That this Area Committee agrees that the traffic congestion in Hillcrest Estate has reached unacceptable levels and that the Manager would today present details of his proposals to help reduce the traffic tail-backs, particularly on Hillcrest Road where local traffic are experiencing increased delays in exiting onto the Newcastle Road.

This Committee also requests the Manager to examine local proposals to:

1. Introduce regular 7-day-a-week automatic activation of the Pedestrian Crossing at St. Patrick's Church, Esker - this would allow a regular and natural break in the Newcastle Road traffic that would facilitate Hillcrest traffic exiting onto the Newcastle Road more frequently

2. Introduce an alternative acceptable proposal to the residents of Hillcrest Estate to resolve this traffic nightmare scenario.

That this Committee, contacts the Minister of Health & Children to undergo a thorough investigation regarding links between cancer and telephone masts and to carry out a health survey to relate the number of masts in North Clondalkin and the closeness of these masts to local estates and its effects. This Council must also make it a policy in the development plan so that no new masts are erected in the area NOR an increase in bandwidth for transmission of data.

That this Council calls on the RPA to revise its plan to terminate the Luas A1 tram at the Belgard Stop, causing passengers who  boarded  the Luas at the proposed 5 new stops to change tram in order to continue  their journey to the city.

To ask the Manager what steps the Council has taken to address serious intimidation of a tenant (name and address supplied) and persistent anti-social behaviour by youths at the location?  What liaison there has been between the Council and An Garda Síochana, and ask if the tenant subject to such a level of abuse can be considered for transfer at an early date and to request the Manager to replace the wooden fence with a concrete fence?

That this Committee draws the Manager's attention to the agreement reached by the Council with the Committee of the Liffey Valley Park Residents Association, Lucan to install permanent bollards of appropriate design at Liffey Crescent, in accordance with a Condition in the Planning Permission for the estate, is unhappy with the unacceptable delay, of years, in bringing this matter to a conclusion and requests the Manager to give a date by which this work will be completed.

This Committee agreee to call on the Manager in view of the visible build of  stones and rubble on the old Belgard Road and the obvious dangerous implications for pedestrians and other road users that appears to be coming  from lorries leaving Roadstone and asks him to liaise with other Departments and Agencies with a view  to

A) Get the Environments litter warden to carry out spot  checks in this general area

B) Ask the Garda Authorities to monitor overladen truck loads and speeds in the general area 

C) Investigate measures that can be taken to discourage heavy trucks using this road as a rat run. 

D) Carry out a more regular road sweeping operation in the area particularly near the Community Centre

E) Write to Roadstone asking them to take action against drivers and look for financial support for the clean up bill till the situation is resolved.

F) Carry out an investigation using camera and other surveillances devices to monitor the offending trucks using this particular road.

G) Agree to list this as a headed item
