This Council, concerned at the manner in which new charges, levies and taxes have been introduced in recent years, many of them by stealth and in addition to and on top of, already unfair charges, levies and taxes which have the cumulative effect of significantly undermining the quality of life of the average family, calls on An Taoiseach, the Minister for Finance and the Minister for the Environment, Community and Local Government, if they are sincere in their declared policy of broadening the Tax Base, to reverse the current policy of punitive tax expansion under the guise of broadening the Tax Base, and initiate a root and branch overhaul of the Irish Taxation System that eliminates double taxation in all its forms and introduce instead an integrated system of Local and National Taxation that will be fair, equitable and sustainable and that is capable of providing realistic funding for Local Government based on the services and facilities best delivered at local level, that promotes solidarity at National level, that is linked, as all taxes should be, on ability to pay, that is progressive and transparent. That the Chief Executive Officer write to An Taoiseach and Ministers concerned informing them of the decision of this Council and that the other County Council be forwarded a copy.

This Council recognises that the trafficking, exploitation and abuse of women and girls is taking place in South Dublin County and throughout the country within and as a direct result of prostitution. This Council understands prostitution to be a form of violence against women that affects individuals, communities and society as a whole and that human trafficking for sexual exploitation is a modern form of slavery and an abuse of human rights.
This Council calls on the Minister for Justice and Equality to implement the Justice Committee's unanimous recommendations to introduce laws which make it an offence to pay for sex and is seeking such laws. This legislation must criminalise the demand for paid sex while providing social supports for those wishing to exit prostitution and should be enacted in this jurisdiction. The Council will convey its views to the Minister for Justice.

This Council opposes any attempt by central Government to involve the Council in the collection of water charges from our tenants. We call on the Minister for Environment Alan Kelly to withdraw his proposal to place a legal obligation on Councils to recoup water charge arrears from Council tenants.
That this Council calls on the Chief Executive to inform Minister Kelly that South Dublin County Council rejects the demand from his Department to Local Authorities, that they include tenant's unpaid water charges in their assessment of rent. This so called 'Mandatory legal Obligation' as described in his proposal would put SDCC and other Local Authorities into unnecessary conflict with their tenants over an unjust charge that the local Authority has no function or responsibility for. Further to this and following on from numerous motions previously passed in this chamber we reaffirm our complete opposition to these charges and call for their abolition.
That this council commits to celebrating Black History Month in 2015, by way of holding events or awareness raising projects. Ireland became the fourth country internationally to celebrate Black History Month. As in other countries, Black History Month Ireland takes place in October. The celebration would be a good way to put forward positive portrayals of the African community and celebrate its history and contributions to Ireland and in particular for us, to South Dublin County.

That the Chief Executive write to the Minister for the Environment seeking a ban on the sale of spray paint cans to try and combat the graffiti problem which is costing this Council thousands of euro every year.

This Council notes the important contribution that the Womens Support Networks and Travellers Development Projects make to communities across South Dublin. We also note that due to the uncertainty regarding funding beyond April/May 2015 these projects are being forced to put their staff on protective notice and their future is now in doubt. We call on Minister for the Environment Alan Kelly to meet with representatives of both of these organisations as a mater of urgency to resolve their long term funding so that they can continue their very important work.
That this Council, noting the expected availability of unspent monies from the 2014 and 2015 budget allocations for Business Support Grants; requests the Chief Executive, when drawing up proposals for consideration by the Economic Development SPC and APPROVAL by the full Council, to ensure that these monies are invested in the “refurbishment and revitalisation” of employment areas and areas of commercial vacancy at locations THROUGHOUT the County.
