Minutes of meeting of the Lucan/Clondalkin Area Committee held on the 24th October 2006
Housing
Questions
To ask the Manager to examine the main road at the housing construction site between Kilcronan and Kilmahuddrick:
a) to ensure that the pedestrian walkway is safe.
b) to ensure that builders cars are not obstructing traffic on the main road.
To ask the Manager to report on Foxford Court affordable houses and why certain issues continue to be unadressed including problems with reported snags that have not been attended to and the situation that pertains with the management company, builder and residents.
To ask the Manager what measures are currently in place to ensure that new social and affordable houses are properly insulated and that residents have an opportunity to benefit from new renewable energy technologies such as solar panels and group geothermal heating schemes etc.
To ask the Manager if there are any plans to carry out an energy audit of all social and affordable homes to see what measures, aside from better insulation and including solar heating panels, group geothermal schemes etc?
To ask the Manager to report on his plans to eliminate the access to the open space at the rear of Droim Na Coille Avenue, off Ballyowen Lane, Lucan, which is the cause of serious anti-social behaviour affecting the the local residential community owing to the seclusion of the area and the anti-social activities that are taking place in this area, especially after dark.

That the Manager reverses the practice of scaling down services, especially Estate Management and the Anti-Social Unit, in the Clondalkin Civic Offices.
That the Manager arranges for the Members to be brought to view the newly built housing provided by this Council, in the relevant electoral wards.
That the Manager makes contact with Habitat and puts forward a proposal for voluntary housing within the Clondalkin / Lucan areas.
That the Manager
a) Outlines her approach to replacing windows in social housing.
b) Indicates her attitude to the replacement of windows in individual houses.
and c) Outlines the programme for the replacement of windows in Council housing if such exists yet.
Community
Questions
To thank the Manager for his support in progressing the Lucan Swimming Pool Project to date and will he provide a detailed and up-to-date report on the planning of this project. Would the Manager also agree to consider the feasibility of providing the New Lucan Swimming Pool in conjunction with a New Lucan Sports and Leisure Centre. Given the need and agreement for the New Lucan Swimming Pool, the successes of the Lucan Sports and Leisure Centre to date, the growth of population in the area and considering that this building is in need of up-grading, it may be opportune to consider the provision of a new, modern, integrated and complete Lucan Sports and Leisure Centre, including the Swimming Pool. It would also be necessary to ensure that such a new building was aesthetically pleasing and suitable in design to the Griffeen Valley Regional Park surrounding environment and the local residential Community.
To ask the Manager to report on what Community facilities will come on stream as part of the current local development on Griffeen Avenue, adjacent to Griffeen Valley Educate Together School, including the time-scales.
To ask the Manager if he will investigate the possibility of acquiring an unoccupied premises in Lucan Village( address supplied) for use as a Youth Community Centre which would incorporate a Youth Café, and if he will make a report on possible sources of funding available to the Council for the allocation/refurbishment and fitting out of such a Centre?

That the Manager re-examines the walls and security around Knockmitten Community Centre with a view to undertaking the following:-
a) Putting a railing on top of the stub wall in front of the building's car park so that it cannot be used as seating for drinks parties.
b) Re-organise the CCTV so that it covers both the building, the car park and surrounding areas.
That the Manager presents a detailed report for discussion on the request to provide Lucan's 1st Youth Café area as requested in my Motion to the June '06 Area Committee Meeting, including a report on the meeting between the Council and the Young Innovators Group in St. Joseph's College, Lucan that I requested at that meeting.

To ask the Manager to present a detailed and up-to-date report on the works being carried out at Waterstown Park, Palmerstown, including details for the disruption of the works and the time-scale for the re-commencement and completion of their works?
To ask the Manager to agree to note the need for a Skate Park facility for the young people in the Clondalkin area. Earlier representations I have made have greatly encouraged many young people from Clondalkin to show interest in Skateboarding and to visit the New Skate Park in Lucan. The outstanding success to date of the Skate Park in Lucan has also encouraged many children and teenagers from around Ireland to visit Lucan on a regular basis. In the circumstances I would ask the Manager to agree to bring forward a proposal for a Clondalkin Skate Park within a year subject to the increased demand on the part of the young people of Clondalkin and the continued success of the Skate Park in Lucan.
To ask the Manager to report in detail on the ongoing progress in the development of facilities for Palmerstown United in Glenaulin Park.
To ask the Manager to discuss with the Parks Department the development of a flower bed in the open space (currently a hard surface and used for parking) to the left and close to the pedestrian bridge as one enters Upper Kennelsfort Rd from the N4 as requested by the residents during the consultation on Parking Bye Laws.

That the Manager would outline in detail the circumstances surrounding the delays in the taking-in-charge of the open space adjacent to and overlooking Brookvale Estate, Lucan, particularly given that Brookvale Estate has been occupied by Residents for more than ten years.
That the Manager contacts the owner of Corkagh Park Fisheries to organise a meeting, with regards to funding.
That the Manager give a time frame for completion of the car park behind Corkagh Fisheries / just off the Outer Ring Road roundabout.
That the Manager would agree to examine the feasibility of providing a toilet facility to assist Lucan Sarsfields GAA at Willsbrook Park, Lucan. Owing to the outstanding development and successes to date of Lucan Sarsfield GAA Camogie Teams who are based in Willsbrook Park, it is estimated that there is currently in excess of one thousand girls competing and training, parents, visiting teams and supporters attending Willsbrook Park each week where there is currently no toilet facility.

To ask the Manager to remove the bin from 12 Tower Road?
To ask the Manager what are the laws that protect residents from dogs barking?
To ask the Manager to provide an update as to when will the Green Machine be in operation in Lucan and Palmerstown?
To ask the Manager to clean the pedestrian laneway connecting Woodfarm and Kennelsfort Road, Palmerstown. Local residents are greatly inconvenienced by anti-social behaviour at this location, including public drinking of alcohol, increased litter, late night noise etc.
To ask the Manager to agree to introduce new and bigger signage for our Cemeteries reminding dog owners of their responsibilities. A number of Local Residents, whose loved ones are buried in Esker Cemetery, are greatly upset at the damages, including dog fouling, carried out at some graves in Esker Cemetery, Lucan. In the circumstances Esker Cemetery would be a suitable location for such a new pilot project.
To ask the Manager to provide an up-to-date and detailed report on the works and work schedules of the New Graffiti Removal Crew. Would the Manager include a report on the extensive list of items I requested to be included on the works schedule arising from the outbreak of graffiti in recent months, including in Palmerstown. Would the Manager also report on what practical assistance he can provide to assist home owners whose boundary walls are being desecrated by graffiti, usually after hours and schools' Board of Management Committees, Schools' Parents Associations etc., where schools are vulnerable and increasingly targeted after dark. Finally would the Manager agree to enter into discussions with the Gardaí in an effort to seek more unmarked Garda cars late at night in the local community in an effort to apprehend the culprits with enforcement of the law for destroying our community with graffiti.

That the Manager presents a report on the post Halloween clean up in Green Park especially the field across the road from the shops.
That the Manager clarifies that all the black bins were collected in the fourth week in September in Aylmer Road and that the Department didn’t leave any bins behind because of road works taking place.
That the Manager would report in detail on the time-scale to close the laneway between house nos. 56/57 and 70/71 Esker Park, Lucan. I have been pursuing the extinguishing of this laneway in South Dublin County Council for some years, including the submitting of and extensive petition on behalf of the local residents in Esker Park, and this matter was passed through the Area Committee Meeting of 21st June 2006. It is incomprehensible that any legal matters relating to this laneway closure should take this length of time without being resolved.
That the Manager outlines the laws and procedures relating to the sale of cigarettes to minors from local shops, the penalties that apply for shops selling cigarettes to under 16s, the number of staff allocated to SDDC to deal with this issue; and if he will make a statement on the matter.
