Questions
To ask the Manager to outline with the aid of a map, what lands, if any, are owned by South Dublin County Council in the general vicinity of the 12th Lock and Lucan Sarsfields?
To ask the Manager to provide an updated response to my request to have the vacant building sites at Coolamber, Newcastle Road and south of Tullyhall added to the Register of Derelict Sites?
To ask the Manager that the site next to 84, Culmore Road, Palmerstown (recently granted planning permission for one residence) be examined with a view to declaring it a derelict site? That the owners be contacted and compelled to erect a secure fence to the rear where it meets the laneway to the rear of Culmore Road? Since the closure of the opening with Glenaulin Park at this location, it is being used as the route for undesirable persons passing between the Californian Hills on the City Council side and the laneway on South Dublin County side, and that a report be brought to the November meeting of this Committee on the situation and the results of the action taken.

That this Committee, recognising the significant value of the Allotments to residents of this area in economic, social, health and recreational terms, calls on Management to;
Retain the rental at the current rate for 2011;
- Ensure that the charges for Social Welfare recipients be maintained;
- Provide for those on state pensioners e.g. retired teachers, Gardaí etc will be entitled to the same rates at the Social Welfare group;
- Explore ways in which plot holders can be more actively involved in the management and maintenance of the allotments on a site by site basis
- Set up a small standing committee or working group composed of representatives of the plot holders, council management and Councillors (in a ratio to be agreed) that will provide for ongoing liaison and a communications vehicle that will support quality management of this public service.
This Committee recommends that South Dublin County Council liaises with Waterways Ireland to enable Clondalkin Youth Services to place a container for kayaking adjacent to the Grand Canal at a suitable location in Clondalkin.
That this Committee strongly urges the Manager to establish the means of protecting the newly developed Grand Canal walkway from the 10th Lock to Grange Castle by closing off access to horses along the route.
That this Committee outlines how it spent the €7 million received from the disposal of land to Lidl Ireland some years back. What became of the roundabout that was to be installed on the New Nangor Road at the opening to Lidl?
That the Manager presents an updated report on the derelict cottages in Rathcoole including the following:-
(a) Ownership.
(b) The numbers and addresses of the Cottages.
(c) What can be done to improve their appearance.
(d) Any other relevant information.
That this Committee in the interest of public safety strongly urges the erection of protective fencing on the ditch side of the canal walkway between the 9th and 10th Locks similar to that installed from Grange Castle towards the 12th Lock.

To request that the Manager arranges an urgent litter clean up for the 'Community Centre' area of Corkagh Park and also a clean down of the information board at the entrance to the GAA pitches?
To ask the Manager for a report on the bridge near the Oil Mills in Corkagh Park, Clondalkin and the repairs required due to the damage done by bins being burnt in that location?
To ask the Manager could the following Estates in Clondalkin please have their trees pruned this season:-
1. Lealand Estate.
2. Castle Estate?
To ask the Manager to have the weeds cleared up in front of the Clondalkin Civic Offices?
To ask the Manager to arrange a special briefing for members of the Lucan Area Committee on the feasibility and likely costs of installing 'Netwatch'-type CCTV monitoring with movement sensors and remote live-voice warning systems in those parks with recognised problems of anti-social behaviour including Glenaulin Park, Willsbrook Park, Griffeen Valley Park (general vicinity of the playground and Arthur Griffith Park) and Watertown Park (Riversdale end not currently covered by CCTV) so that members can consider such proposals in the context of the 2011 budget? Provision of such CCTV systems would assist in deterring act of anti-social behaviour, protect valuable amenities such as playgrounds and contribute positively to the County Manager's policy of reducing ‘the cost of yesterday’.
To ask the Manager for an updated report on the difficulties raised by Liffey Valley Rovers FC in gaining access to the facilities of The Leinster Football League at Ballyowen Park?

That the Manager would provide information on the number of public (i.e. owned by the Council or provided on Council land) outdoor Tennis Courts in the Lucan and Clondalkin Electoral Areas, and request the Park's Department to investigate the costs of upgrading the facility adjacent to the Lucan Sports and Leisure Centre, and providing additional public Tennis Courts in the area.
That an inspection be carried out as a matter of urgency on safety factors in Whitethorn Estate especially Whitethorn Drive, Clondalkin where young children are using the gradient in the footpath as a skateboard track and "bouncing" out onto the road making it extremely dangerous. There have been a few near accidents and it is imperative that the Council act without delay by erecting a barrier of some kind.
That the Manager would agree to take charge of the small open space at the rear of Mount Andrew Court and Mount Andrew Rise, Lucan, and that the Manager would set out the time-scale for this taking-in-charge.
That this Committee recommends that South Dublin County Council puts in two or three footpaths from Bawnogue to enable people avail of the Grand Canal Walk.
That this Committee requests the Manager to present a detailed report for discussion on the matters to be considered in progressing implementation of Specific Local Objective 25 of the newly-adopted County Development Plan 2010-2016, i.e. to "facilitate completion of the boundary fence that separates Bewley Grove and Mount Bellew Way running eastwards as far as the Outer Ring Road".
As a follow up to the offer made by Management in the Report to my Motion (Ref ID 24108) at the September meeting, this Committee calls on the Manager to have “movement sensitive lights” and CCTV installed on Glenaulin Park where it bounds Culmore Road, Glenaulin Road and Glenaulin Green. Residents, many of whom are senior citizens, living in these areas have to endure a level of anxiety due to ant-social behaviour that results in constant worry, fear and disturbed sleep. In addition, park users including young children, are in constant danger from quads, broken glass and other fall-out from un-controlled vandalism. It is very much in keeping with the Council's policy of reducing “the cost of yesterday” that such a pilot scheme be introduced in a park that was developed during an era when the problems associated with such “back-lands” could not be anticipated. This Council owes it to its citizens that we protect them today from the trauma resulting from the effects of “yesterday’s decisions”.
That the Manager would present a detailed report for discussion on the Taking-In-Charge of the large strip of green space off Griffeen Avenue, and on the left hand side to the entrance to Hayden's Park, Tullyhall and Rossberry Estates, Lucan. As part of this report would the Manager report on his plans for the removal of large signage in situ for years on this strip of land, that has been the cause of annoyance for local residents in these three estates. Can the Manager assure all the residents of Hayden's Park, Tullyhall and Rossberry Estates that this green area will be serviced by the Council in the future, including grass cutting, tidying etc. Finally, this Committee acknowledges with thanks the installation of directional signage for Hayden's Park, Tullyhall and Rossberry Estates from the roundabout on Griffeen Avenue as I have previously requested.

To ask the Manager to arrange as a matter of priority a cleanup of the grass verges and central median on the N7 south of the Red Cow Luas bridge as far as the county boundary? Pruning, grass cutting and a litter pickup are badly needed on a major gateway route.
To ask the Manager to clean and cut back excessive undergrowth in the lane from the Old Nangor Road to the New Nangor Road (towards the pedestrian crossing to the Bawnogue Road)?
To ask the Manager to investigate the parking of vans in St. John's Crescent, Clondalkin and to suggest how the problem can best be addressed?
To ask the Manager to repair the path from the road up to the front of 89 Boot Road, Clondalkin and the section of path in front of No 89 Boot Road as well?
To ask the Manager to arrange the installation of proper ramps down St. John's Crescent along Corkagh Park, Clondalkin? Serious accidents have already taken place here.
To ask the Manager to confirm that he will now not be proceeding with the Part 8 proposal to construct a road link between Castle Road (Esker Meadows View) and Esker Lane, noting the unanimous vote of this Area Committee at the September meeting in support of my motion recommending the Manager NOT to proceed with the Part 8 proposal; and to further agree that road markings requested by Esker Meadows Residents Association should now be installed?
To ask the Manager to report on the operation and sequencing of traffic signals on Newcastle Road from the Esker Road/Tandy’s Lane junction to the N4 interchange; to advise if these signalised junctions are all linked to the MOVA system and to outline any proposed measures to improve traffic flow in this area?
To ask the Manager to report on the Council’s review of taxi-ranks and taxi-waiting areas in Lucan Village; to advise if any proposals are being considered to alter or relocate the existing ranks and to prevent the current ongoing problems of taxis queuing outside Sarsfield's Terrace to the detriment of local residential amenity; and to request that a consultation process be entered into with local businesses and residents on this matter?
To ask the Manager for a report on the maintenance of grass margins and road medians in both public roads and residential estates in the Palmerstown/Lucan area and to include in the report
(a) why the N4 median between the Dublin City Boundary and Kennelsfort Road junction has not been cut this year
(b) who was it that cut the grass and tidied the median and area around the N4 section of J7 between Kennelsfort Road and the M50
(c) what the cost of maintaining this stretch of median would have been (this is the only grassed median on the South Dublin part of N4)
(d) when the contract for grass-cutting in the Palmerstown/Lucan area is due for renewal
(e) given the high levels of unemployment in this part of the County, if any consideration had been given to maintaining grass margins and medians by direct labour?
To ask the Manager if the analysis of the traffic count taken recently in Lucan Village, in the vicinity of La Banca, has been completed and if he will make a statement on the matter?
To ask the Manager for an updated report on the investigation by the Council in consultation of alternative and expanded Taxi Rank provision in Lucan Village, which would have beneficial consequences for residents in and around the Vesey Terrace/Main Street area of Lucan Village, and will he advise if representative organisations of taxi drivers/owners have been consulted?
To ask the Manager if he will advise the Area Committee on the number of "Disabled" Parking Spaces, as a percentage of the total number of designated parking spaces, which are provided in and around the Supermarket, Áras Rualach and Rowlagh Community Centre in Rowlagh?
To ask the Manager if the Council will erect a number; 3 to 4, "Children at Play " signs on the two open spaces at Sarsfield Park, Lucan?

That the Manager would present a report for discussion on management of traffic in the vicinity of the Superquinn Shopping Centre, the entrance to Hillcrest Estate and the N4 overbridge leading to Lucan Village, the report to include information on the operational status of the MOVA system controlling traffic signals from the lights at the Superquinn Centre to the centre of Lucan village, if it is now being operated fully automatically. Will the Manager also advise if any measures have been taken to address reported increased traffic back-up into Hillcrest Estate after the new traffic signal system was working well in its early phase of operation.
That the Manager liaises with the NRA and reports back to this Committee regarding the very serious pedestrian safety issue on the stretch of footpath along the N7 from The Poitín Stil to the Applegreen Service Station and if it is possible to urgently erect a safety barrier to aid pedestrian safety?
That the Manager immediately installs ramps (similar to ones on the old Ballymount Road where the 56a goes) on St John's Lawns, Clondalkin as a deterrent for speeding. Residents are asking why the road is being resurfaced when the road is perfect.
That the Manager would set out at the October 2010 Road's Department Area Committee Meeting 1, the steps to be made in the immediate future to introduce the New Heavy Goods Vehicle School-Time Restriction for the Newcastle Road, Lucan, in keeping with this Council's new policy, as adopted by way of my motion and now included in the County Development Plan 2010-2016, that "It is the policy of this Council to introduce a School-Time Heavy Goods Vehicles Restriction on the Newcastle Road, Lucan. Whilst the enforcement of this measure is a matter for the Gardaí, this Council is by way of policy, considering the safety of all concerned, including school-going children."
That this Committee requests that the balustrading to Lucan bridge be repaired and repainted in accordance with recommendations of the National Tidy Towns 2010 adjudication report.
That this Council refuses to put any tolls on any of the national / local roads within this Committee's jurisdiction.

To ask the Manager to provide an accurate map showing the boundary of the Security Zone around Casement Aerodrome, Baldonnell?
To ask the Manager to provide a further update and likely timescale for the taking-in-charge of Larkfield and Mount Bellew Estates, Lucan, both of which were developed by the same builder?
To ask the Manager to advise if any discussions have taken place with Maplewood Homes on a likely timeframe for the taking-in-charge of The Paddocks and on related matters pertaining to road and courtyard finishes and road safety? Ensuring the timely taking-in-charge and resolution of unfinished or defective works in this estate is critical to maintaining confidence in the Adamstown SDZ model.
To ask the Manager if Cherry Orchard Industrial Estate has been taken in charge and if the roads in this Estate are now public roads? If it has not been taken in charge, why not, and what options does the Council have on the matter given that this Estate is now some 30 years in existence?
Given the huge public interest and support and the unprecedented cross-grouping support amongst the elected members, can the Manager responsible set in motion the process for creating a new Liffey Valley SAAO as was provided for in the 2004 – 2010 CDP and is again contained in the 2010 – 2016 CDP recently voted on by the elected members, which would complement and protect the existing SAAO which was the first of its kind in the Country, and please indicate in the answer what options are open to the Council in the matter and how best can the objective of the CDP be furthered?
To ask the Manager for a report on compliance by the developers of Áras na Cluaine, Clondalkin with all conditions in the Planning Permission for the development, and if he can include in his report information on the compliance, or otherwise, of all parts of the development with statutory Fire Regulations?
To ask the Manager for a report on the situation regarding the opening of the pedestrian overbridge (over the Adamstown Relief Road) on Hayden's Lane and when it will be open?

That the Manager would present a detailed report on the Taking-in-Charge of Rossberry and Griffeen Glen Boulevard Estates, Lucan, the report to cover the taking-in-charge of Open Spaces as well as Roads and Services, and that the Manager would make a statement on the length of time taken by the Council to take housing developments in charge, and if, in the context of the extreme reduction in the amount housing construction in the area, residents can expect a significant decrease in the time taken to take completed developments in charge.
That this Council would agree, given the commitment made by South Dublin County Council to have the Liffey Valley lands, including at St. Edmundsbury, Woodville and Fonthill, preserved against housing development following the passing of my Motions, including at the June 2008 Planning Department Meeting: "That this Committee requests the Manager to write to the Minister for the Environment and Local Government requesting the Minister to make a Ministerial Order, under Section 202 of the Planning and Development Act 2000, to make further Special Amenity Area Order(s) to preserve the Liffey Valley Lands in South Dublin, including at St. Edmundsbury and Woodville. Particularly in view of the unanimous decision of South Dublin County Council expressed in my Motion passed in South Dublin County Council on 10th March 2008, including “it is wholly undesirable that any future housing developments take place in the Liffey Valley, including at St. Edmundsbury and Woodville, that would undoubtedly further damage the Liffey Valley Park as did, for example, the earlier housing developments at Laraghcon”, in the interest of the preservation of these lands, and given subsequent Motions passed that prompted further correspondence between the Council and the Minister for the Environment and Local Government, to initiate the process of extending the Special Amenity Area Order given the obvious reluctance by the Minister to exercise his powers in extending the Special Amenity Area Order(s), especially given the pre-general election promise by the Green Party in 2007 to extend the SAAO to these lands, and particularly given the Minister's silence on this matter in advance of the review of the County Development Plan - the time-scale that I had identified in my Motion to this Council on 9th June 2008.
That this Area Committee recommends that South Dublin County Council initiate the statutory processes required to exercise its powers under Sections 202 and 203 of the Planning and Development Act 2000 to extend the area subject to the Liffey Valley Special Amenity Area Order to include all lands zoned ‘I’ in the new Draft South Dublin County Development Plan.
That this Committee asks the Manager to set up a working group to investigate ways to improve Clondalkin Village for both the general public and the business community. This group could comprise of elected reps, various relevant Council department staff and interested local bodies. I submit this motion in the knowledge that we are awaiting for a new 'village renewal scheme' and the probability that financial constraints are likely to further delay any implementation of an approved plan.
That the Manager bring forward a report detailing how the bond for the Riversdale Estate was dealt with (Item ID 24704 at the September meeting), and in particular to explain what, if any amount, was retained in lieu of the failure of the developer to deliver on Condition No. 9 of the Grant of Planning Permission which stated inter alia:
‘The walls at the rear of the proposed houses numbers 2 to 24 and along the western boundary of the site shall be retained at their existing heights and shall, prior to the construction of any of the houses hereby permitted, be repaired, made good and improved, where necessary, with walling that matches the said walls…..’ and to explain why the Council did not use the bond to address the situation.
Furthermore, this Committee notes that the wall in question was not erected as a boundary wall for the houses that back onto it (as is implied in the Report presented at the September meeting) but is rather a heritage wall that bounds the park and which An Bord Pleanála stipulated had to be preserved. The wall in question is at least as much the responsibility of the County Council as the owners of Waterstown Park as it is of the neighbouring residential properties. Both parties were entitled to have it properly maintained as per the planning condition prior to or at the same time as both the Estate and the Park were taken in charge/into Council ownership.
This Committee recommends that the matter be referred the next full Council meeting with the objective of having the Council carry out without delay the necessary works to the wall that should have been done as set out by An Bord Pleanála on Condition 9 and at no expense to the residents concerned.
That the Manager would present for discussion a report on the amount of land zoned for industrial and commercial use in the Lucan and Clondalkin Electoral Areas (excluding Grange Castle Business Park), including figures for the total area of land zoned, how much of the land is serviced for water supply, drainage etc., the amount of such land, if any, in the ownership of the Council, and what actions does the Council implement to attract companies/businesses to locate their enterprises in the County.
That this Committee requests the Manager to initiate a feasibility study into the provision of an Enterprise Centre and ‘jobs hub’ in the Lucan and Adamstown area to include physical space such as 'hot-desks' and 'incubator units' for use by local entrepreneurs and business start-ups as well as providing a base for Local Employment Services and for training programmes run by CPLN Area Partnership and other bodies. In conducting this feasibility study the Committee further requests the Manager to liaise with CPLN Area Partnership, the County Enterprise Board, Enterprise Ireland, the developers of Adamstown SDZ and other potential stakeholders and to research all funding opportunities and existing premises in Lucan and Adamstown available to let and to report back to a future meeting of this Committee with a report under a headed item.
