That this Council calls on the owners of the Westlink Toll Bridge to open the Gates immediately upon traffic backing up beyond 2 1/2 km in either direction as is the norm in many countries across Europe.  This would help enormously in keeping traffic moving and would also mean the owners would have to operate the toll booths in the most efficient manner.
