That the Manager would present a detailed report on the activities at, and usage of Ballyowen Castle Community Centre, Lucan. Would the Manager also include a detailed report on car parking facilities available to users of the community centre, including the number of car spaces available to established user groups of the centre including Liffey Sound 96.4FM, Lucan Disability Action Group, Lucan Home-Start and Citizen's Information Centre, in addition to the other users of the centre, and what provisions have been made in the Ballyowen car park for the benefit of disabled drivers?

That the side entrance door at (address supplied) be replaced as a matter of urgency (second request) in view of usage of her  rear garden as a shortcut by anti social youths. This tenant's child has special needs and I believe the gate should be restored immediately, particularly in view of the fact that the back garden cannot be used by the tenant's child.  The original gate was vandalised and broken by the same anti social grouping.

That this Committee welcomes the decision by the Council to dispose of a site for a second level school in the Kishoge area, and requests the Manager to write to the Minister for Education and Skills conveying the view of this Committee that it is a matter of the greatest urgency for his Department to complete the purchase of the site and initiate immediately the process for specifying the Schedule of Accommodation for the school, appointing a Design Team and achieving an early start on the building project as many parents in the south Lucan area, particularly those living and attending schools in the area defined by the Catholic parish of Divine Mercy cannot secure a place in a Lucan school of their choice for their children.

That the Manager would agree to write as a matter of urgency to the Minister for Social and Family Affairs to request that welfare payments be available to Lucan residents over the five working days given the serious congestion on Fridays in Lucan Village Post Office and the consequential inconvenience caused to many Lucan residents as a result of increasing queues and delays in the post office. This request is supported by Lucan Village Post Office.

That this Area Committee, noting the decision of the Department of Education & Skills to initiate a review of the patronage of the long-awaited Lucan South second-level school and further noting that in a few years the combined Lucan and Adamstown area will likely require two additional second-level schools to cope with projected demand; calls on the Minister for Education & Skills to ensure that ALL children attending primary school in Lucan are guaranteed a second-level school place in Lucan and to achieve this recommends that the Minister make provision for two new second-level schools in Lucan South, one under VEC patronage and one under Educate Together patronage; and to achieve this by firstly fast-tracking the design, statutory planning and construction of a VEC non-designated Community College (on the site at Kishogue already disposed-off by this Council) which would be accessible to all children attending primary school in the geographic area of the parish of South Lucan; and secondly by seeking to acquire an additional site in the Lucan area for an Educate Together second-level school.

That this Committee reaffirms its appreciation of the excellent programme of classes, exhibitions and other activities provided by the staff of the Lucan and Clondalkin Libraries over recent years, recognises that staff have been willing to carry out valuable work outside their contractual duties, and rejects the unfair and ignorant criticism of Library staff expressed in recent media coverage, and fully sympathises with the difficulties staff have in maintaining their morale and commitment in the face of unilaterally imposed significant cuts in their wages.

That the Manager would agree to write to the Dublin Cemeteries Committee and request the cutting back of the trees at the rear of Palmerstown Heights. For many years now local residents have had to endure the loss of sunlight owing to the failure of the authorities to prune these trees. This is not acceptable and is an infringement on the quality of life of those families affected in this way.

That this Committee thanks the Manager for agreeing to my request for an on-site meeting in Lucan to discuss litter problems; and as a follow-up this Committee recommends that a permanent hand-cart service be introduced in the Lucan South area with a primary focus on the areas and roads nearest to the Ballyowen Castle local centre but also covering nearby areas such as Griffeen, Foxborough etc. This hand-cart service would be of significant benefit in assisting efforts to address the very serious and highly-visible litter problems blighting some of these areas and in particular would be of advantage in allowing for more regular removal of litter from landscaped areas not subject to the regular street-sweeping rota. While accepting the current limitations imposed by both the ongoing public service recruitment embargo and the financial constraints facing local authorities, this committee nonetheless requests the Manager to draw-up detailed proposals for such a permanent hand-cart service to be introduced as soon as funding allows.

That this Committee calls on the Council to fully exercise its powers and responsibilities under the Control of Horses Act 1996 and specifically to meet on a regional basis with the other Dublin Local Authorities and adjoining Local Authorities, to explore and discuss the interpretation and implementation of the Act, particularly with regard to the continual supply of horses and then to initiate joint action with the involvement of the Gardaí and the DSPCA so that the irresponsible ownership and associated maltreatment of horses currently reaching epidemic proportions can be eliminated.

That this Committee recommends that South Dublin County Council formally recognise the new 'Esker Cemetery Committee' established as a voluntary, community group to seek to work with South Dublin County Council on maintaining Esker Cemetery and furthermore requests the relevant Manager to meet as soon as possible with members of this new Committee to discuss matters relating to the maintenance and grass-cutting of the cemetery over the coming Summer months.
