To ask the Manager to consider on expanding this objective to read "To carry out a needs analysis of current & future Community Need, compare this with current floorspace and publish a strategy for how needs can be addressed as part of this analysis"
That 2.5.0 be amended to reflect the Council’s desire to house people in their own local area particularly where young families are reliant on grandparent support or where adult children wish to stay close to their elderly parents to provide day to day support.

3.9.0 CI7 Objective 4 that the Manager would consider expanding on this Objective to read
To assess, support and plan an upgrade and refurbishment program of existing community facilities to ensure they are accessible, fit for purpose and have the necessary floorspace capable of supporting their future viability.
That a specific local objective is added that any new sports and leisure centre with swimming pool provide sufficient capacity for sports clubs to use, including the long term leasing of space for clubs that need to store equipment where they train, such as Esker Boxing Club
SLO for the site of St Brigids Nursing home at Crooksling: That this site be designated as a centre of excellence for elder care and only developments that comply with that strategy shall be considered.

That the Development Plan seeks to facilitate, as opposed to thwart, those resident's associations who wish to utilise and incorporate CCTV facilities for security in their area and works to develop a practical working protocol regarding same
There is a need for a swimming pool in the Knocklyon / Firhouse area and this should be included in this Development Plan.
3.11.1 Primary & Post Primary Facilities - Additional Objective:

To ensure all proposals for new schools make adequate and sufficient provision for both "drop off" & parking spaces for staff, students & parents with a view to safe and manageable traffic flows.
There is a significant shortage of playing pitches in the county where past Development Plans have not estimated sufficiently future requirements. Given that obesity is such an issue we must be very mindful of this requirement and ensure that suitable quantities of parks / playing pitches are left for our communities.
To amend Map No. 7 to rezone lands at Tootenhill, Rathcoole (outlined in red on the attached map) to ‘RES-N’ zoning so as to allow for the sustainable completion of residential development in the area, subject to an approved plan; noting this proposal is supported by Rathcoole Community Council.

That this council ensures that road safety and traffic management systems outside existing and planned schools are to the highest standard across the county.

2.2.3 H9 Objective 3: Amend: To ensure that new residential developments immediately adjoining existing one and two storey housing incorporate a gradual change in building heights with no significant marked increase in building height in close proximity to existing housing. Change to: “To ensure that new residential developments immediately adjoining existing one and two storey housing incorporate a gradual change in building heights with no increase in building height adjacent to existing one or two storey house.”

That the manager considers a specific objective to ensure New school design incorporates safe drop off and collection and designated priority for pedestrian and cycling traffic for schools and that a retrospective assessment of current schools be undertaken to assess And address any potential risks to children accessing their school
The following objective to be inserted in the 2016 - 2022 County Development Plan ref 3.4.0 (P 50) C Policy 2 given that a Digital Hub was the top priority in the Library Programme in the 2010 – 2016 Development Plan and given that the objective has not been realised: OBJECTIVE It shall be a Specific Local Objective as a matter of priority to provide a Digital Library Hub in Palmerstown.

To amend section 11.2.7 relating to Building Height to add the following additional words at the end of the second bullet point (on the proximity of existing housing): “and no more than three storeys in height unless a separation distance of 70 metres or greater in achieved”
