That table 4.3 be amended to include the following additional requirements under ‘Prior to commencement of development’: “Works to improve traffic management and flow in the bottleneck area between the Griffeen Road & Grangecastle Road junctions, including provision of two lanes along the entire length of road from the Griffeen Road roundabout to the Grangecastle Road signals; including the full recessing of bus-stops on both sides of the road” and that this requirement also be added to table 4.6 with this phasing requirement only applying to the Kishoge North West development area.

Section 2.10. Section 2.7.2. And 2.7.3. Section 2.4. That the following provision be included under section 2.8.6: “The building heights of development in areas adjoining existing estates of two-storey homes should reflect the character of the adjoining area and not allow any marked jump in building heights. In particular, any development within 35 metres of existing one or two storey homes should be no more than two storey in height and between 35 -70 metres of existing one or two storey homes should be no more than three storey in height”. In line with this change, figure 2.8.10 should be amended accordingly, in addition corresponding figures or tables provided in chapter 3.

Section 1.1 Given that the SDZ has been classified by the Government as a Major Urban Housing Development Site (MUHDS) and as verified by the Chief Executive of South Dublin County Council “…has been undertaken in a way that articulates and enlivens the development potential of the lands, looks beyond the boundary of the SDZ, seeks to achieve integration with the adjoining communities of Adamstown, Lucan and Clondalkin, and contribute to the future development and growth of the wider South Dublin County beyond.” (P 16 CE Report on Submissions received), South Dublin County Council shall, immediately the scheme receives its final approved and prior to any development taking place, establish a Community Development Forum (CDF) reporting to the South Dublin County Council Chamber, composed of Council staff, Elected Representatives and Representatives of the neighbouring communities of Adamstown, Lucan and Clondalkin and of Clonburris SDZ residents as they settle. The terms of reference of the CDF shall be determined at establishment and formally approved by the Elected Members of the full Council and shall include:   The promotion of viable and sustainable communities in Clonburris, Adamstown, Lucan and Clondalkin; and across all four communities’ sustainable traffic and travel arrangements, public and community amenities, retail and employment opportunities and an infrastructure that promotes a desirable quality of life for all.

In line with the Ministerial guidelines on Guidelines for Planning Authorities on Sustainable Residential Development in Urban Areas (2009); that table 2.1.8, table 2.13.1 and all corresponding figures or tables provided in chapter 3 be amended such that the maximum permitted density in all development areas should be 50 units/hectare with the exception of the Clonburris Urban Centre (CUC) and Kishogue Urban Centre (KUC) development areas where maximum permitted density be 68-70 units/hectare

Section 2.1.6. South Dublin County Council shall negotiate and have in place before any residential development takes place signed and legally binding protocols that makes it obligatory for all residential development that there be total integration of private, social and affordable housing throughout and specifically that social and affordable housing units be dispersed throughout the development and that there be no more than two social units in any group of 10 homes. Section 2.1.6 Given the demographics and the emerging demand in the County for “step-down” accommodation, the SDZ shall, in addition to the provision for both social housing and affordable housing, provide for 3% “step-down” housing in a mixture of independent and semi-independent living within or close to the Kishogue and Clonburris Urban Centres and nodes and South Dublin County Council shall be responsible for the delivery either on its own and/or in collaboration with Approved Housing Agencies.
