"First 30 Minutes Free" signs in SDCC car parks can cause confusion.

The signage can be misleading and has led, in some cases, to unfair fixed charge offences. Can something be done to change the wording so that it is clear to the motorist that they cannot stay in the car park for longer than a 30 minute period to avail of the free parking and they must pay as normal if they wish to spend beyond 30 minutes there?
