MOTION: Councillor T. Delaney
That the Manager updates this Committee on SDCC'S proposals to secure Omer Lock House which is supposedly a protected structure as requested in May 2010.
REPORT:
A Warning Letter was sent to the owners of Omer Lock House, a Protected Structure RPS Ref. 122 on the 3rd November 2010 following an inspection of the site. The letter set out the owner’s obligations in ensuring the Protected Structure is safeguarded from continuing endangerment. The letter also detailed that failure to carry out the necessary works to safeguarded the structure would result in a Section 59 Endangerment Notice being served under Part IV of the Planning and Development Act, 2000. A two week response period was given to the owners whereby they were requested to contact the Council’s Conservation Officer.
Following receipt of the letter the Council’s Conservation Officer was contacted by a representative of Waterways Ireland, Property Division. The Conservation Officer provided appropriate advice in relation to how the structure should be made safe and how measures could be put in place to deal with the continuing vandalism of the structure and anti-social behaviour.
It was agreed that a site inspection of the property would be carried out by Waterways Ireland officials including the area engineer for Waterways Ireland. A meeting was held before Christmas to discuss the necessary works required to safeguard the structure in the immediate term. The Conservation Officer contacted Waterways Ireland last week for an update and she has been informed that based on the site inspection and discussions a report has been prepared by Waterways Ireland officials and is awaiting approval internally. The representative from Waterways Ireland will revert back to the Conservation Officer next week to advise and agree on the necessary works once the internal report has been approved.
