That this Committee congratulates the Lucan Tidy Towns group on their result in the 2010 National Tidy Towns contest whereby Lucan Village’s overall marks increased from 269 last year to 276 this year and won the Dublin (South) County award.  However while welcoming the improved cleanliness of the Lucan Village area, this Committee again expresses its serious concern over litter problems in the Lucan South area and further to my motion at the April meeting, recommends that a permanent hand-cart service be introduced in the Lucan South area with a primary focus on the areas and roads nearest to the Ballyowen Castle local centre, the Griffeen local centre and Foxborough. This hand-cart service would be of significant benefit in assisting efforts to address the very serious and highly-visible litter problems blighting some of these areas and in particular would be of advantage in allowing for more regular removal of litter from landscaped areas not subject to the regular street-sweeping rota. This Committee therefore requests the Manager to present a detailed report for discussion on how we could progress this proposal with specific reference to the human resources and financial matters involved.

That this Committee, noting the importance of involving young people in environmental issues, ask that the Manager install litter bins at strategic points and in close proximity to Pobalscoil Iosolde Palmerstown (as previously requested) and that their be contact made with the school authorities with a view to getting a greater involvement of the students in keeping the school environs litter free, and that business premises in the area that receive the patronage of students maintain the external public space round their premises litter free.

That this Committee notes that comments and complaints have been made to Councillors over recent months, particularly when water levels in the river were low, about the extent of weeds and overgrown vegetation along the banks of the River Liffey, in the area upstream and downstream of Lucan Bridge, and requests the Manager to present a report on the measures taken by the Council to maintain the river bank along the course of the Liffey in South Dublin County, including  removal and control of litter, prevention of polluting discharges into the river and management of the bank itself including vegetation.

That in view of the very high level of unemployment of young people, under 25 years, in the Lucan- Clondalkin Electoral Areas, the increased level of applications for places in Higher Education Colleges such as IT Tallaght  in 2010, this Committee believes the "cap" imposed on the number of PLC places in Further Education Colleges (eg Ballyfermot College of FE could accommodate an additional 200 1st Year students, if it were not prevented in doing so by the "cap") requests the Manager to write to the Minister for Education and Skills conveying the view of the Committee that the number of 1st Year PLC places should be immediately increased by 20% in 2010-2011.

That this Area Committee requests the Manager to treat as a matter of priority the removal of all unauthorised signs, postings, advertisings etc., in public places, including on road ways, traffic lights, public walls etc within the area of this Area Committee. The upsurge in these signs is the cause of serious environmental damages and is undermining the work of this Council and local voluntary groups including Tidy Town Committees, Residents Associations and Environmental Groups.

That this Committee, in recognition of the need for additional primary schools buildings in the Lucan area as a matter of great urgency, and following numerous motions passed in our Council and at Area Committees, requests the Manager to write to the Minister for Education and Skills to request that there be no further delays in the provision of schools buildings for a number of Lucan Primary Schools, including:

That this Committee requests the Manager to initiate a feasibility study into the provision of an Enterprise Centre and ‘jobs hub’ in the Lucan and Adamstown area to include physical space such as 'hot-desks' and 'incubator units' for use by local entrepreneurs and business start-ups as well as providing a base for Local Employment Services and for training programmes run by CPLN Area Partnership and other bodies. In conducting this feasibility study the Committee further requests the Manager to liaise with CPLN Area Partnership, the County Enterprise Board, Enterprise Ireland, the developers of Adamstown SDZ and other potential stakeholders and to research all funding opportunities and existing premises in Lucan and Adamstown available to let and to report back to a future meeting of this Committee with a report under a headed item.

That the Lucan-Clondalkin Area Committee affirms its support for the Council's publicly managed household bin collection services, with its important features of a waiver system for low income households and no "flat fee charge", will support the efforts of the Manager and the Environmental Services Department to improve the effectiveness and efficiency of the service, including measures to remove, as soon as possible, the inequality of service being experienced by households with a Monday Black/Brown Bin collection, and requests the Manager to make a report on the roll out of the Brown Bin Service in the Lucan and Clondalkin Electoral Areas, and advise on the anticipated situation for households in the area on the October Bank Holiday Monday.

That this Committee, recognising the damage caused to Council-maintained grass verges, road kerbs and other property, as well as the traffic difficulties caused by roadside parking, asks the Manager to liaise with local sports clubs to investigate late opening of car parks in Tymon Park on relevant weekday nights to accommodate sports teams using the park during the summer months.

That the Manager address the sewage smell issue at the junction of the new Nangor Road and Ninth Lock Road, Clondalkin.  Can some of the money, the €7 million received in exchange for lands where Lidl is now, be used.

That this Committee, in light of the long delay in activating the Greenhills Bowling Green, calls on the Manager to ensure that the Green is opened at the earliest possible opportunity by liaising with the Community Council and Bowling Club to ensure any outstanding issues are dealt with speedily.

That this Committee calls on the Manager to report whether or not permission was sought and/or granted for the Fifteen Foot plus steel sign advertising the new Kelland homes development at Killinarden Heights which is located adjacent to the roundabout at Kiltipper Way/Whitestown Way and Firhouse Road West and which is located very close to residents homes in Cushlawn Estate.
