To ask the Manager to hold discussions with Dublin City Council with a view to securing a better traffic flow at the Cold Cut, Kennelsfort Road, Ballyfermot Road junction.  This junction needs to be widened (there is already adequate land available) to provide a better flow for the 18 Bus (and for the proposed revised 26 Bus route) as well as for traffic turning right onto the Cold Cut Road from Kennelsfort Road.  This is the main artery from the Cherry Orchard Industrial Estate as well as an important junction for Lucan/Clondalkin/Palmerstown/Ballyfermot commuters and school traffic and can take an inordinate length of time to negotiate it especially at peak times which are now practically all day (except from 10.00am to 12.00pm and after 7.30pm).

That the Manager presents a report on how far down the line he has gone in terms of making NOVAS the homeless provider in the Lucan/Clondalkin area.  How many companies tendered, and how the County Council checked out the work practices and experience of this organisation in relation to housing the homeless.

To ask the Manager for a comprehensive explanation for the build up of traffic congestion on both Upper and Lower Kennelsfort Road at the junction with the N4.  Things were getting reasonable following adjustments to the traffic lights some months back but have really deteriorated again since the first week in May.

To ask the Manager if will investigate the concerns of residents of Méile an Rí, Balgaddy, about pedestrian safety in that estate, and examine the possibility of installing bollards at appropriate locations, possibly at one of the entrances, to reduce instances of speeding vehicles through parts of the estate?

That this committee agrees to cut the grass in the following areas:-

That the Manager would present a detailed report for discussion on the proposed development at the former Vincent Byrne site, Palmerstown recently granted planning permission by An Bord Pleanála against the Inspector's recommendation.  Specifically would the Manager report on any part of this proposed development, whereby any land involved is in public ownership, and what procedures are required if any such land is to be included in this proposed development?

That this Committee calls on the Manager responsible, and following the recent decision of An Bord Pleanála to grant permission to Monti Limited for a major development at Palmerstown Village, to negotiate a full graded junction for the Kennelsfort Road/N4 junction when addressing the condition attached to the planning permission that imposes on the developer an obligation to agree the configuration of this junction prior to any work on the site and that the Manager bring any such proposals before this Committee for consideration before agreeing them with any developer on this site.

That this Area Committee, on foot of the decision by the elected members of South Dublin County Council to amend the draft Development Plan to omit the long-term local road objective “Esker Lane to Esker Meadow View”, requests that the Road's Departments cease all efforts and drop all plans to open this road link and instead seeks to offer this strip of land for disposal to the Department of Education and Skills, as part of any land disposal involving lands at the former Esker Green Waster Recycling Facility, for the purposes of providing a safe drop-off and turning point for Gaelscoil Naomh Padraig and Coláiste Cois Life.
