Insert a distinct new policy objective in section 1.3.20 as follows: “It is the policy of the Council that planning applications for substantial new residential development should be accompanied by an assessment of existing school capacity in the area and where necessary the provision of new school facilities in tandem with the development. All planning applications comprising new residential development over 100 dwellings shall be accompanied by a report identifying the demand for school places likely to be generated and the capacity of existing schools in the vicinity to cater for such demand and where such demand is not proved to the satisfaction of the planning authority, the planning authority may refuse such application or impose compliance conditions on the planning permission grant requiring  the phased completion of the dwellings linked with the provision of additional school places.”

Policy AAI: Archaeological Heritage

–replace in b) from sites on 4 ^th  line with: “and by providingpublic access to Archaeological sites and NationalMonuments in state care, council or private ownershipand by designating all traditional access routes as public rights ofway. In other cases, the Council will acquire the routes, either by agreement with landowners or way of compulsory powers. Appropriate signage will be put in place.”

To amend the text of Schedule 4 of the Draft Development Plan, removing references to safety in the description of the Department of Defence Security Zone, in line with findings of the Department of Defence Review of Policy, Casement Aerodrome, dated January 2009 (which was completed by Mott MacDonald).                             

Insert new SLO:

‘To prepare a Masterplan for the area around the 12^th Lock to guide

• The further development of a recreational and amenity zone given the presence of a variety of recreational and sporting amenities including the Grand Canal, Griffeen Valley Park, Lucan Sarsfields, Lucan pitch & putt and the ‘green route’ pedestrian and cycle paths along the Grand Canal and linking to Adamstown & Griffeen Avenue.;
• To protect and conserve the rich natural and cultural heritage of the area including  the restoration of the historic Thomas Omer lock house and old mill buildings and the protection of natural habitats and ecological resources along the Grand Canal and Griffeen River.
• To facilitate the down-scaling of uncomplimentary extractive, heavy-industrial and distribution uses on adjoining lands which contribute to significant and undesirable HGV usage of the R120 / Newcastle road;
• To facilitate development of complimentary uses on adjoining lands;
• To secure environmental, social and physical infrastructural improvements and other planning gains for the community including the strategic reinforcement of power network in area, the possible undergrounding of overhead 110kv lines, the upgrading of the R120 / Newcastle Road and the extension southward of Griffeen Valley Park.

Insert a distinct new policy objective in section 1.3.32 as follows:

It shall be the policy of the council to prohibit development on areas of accessible open space in or adjoining residential estates not currently taken-in-charge by the council where the open space in question was included within the planning application boundary of an adjoining residential development.

This prohibition shall however not apply where all of the following criteria are met:

• The planning application for the original residential development containing the open space was granted within the preceding seven years;
• The open space was not required to meet the planning authority requirements for open space provision for the original residential development;
• The documentation submitted with the planning application for the original residential development explicitly stated that this open space would be subject to a future separate planning application.

To amend the current Department of Defence Security Zone restriction around Casement Aerodrome, Baldonnell, so that it becomes a Security Consultation Zone, within which standard security measures will be applied in line with international best practice at military and civilian aerodromes.  This will make serviced, accessible and zoned lands available for employment based uses, with specific design restrictions being imposed through conditions of permission, as necessary, to provide the required levels of security.

Insert a new SLO:

“Actively seek the provision of a Community Centre in St. Cuthbert’s Park to serve the local needs of the community in Deansrath area”.

Insert the following policy within the Environmental Services or Protected Area section of the plan or as appropriate:

Policy - Management of land for unauthorised and/or uncontrolled horses

It will be the policy of the Council to engage with landowners in the jurisdiction, particularly on land zoned for development, but currently not being developed; which is being utilised for horses; in order to restrict the un-authorised use of their land for horses, and to remove them. This being in the interests of managing the County’s spiralling population of uncontrolled and inappropriately managed horses;  in the interests of public health and safety and animal welfare.

To amend the County Development Plan under 3.3.23 Country Villages

In the second paragraph, amend as follows “The prime villages of the County include Rathcoole, Newcastle-Lyons, Saggart and Palmerstown”

4.3.9.xvi  That this council intends to commission a survey of trees in the county, with a view to identifying trees, woodlands, or copses of exceptional interest, and to give them protection.

The state airports at Dublin, Cork and Shannon operate the highest levels of security. The security measures imposed at Baldonnell should be the same as imposed at these state airports. This would remove the unnecessary restrictions that are imposed on privately owned land in the vicinity of Casement Aerodrome.
