To ask the Manager to bring forward his plans to help resolve the parking of cars which may block residents driveways, often in the vicinity of some schools. Some Local Authorities may have a system whereby a warning card may be issued on the windscreen of the offending driver in an effort to alleviate this inconvenience and source of annoyance to some local residents who may live near schools.

To ask the Manager if he can advise as to whether a resident at Chapel Hill, Lucan (address supplied) owns a strip of footpath immediately outside his residence, in view of the fact that a similar piece of footpath at an adjacent premises seems to be part of the premises.

That this Council writes to the Manager of An Post asking for a review to be carried out into postal delivery services in Lucan, which have been intermittently poor according to representations I have received; and also to once again request a third post office for Lucan in light of the demand for such a service in Lucan South and increasing gridlock; and if he will make a statement on the matter.

That the Area Committee deplores the scandal of two new School Sports Halls, in Palmerstown Community School and Collinstown Park remaining unavailable or only partly available to local residents for well over a year after being completed, urges the Minister and Department of Education and Science to approve the necessary financial and management resources and requests the Manager to write to the Minister and County Dublin VEC urging both bodies to have the Halls fully available for use by residents from 1 January 2007.

Following my continuous representation to have all works in Foxborough Estate, Lucan completed, would the Manager now bring forward his plans, including time-scale for these works, given the Manager's Report that the Developer was not issued with a Completion Certificate and if necessary the Manager's intentions to pursue this matter through the necessary legal channels. It is incomprehensible that these completion works in Foxborough should remain outstanding after 10 years.

That the Manager would report in detail on the time-scale to close the laneway between house nos. 56/57 and 70/71 Esker Park, Lucan. I have been pursuing the extinguishing of this laneway in South Dublin County Council for some years, including the submitting of and extensive petition on behalf of the local residents in Esker Park, and this matter was passed through the Area Committee Meeting of 21st June 2006. It is incomprehensible that any legal matters relating to this laneway closure should take this length of time without being resolved.

That the Manager would write to An Garda Siochana requesting that an investigation be carried out of reports of increasing anti-social behaviour and intimidation of teenagers in the vicinity of the Ballyowen Castle Community Centre/ end of Ballyowen Lane, in response to concerns expressed by parents and possible fears of teenagers and parents in using the excellent youth facilities in the Centre.

That the Manager outline the criteria in operation for amending plans along the Outer Ring Road to provide measures that improve safety and noise prevention for residents; to outline whether An Bord Pleanala rulings for specific stretches along residential areas can be amended before completion of the agreed scheme; if so to outline what criteria are used by staff in coming to such decisions; to outline whether the Council will meet with elected representatives to amend parts of the scheme to address residents' concerns in advance of the completed project or if this is not legally possible to outline whether the Council will set out a timeframe to address these key concerns after the scheme is completed.

To thank the Manager for accepting my recommendation at the January '06 Road's Department Area Committee Meeting to consult with Local Schools Committees on the matter of School Safety and for agreeing to bring forward some of these agreed measures in the Lucan area, particularly following the recent and serious car accident on the Lucan Road adjacent to the Lay-By Car Park. What specific measures will be introduced in the near future and in what time-scale for these works?
