Following the continued consultation process with local schools committees which I proposed and the Manager agreed to at the January 2006 Meeting of the Road's Department of the Lucan/Clondalkin Area Committee, that the Manager would now present a detailed report for discussion listing what specific works will be carried out at each school in the Lucan, Palmerstown and Clondalkin areas, with time-scales for these works in the interest of enhancing safety for all concerned, including school-going children.

That this Committee recognises the deficiency and omissions in the noise attenuation measures on particular sections of the Outer Ring Road in Lucan. Following my ongoing representations on this matter since construction works began, that South Dublin County Council agrees to conduct a study of these limited areas when the contract is completed and as part of this study the Council will examine any shortcomings in the scheme and, if necessary, engage contractors to remedy such shortcomings with additional noise attenuation measures at these identified locations.

To ask the Manager if he is satisified that the Council is fully complying with the following recommendations of An Bord Pleanala as it applies to Moy Glas Estate

"Noise mitigation measures shall be incorporated into the design and construction of the proposed road scheme by the use of low noise surfacing and appropriate noise barriers so that the predicted noise levels associated with the proposed road scheme in the design year shall not exceed 60dB Lden (free field) and 50dB Lnight (2300 to 0700) (free field) when measured at ground floor of single storey or upper floor level of two or more storey houses, and all other noise sensitive receptors, in accordance with the assessment procedures set out in the Draft Guidelines on the Treatment of Noise and Vibration in National Roads published by the National Roads Authority in January, 2004"

and to include in his report evidence that substantiates the Council's position.
