AUDITED AFS 2012 & AUDIT REPORT
(circulated herewith)
That this council is committed to providing the free day in the recycle centres to the community as in previous years as part of its long term campaign to reduce and eliminate illegal bonfires at Halloween
"To ask the Manager if he would please ascertain the total development levies received by this Council in relation to the Loreto Abbey development and whether or not there are any further sums due or bonds which fall to be paid?"
"To ask the Manager if there is any prospect of improving/widening the pathway on the Edmondstown Road? There is a particularly narrow section just before the Chemserve factory where a house has been half built right beside the roadway. It is so narrow that it is barely possible to push a buggy without encroaching onto the road. Cars regularly travel at more than 50kmph on this section of road making it very unsafe?"
"To ask the Manager to review the pedestrian crossing options between Woodfield and Scholarstown Park as the current pedestrian only exit from Woodfield is not aligned with the current pedestrian crossing lights?"
"A request was made some time back for the trees along Ballyroan Crescent to be removed/cut back. To ask the Manager for an up to date Arboricultural programme showing the works completed to date and identifying the order of work from now to the end of the year. To ask the Manager to confirm the budget allocated to such works for 2013, whether or not there are likely to be any reductions in the Manager's budget for such works for 2014.
"Last month I requested the location litter bins (emphasis on the plural) at the new bus stops on the Firhouse Road next to the junction with Ballyroan Road/Butterfield Avenue, thank you this has been partly done. However in seeking 'bins plural' I had hoped that bins would be placed at/near each of the bus shelters. The bin placed last month has worked well in so far as there is no longer any rubbish at this location. At an earlier RAC in reply to a request by me for more bins I was told that the Council had plenty of bins in stock and were seeking to know further locations, why then was there not a bin put on the opposite side of the road at the out-ward bus shelter?"
"To ask the Manager to access the need to replace the footpaths in the area of Orchardston and Willowbank Drive and in particular outside the house at (Address supplied) (new) and where the paths are found to be in need of repair. To ask if it is not the case already to add this path to the programme of works. To ask what budget allocation was earmarked for such works within our ward and what projects have been completed thus far and if there is any further path works planned for the rest of the year.

"To ask the Manager to confirm the budget allocation for path replacement for the year 2013 and can confirm what works have been completed year to date within the Rathfarnham ward. Secondly, to ask the Manager, if there is likely to be any reduction in the 2014 budget for such path works?"
"To ask the Manager to confirm the number of unemployed people living in the Rathfarnham ward and also to confirm how many of those people are currently engaged in 'back to work (education)' programmes such as Youthreach, JobsBridge and Community Employment Schemes etc. To ask the Manager in relation to Community Employment Schemes specifically within the County, how much of the Council's budget was allocated to such schemes in 2013, how much has been spent year -to-date and if possible to confirm how many such CES projects there were within the Rathfarnham ward and if possible to identify same. Finally is it proposed that there would be any reduction in the budget for the CES programme for 2014?"
"To ask the Manager if anything can be done to slow down traffic on Ballyroan Crescent, particularly traffic heading in the direction of the schools. To ask if the Manager for his opinion on whether or not installing ramps would help the situation? To ask the Manager if there is anything that can be done to restrict traffic parking illegally on paths and on corners during key school times (in addition to using the services of the Community Garda). There is currently a request made by the schools that during key school times that a one-way system be observed, it may be that such parents are either unaware or choose to ignore the request but is it possible for the Council to consider signage notifying drivers of such driving restrictions thereby increasing awareness?"
"That this Committee requests the Manager to provide free Wi-fi in Rathfarnham village so as to encourage footfall and in turn support employment within our area."
"That this Committee requests the Manager to seek to have the walkway between the Edmondstown road and the Owendoher river that is just south of the Cloragh Mills Apartments opened up to pedestrians.Over the last few years, this area has been cleared and a path laid. Gates have been provided to access the path but for some reason, all access is blocked with signs saying 'unauthorised access prohibited'. If this walkway were to be opened up parents of children attending Edmondstown National School could walk their Children to school. The very narrow path on this road make this dangerous but this new pathway is far safer."
That this Council supports the introduction of One Hour Free Parking in all Council controlled parking areas where charging applies.
This will provide a boost to small retail businesses, especially in our village areas and enable people to do use local shops without the fear of aggressive ticketing by parking wardens.
If passed this change would be introduced as part of the next review of the Parking Bye-Laws
