2024 OVERDRAFT ACCOMMODATION REQUIREMENT – FOR APPROVAL
"This Tallaght area committee request that the driving licence centre in Tallaght to revert its cashless policy as it is a essential service which under the Road Traffic Acts for car drivers to hold a current driving licence, the NDLS is providing an essential service. The policy contravene European law on the status of euro as legal tender but it also exposes the NDLS to claims under equality legislation. Statistical evidence shows that certain sections of our society are much less likely to use card payments for online purchases including older people, the disabled and those with less economic security. (2010/191/EU) states that banknotes and coins should be accepted for their full face value to pay for debts payments in cash should be the accepted rule. In accordance with the EU recommendation public entities providing essential services to citizens cannot apply restrictions on cash payments as this would undermine the legal tender status of euro bank notes and coins?"
