In view of the fact that the level of dumping and fly tipping in the back lanes in Palmerstown, especially close to the Primary Schools, has reached crisis point, that the Manager bring forward a plan for consideration and the subsequent approval of this Committee so that this blight on the Palmerstown Community, which is also a drain on the resources of this Council, can be eliminated once and for all.

That this Committee congratulates all concerned with the 'Halloween Spooky Walk' in Corkagh Park which proved to be hugely popular with young and old and also to ask that the possibility of something similar with a Christmas/Santa theme could be investigated.

That the Manager updates this Committee on SDCC'S proposals to secure Omer Lock House which is supposedly a protected structure as requested in May 2010.

That the Manager would consider allocating a small section of Griffeen Valley Regional Park as a "Dog Park" whereby residents can allow their dogs exercise without dog leads, and that this initiative be introduced as a pilot project, and that this pilot project would incorporate the usual dog litter regulations. As previously stated such a facility has been requested by quite a number of residents who would be very supportive of such a new initiative in South Dublin County Council.

To ensure that the Council builds on the success of this year's Open Day in Ballymount Civic Amenity and to allow more customers in the Tallaght area to avail of the free service, that the Manager will consider extending the scheme in 2011 to at least three weekends before Halloween.

That this Council mindful of the severe budgetary restraints imposed will nonetheless ensure that in its budgetary allocations for 2011, that monies be provided for the provision and/or construction, this coming year of specially adapted housing for the fewer than 20 persons previously determined as being a 'medical priority' by the Council's medical assessors given the fact that many of them are waiting on that list for a number of years.

That this Council, following the enthusiastic support for the geothermal planning application at the October Council meeting now resolves to write to Minister Conor Lenihan asking him to take whatever steps are necessary to ensure that deep geothermal technology becomes part of the renewable energy feed-in tariff scheme, REFIT, without which the project is unlikely to proceed.

Recognising that the State Pension and associated supports form a crucial safety net for the elderly, and recognising that over 84% of older people in Ireland rely on the public pension and related supports to keep them from the risk of poverty, and believing that the State Pension must not suffer any cuts, direct or indirect, in the next budget, this Council declares its support for the campaign to Defend the State Pension organised by the Older and Bolder Alliance and calls on the Taoiseach and the Government to make a long term commitment to a fair and secure State Pension now and in the future.
