Minutes of Lucan Clondalkin Area Committee Meeting held on 16th May 2006.
Roads
Questions
To ask the Manager to report on the following outstanding road resurfacing works urgently required owing to their poor condition, including the time-scale for these works in the Lucan area:
a. The Newcastle Road,
b. Tandy's Lane.
To ask the Manager to agree to bring to this Area Committee, a report for discussion, prior to commencement of works, on what Traffic Management Plans are being put in place for when works begin on the N4 Widening Scheme, so as not to inconvenience local residents in adjoining estates any further than they are currently inconvenienced due to traffic congestion.
To ask the Manager to report upon what steps have been taken to examine the imposition of a 3 Ton Limit along St. Loman’s Road and Ballyowen Road as far as the junction with the Outer Ring Road since I raised the matter at two meetings last month.
To ask the Manager to incorporate all of the additional concerns put forward by the Lucan Schools Safety Committee into a revised School Safety Scheme.
To ask the Manager to consider the provision of additional ramps in the vicinity of the green in Hillcrest when the ramps are being replaced following the much welcomed road resurfacing programme.
To ask the Manager if he will make a report on the how measures required by An Bord Pleanala to be implemented by the contractor during the M50 upgrade construction work are being monitored by the Council. Will the Manager investigate complaints from residents in the Hollyvale, Palmerstown area that construction activities are being carried out outside the agreed hours, and that a large mound of earth has been placed behind the garden wall of one house *(address supplied)*, and that the privacy of residents is being interfered with by construction activity?

That this Committee calls upon the Manager to detail the development levies received for road enhancement works from the developer of the St. Loman’s site and to immediately provide funding to the Roads Department to provide a traffic lights junction at the Fonthill Roundabout in line with the EIS carried out in respect of the application.
That the Council carry out a survey of the Back Lane network in Palmerstown with a view to securing them in such a manner that they will no longer be available for illegal dumping and/or for unsocial activities as the present situation is a source of ongoing and severe trauma for adjacent residents as well as a drain on scarce Council and Garda resources and frustrating for the whole community.
That a report be brought to this Committee regarding the continued use of the footpath for selling goods by the Super Save Shop, Main Street, Clondalkin.
That the Manager would present a detailed report for discussion on what management strategies South Dublin County Council proposes to introduce to help alleviate the growing traffic crisis on our roads in the Lucan, Clondalkin and Palmerstown Areas. Given the increased traffic delays that residents are facing, which is causing the deterioration of their quality of life. There is now a greater onus on the Local Authority to be more pro-active in finding solutions to the traffic crisis on our roads.
That the Manager initiates the selection procedure for the next few phases of the Traffic Calming Scheme and that Earlsfort be approved as one of the ones designated for the Lucan area and furthermore that a report on the implementation of the current Traffic Calming Scheme with an exact timescale for each area be provided.
That this Council draw up urgent and long term contingency plans to combat the likelihood of the stacking of HGV trucks when the Dublin City ban on HGV's is enforced in January 2007 from 7am to 7pm. Local residential estates & roads in areas of Palmerstown, Lucan, Clondalkin are most likely to be effected as they border the two local authorities.
That this Committee calls on the Manager to agree a suitable peripheral wall, including both the material to be used and the finish facing both the motorway and the residential areas, at Glenpark and Holliville, Palmerstown as part of the current upgrading of the M50.
Development
Questions
To ask the Manager to present a report on the following two derelict sites:-
- The pound shop on Main Street, Clondalkin.
- Nangor Cottages - cottage beside the lower road entrance into Oldchurch Estate.
In his report could the Manager indicate what he has done and is going to do about both sites.
To ask the Manager to provide an up-to-date report on the availability of sites in the Lucan area for new schools.
To ask the Manager to agree to report back on the completion of the proposed works I requested and are scheduled to be carried out in the cul-de-sac between house nos. 10 and 11 Cannonbrook Park, Lucan.
To ask the Manager to outline what lands it owns in the
To ask the Manager to indicate the extent of the Council’s land ownership in the Clondalkin area and to detail the future development intentions of any portions not currently developed or in use as parkland.

That this Committee requests that the Council makes a submission to The Office of Public Works as a response to its recent advertisement for land to serve the needs of St. Andrew’s National School.
That the Manager present an updated report on the houses which remain derelict on Main Street, Clondalkin.
That this Committee directs South Dublin Co. Council to work urgently with the Bawnogue Enterprise Centre so as to sort out the following problems:
1. The roofing.
2. The sewage system on the site.
3. The heating/boiler system.
4. Major cracks in one of the buildings.
In the absence of an Area Committee Meeting before the Autumn this Committee directs the County Council to provide an interim report on progress made to the July 2006 County Council Meeting.
Planning
Questions
To ask the Manager to report in detail on all estates in the Lucan area not taken-in-charge or not scheduled to be taken-in-charge by the Local Authority, but scheduled to be managed by Private Estate Management Companies. Would the Manager also report on what particular issues remain unresolved in these estates and what will be done to have these issues resolved for the benefit of the local residents who face exorbitant estate management charges in these estates.
To ask the Manager to agree to maximise the awareness and publicity regarding the consultation process as part of the proposed development at Balgaddy/Clonburris and the Liffey Valley Town Centre Developments.
To ask the Manager to convene a meeting of the Liffey Valley Management Advisory Committee in order that we can make progress on the creation of a Liffey Valley National Park and to take steps towards implementing some of the recommendations contained in the recent report commissioned by the Office of Public Works.
To ask the Manager to indicate what work is outstanding within Foxborough Estate so that the entire estate can be taken in charge as soon as possible.
To ask the Manager to commit the necessary resources to ensure that all estates within the Lucan and Clondalkin areas that are nearing taking in charge standard are taken in charge by the end of the year.
To ask the Manager are there any plans to build on the open space beside 34 Oakway, Clondalkin? Can the Manager provide any determinant to alleviate anti-social activities at the open space beside 34 Oakway?
To ask the Manager when will the barrier and additional car parking be provided at Aras Rualach, Clondalkin?
To ask the Manager if he can make an updated report on works required by the developers of Liffey Valley Park Estate (including Liffey Hall) to comply with conditions set out in Planning Permissions, and/or required for the taking-in-charge of the estate, including requirements regarding the finishing/painting of boundary walls and pillars?

That this Committee calls upon the Manager to rule out permitting any development on the parcel of residential land adjacent to the Finnstown Shopping Centre gain vehicular entrance through Finnstown Cloisters or Priory.
That the Council draw up an Area Action Plan for the Palmerstown Village area incorporating the VL Byrne site and also all of the "Old Lucan Road" and the estates off it-both residential, recreational and commercial, and making provision for the up-grading of the Kennelsfort Rd/N4 Intersection, prior to entertaining any planning application for the area. The availability of such an important site becoming available now for re-development opens up opportunities including the provision of social and affordable housing for the already over-developed community of Palmerstown and in the context that whatever development emerges at the VL Byrne site will define Palmerstown for at least the next fifty years.
That the Manager would agree to pursue with the developer the completion of the boundary walls in Foxborough Estate, Lucan to a proper standard of finish. Many residents in Foxborough Estate have not had their garden walls finished properly, including dashing, capping etc. A survey of the Foxborough Estate is required in such circumstances. However it may be possible to incorporate some of these works in the more immediate future on those gardens which back onto the Outer Ring Road where works are currently taking place.
That the Manager would agree to seek to engage in discussions with the Management of Weston Aerodrome, the Gardaí, the Irish Aviation Authority and the Weston Park Residents Association on the ongoing problems of low-flying aircraft over the west Lucan area. Such practices are the cause of increased concerns owing to the threat to the safety and the quality of life of the local community. In the circumstances the sole issue for discussion at the New Forum is the Safety of the Local Community.

Questions
To ask that the Manager to write to the Management of Dublin Bus and request details of the company's plans to enhance the bus service in the Lucan, Clondalkin and Palmerstown areas. Due to the continued development in these communities and the increased traffic gridlock on our roads, an immediate part solution to our traffic problems is for a more regular and flexible bus service to be provided interlinking each part of the community and wider communities with each other as well as the city centre, the airport, industrial estates, town and shopping centres, colleges, schools etc.
To ask the Manager to detail what steps will be taken in the next few months to update the electoral register covering Lucan, Palmerstown, Clondalkin and Newcastle-Lyons.
To ask the Manager to consider the extension of the walk-in customer services desk to the Civic Centre in Clondalkin, Lucan Library and a suitable location in North Clondalkin and Palmerstown.
To ask the Manager to look into and investigate the possibility and liaise with the Karlsruhe Liburg, Germany with a request to bring back to Clondalkin for a short period of time for display purposes the manuscripts of the gospel scripted in the eight century, in which the most famous being the "Clondalkin Mass book" which is on display in Karlsruhe Liburg.

That this Committee requests the Manager to contact the HSE and An Garda Siochana with a view to the putting in place of a public consultation committee relating to the operation of the Drug Treatment Centre at St. Loman’s Road.
That the Manager would agree to write immediately to an Bord Gáis seeking immediate advice and assistance on the matter of the installation of the gas piping in Abbeywood and Abbeydale, Lucan. The absence of protective sleeving on the gas piping from the meter to the boiler in these houses from the time they were built approximately thirteen years ago, is giving rise to serious concerns to many local residents due to the gas pipes vulnerability to corrosion and the lack of cushion benefit for these gas pipes with movement in the concrete in these houses.
