Telecommunications masts
That this Council directs the Chief Executive to include an explicit new policy objective in the new Development Plan generally limiting the development of NEW locations telecommunications masts; and instead seeks the consolidation of telecommunications masts at existing locations.

The County Development Plan will include plans for stepdown housing to free up housing stock for families.
That the Council directs the Chief Executive to include a policy on the provision of Incubation Hubs for SMEs and sites indentified in the County, with free WIFI made available to same.
That it shall be the policy of this Council to cover all or some of the energy costs of buildings under its control through the generation of electricity by wind or photovoltaic solar panels.

That the Council directs the Chief Executive to include a policy on the mix of house types and sizes needed to accommodate older residents who wish to downsize – freeing up vital housing stock suitable for families in more mature areas. One-bed units should be avoided as they fail to accommodate for lifestyle changes. And there must be adequate storage in apartment units together with functional private amenity space required to serve all residential units.
That the Council directs the Chief Executive to include a policy on the need to identify breakdown of businesses located in SDCC, i.e. start-ups, tech companies, etc.
That the Council directs the Chief Executive to include a policy on the need for review of number of ACAs in South Dublin area; that it should be based on needs rather than overall number.
That the Council directs the Chief Executive to include a policy on the installation of stand-alone mobile phone masts, multiple hosting masts should be promoted and adequate distance from existing structures maintained (schools, etc.).
It shall be an objective of the 2016 - 2022 County Development Plan that any future development of both residential and/or commercial developments in Palmerstown Village and the greater Palmerstown Area shall not be higher than or in excess of three stories.
That this Council inserts a specific objective in the Development plan to ensure that all new private housing constructed be provided with a minimum number of either photovoltaic or evacuated tube solar panels to reduce the County’s carbon footprint, energy dependency to reduce electricity or hot water heating bills.
Noting the Chief Executive’s recommendation to “work closely with the National Roads Authority (NRA) to address the future capacity of national routes, such as the N4, N7, N81 and M50 to minimise the impacts on the management of the broader network’
Nonetheless, seeks to protect the opportunity for residents of our County to access the National Primary road network, particularly to travel to the City and adjoining counties;
- Therefore, is committed to maintaining sufficient access points and exits from the National Primary road network, particularly the N4 & N7, to residential areas of our County;
- Directs the Chief Executive to retain SLO 19 of the existing plan: “To pursue and facilitate the reopening of Tay Lane exit off the N7 in an acceptable, safe and efficient layout subject to funding and approval from the National Roads Authority”; and
- Further directs the Chief Executive to include a specific objective relating to the reopening of the Tay Lane exit off the N7 in an acceptable, safe and efficient layout subject to funding and approval from the National Roads Authority”
Past town planning in our county has left insufficient space for playing pitches and many of our existing clubs, throughout the county, are struggling to get enough pitches to satisfy their needs. As good community health is a priority for this council it should be ensured that sufficient space is left for these playing pitches in any area zoned for residential development.
The County Development Plan will promote green energy at look at the carbon footprint when building new housing stock to include solar power and water harvesting.
That the Council directs the Chief Executive to include a policy on the need for SDCC to actively attract tech companies, including hosting events linked to the Web Summit or similar.
That the Council directs the Chief Executive to include a policy on the Architectural Conservation Area (ACA) needs extension to include a number of additional properties/locations.
