That this Committee, following-on from the on-site meeting at Esker Cemetery requested by me and held on 16th July, recommends that the Manager implement the following much-needed improvement to Esker Cemetery:
- Provision of a permanent caretaker for the cemetery;
- Installation of a water-harvesting system as a means of providing additional water supply points in the newest part of the cemetery;
- Provision of timber fencing and a timber gate around the open rubbish dumps which are currently an eyesore in the cemetery.
That this Council Committee calls on the Manager to give a report outlining what measures he/ she proposes to introduce to encourage more households to return and avail of the Councils waste collection service.

That Policy H30(A) be relocated to a new Section1.2.52.i(a) and be re-named as new Policy H29(A): Rural Housing Policies and Local Need Criteria.

That 1.2.52.iii(a)Policy H31(A) be amended as follows:
“It is the policy of the Council within areas designated with Zoning Objective H to consider permitting a new or replacement dwelling on a suitable site where exceptional health circumstances exist, whether such circumstances relate to the applicant themselves or where the applicant is a person such as a Registered General Nurse caring, nurturing and looking after the health and well being of an immediate elderly family member or relation in the community in a professional capacity that would otherwise require hospitalisation”

That 1.2.52.v(a) Policy H33(A) be amended to read as follows: “It is the policy of the Council to seek to ensure the long term viability of the rural communities of Glenasmole/Bohernabreena/Ballinascorney/Brittas and to this end, will facilitate applicants who wish to build a family home in their local area. Development proposals for new or replacement dwellings located within the areas of Glenasmole/Ballinascorney/Bohernabreena/Brittas will only be permitted on suitable sites where:
- Applicants can establish a genuine need to reside in proximity to their employment (such employment being related to the rural community) Or
- Applicants have close family ties with the rural community”

That PA019 be amended to include the following : “Rural generated housing arises where the applicant is indigenous to the rural area or has family links to the rural area or who works in a type of employment intrinsic to the rural economy, which requires the applicant to live in the rural area, to be close to their rural-based employment. Urban generated housing arises where the applicant has no indigenous links with the rural area, currently lives and works in the urban area and wishes to live in the rural area”

That PA146 be amended to include the following “with the exception of a family home that is consistent with the other policies in this Development Plan relating to rural housing in the Glenasmole/Ballinascorney/Bohernabreena/Brittas areas”
That it is the policy of South Dublin County Council to amend the Security Zone restriction around Casement Aerodrome, Baldonnell so that it becomes a Security Consultation Zone, within which standard security measures will be applied in line with international best practice at military and civilian aerodromes.
That amendment PA104 relating to section ‘2.5.15.i Policy EC10: Energy and Communications infrastructure in Sensitive Landscapes’ be modified as follows:
“It is the policy of the Council that all planning applications for energy and communications infrastructure on lands above the 120m contour located in rural, high amenity, and mountain zones (zones B, G, and H) and on lands in the Liffey Valley (zoned I), shall be accompanied by an assessment of the potential visual impacts of the proposed development on the landscape - demonstrating that impacts have been anticipated and avoided to a level consistent with the sensitivity of the landscape, in order to protect and, where appropriate enhance, the landscape character of sensitive lands.”
“To ask the Manager to report on progress in the Tallaght area on the new allocations schemes recently piloted, namely the CBLS (choice based letting scheme) and the ASH (applicants sourced housing)?”
"To ask the Manager to outline the number of litter bins that have been provided in the last year in Tallaght Central and if there is any problem with the provision of new litter bins?"
"To ask the Manager to immediately reinstate the damaged boundary wall of the Swiftbrook Estate due to the danger that this poses to young children and other pedestrians because of rubble and debris lying about since this damage occurred?"
"To ask the Manager to provide up to five extra and much needed litter bins in Kilnamanagh and to work with the Residents Association on deciding on their location?"
That this Committee calls on the Manager to report on the progress made in relation to the provision of St Patrick’s day celebrations in the Tallaght area next March and that the ‘think local’ initiative be considered as part of these plans as each year celebrations do not take place in the area, thousands of Euro are spent outside of Tallaght and the County where families are forced to travel to celebrate.
That this Committee calls on the Manager to arrange for an inspection of all apartments on Avonbeg Drive with particular reference to the chimneys and gables where large pieces of plaster are falling off and the overall structure of the plaster appears to be disintegrating.
In view of the difficulties encountered during 2010,that this Committee calls on the Manager to make a report regarding any plans or intentions by the Community Department to host a Saint Patrick's Day celebration in Tallaght Stadium in 2011.
"To ask the Manager to inform the Committee of the current status of applications for bin charge waivers, how long it is taking to process an application and is there an increase in applications over 2009 figures?"
"To ask the Manager to make a report to the Committee if there is any intention to have a publicity campaign regarding the dangers of illegal Halloween Bonfires, the cost of the removal of residue, and if there is any provision for Communities to apply to hold an organised Bonfire, with responsible adults present, at agreed locations and at agreed times?"
That this Committee calls on the Manager to ensure that the work necessary to finish Templeogue House is carried out as a priority project in 2011 and that the Manager restates their commitment to carry out work to Templeogue House in 2011 and to outline the works programme which was referred to in the reply to my Motion in January 2010.
“The Council's Three Year Rolling Capital Programme does not provide funding for works on Templeogue House in 2010, but there are works programmed for 2011”.
