Green spaces in some areas are hotspots for anti social behaviour, particularly at Halloween.

This includes teenagers on quads or motorbikes tearing up the greens and frightening pensioners whilst destroying the grass

Please advise on the options available for closing them off without destroying the look of the space.

An example of this would be the green area opposite the church in Whitechurch estate.

It would be of benefit to the Rathfarnham Village initiative if the outbuildings of Rathfarnham castle could be refurbished and opened up to the neighbouring community.  This could open the courtyard and surrounding areas for craft fairs, Christmas fairs etc and contribute significantly to both tourism and the sustainability of the existing businesses, by improving footfall.

The Travelling community are among the most marginalised in our society.

Halting sites are often placed in isolated areas, without any amenities nearby (eg Stocking Wood).

Going forward, when making provision for halting sites or housing, please make efforts to provide for the integration of members of the Travelling community into surrounding areas by placing them in areas with adequate schools, community centres, shopping & public transport.

The Liffey Valley

That this Council reaffirms it commitment to the protection of the Liffey Valley and directs the Chief Executive, at a strategic level:

- to retain the existing ‘I’ zoning objective in the new Development Plan:

- to review the zoning matrix relating to the ‘I’ zoning objective to ensure the ongoing restriction of any inappropriate developments or land-use;

- to retain the current ‘Liffey Valley’ Landscape Character Area, including its clear provision that New development of residential, commercial or industrial nature should be restricted”;

- to provide for the development of Council-owned lands at Cooldrinagh and Hermitage Clinic as publicly-accessible parkland;

- to include appropriate objectives that would allow for the acquisition of privately owned lands in the Liffey Valley;

- to include relevant policy objectives to facilitate the delivery of a Liffey Valley Way as an interconnected greenway along the Liffey Valley, and

- to identify and mark preferred new pedestrian routes and footbridge locations on Development Plan maps, including on private-owned lands which could be developed as ‘permissive routes’.

14th paragraph and 15th paragraph 2nd sentence  We submit that these should be merged and replaced by: Walking and Cycling will be promoted by maintaining and enhancing existing facilities securing the development of a network of safe cycle routes and footpaths on existing roads and on new road improvement schemes and on routes reserved exclusively for pedestrians and cyclists. Provide, improve and extend the network of cycle lanes and pedestrian routes on existing roads, on all new regional, local distributor and local collector roads and on roads being up-graded, to create a safer, more convenient, pleasant and more user-friendly environment. Road safety will be improved by lower speed limits and priority over motorised transport. Ensure that the needs of walkers and cyclists are given full consideration in proposals to upgrade public roads. Provide/extend lighting on footpaths on the outskirts of towns and villages (including, where appropriate, off-road routes and along public rights of way) in accordance with the best international standards. Continually upgrade the condition of footpaths, and provide controlled and uncontrolled crossings, where warranted, at all major crossing points, advise other road users on the need for safe behaviour near pedestrians and cyclists.

To create an interpretative, educational and visitor centre along the River Dodder, which would include rebuilding one of the many mills eg a working Paper Mill, to show how energy can be generated from the River, a place to visit and relax with Tea and Coffee rooms and a place to learn about the River Dodder and its environment.
