Amend section 6.8Xii to include at the end of first paragraph – Where it is identified that no new developments are likely in the future the Council will seek alternative methods of providing and/or acquiring specially adapted housing as opposed to waiting for funding for new developments to be acquired.
| That the Development Plan of South Dublin County includes a strategy to increase and support the number of markets within public or privately owned spaces with particular emphasis on participation and location within disadvantaged areas, with an emphasis on cultural diversity and local entrepreneurship. |
| Under Section 4.3.5.ii Policy LHA2: Views and Prospects Request the inclusion of Windmill Hill, Lyons Hill and Busty Hill be included in table 4.3.1 Prospects for which it is an objective to protect. Viewing point is the Naas Rd. On the later motion RCC have asked that these be included however the Manger’s response was as follows; ‘No changes have been made to the list of Views and Prospects that has been carried over from the 2004-2010 Plan. It is considered unnecessary to add additional Views and Prospects to the Draft Plan.’ However all the other Hills such as Athgoe Hill, Saggart Hill, Verschoyle’s Hill, Tallaght Hill and Knockannavea Hill are all listed as prospects. However these 3 hills, which are dominant elements in the landscape character of the area have been omitted. |
Specific local objective 119 was in the SDCC development plan 2004-2010 and needs to be inserted in the new SDCC development plan 2010-2016 i.e with the following text ’Facilitate the sustainable development and expansion of educational/community facilities on the lands of Rockbrook Park School Rathfarnham.

“The Council will adopt a policy of mandatory enforcement for breaches of the following: The Planning Acts, Planning Conditions.
and section 0.4.6 Enforcement will be modified/strengthened accordingly.

That South Dublin County Council imposes a restriction on any additional retail development at Liffey Valley Town Centre beyond that which is already agreed.
At Pols LHA3 to 7 – That in each policy the following should be added: “during the lifetime of the development plan.”
Specific Local Objectives – 6.8: It is the policy of this Council to introduce a car drop-off point on the vacant lands linking Esker Meadow View to Esker Lane, Lucan. This proposal has been the long-term objective of the local residential and local school communities.
Rezonings: It is the policy of this Council not to rezone lands for further housing during the course of this County Development Plan 2010 – 2016.

That, notwithstanding any other provisions of this Development Plan, it will be the policy of South Dublin Co Council to seek to ensure the long term viability of the rural communities of Glenasmole/ Bohernabreena/ Ballinascorney/ Brittas, and to this end will facilitate local residents who wish to build a family home in their local area.
| That this Development plan agrees to brand and promote Tallaght as an Education City and attempts to promote and attract more International and National students to the area by using the ready availability of rented apartment and housing accommodation, the existing educational Institutes and facilities and its accessability through growing and improved transport infrastructure. |
At Pol LHA16: Forestry – that this policy be re-located in Theme 3 and that after “development” in the 2nd para - 4th line that “including private forestry” be inserted and add a new paragraph “The Council will encourage recreational activities including walking, mountain biking(preferably on dedicated trails),orienteering and other non-noise generating activities and that forestry should not obstruct existing rights of way or traditional walking routes”.

That in accordance with the Sustainable Rural Housing Guidelines (April 2005) issued by the Minister for the Environment, Heritage and Local Government and in accordance with Circular SP 5/08 Rural Housing Policies and Local Need Criteria in Development Plans: Conformity with Articles 43 and 56 (Freedom of Establishment and Free Movement of Capital) of the European Community Treaty issued by the DOEHLG on 30th September, 2008, “persons who are an intrinsic part of the rural community” or “persons working full-time or part-time in rural areas” as described under Section 3.2.3 (Rural generated housing) of the Sustainable Rural Housing Guidelines (April 2005) shall be favourably considered in relation to rural housing, and that this policy be written into the Development Plan.
