.
