That the Chief Executive halves the number of proposed playspaces within the County and instead uses the money saved to maintain the existing playspaces.  One of the biggest issues when consulting with members of the public in relation to getting a playspace in place, is lack of maintenance.  The money saved would employ two staff members who would be dedicated to the full-time maintenance of the playspaces.

Digital Speed Indicator Signs – It seems apparent to me that the digital speed displays work. Traffic on the roads where there is a display present is noticeably slower. Can this observation be confirmed as soon as possible with actual hard data? Then, if the data backs up the observation the council would be in a position to extend the scheme throughout the county. Can details be provided as to when this analysis might take place?

To call on the Chief Executive for a scheme be developed where the council addresses the issue of graffiti removal in the cases of private properties facing out onto public areas? In many instances owners do not have the money or expertise to remove the graffiti themselves and I feel it is appropriate for the council to take this on as a responsibility.

There are many houses, schools, churches in our county which suffer greatly from the blight of graffiti and do not have the resources needed to repeatedly deal with it. When graffiti is then left on these walls the whole community suffers because the area is left unsightly.

This council will write to the Minster of Environment Alan Kelly stating that a BIN waiver should be introduced for people with health issues. Over 20,000 people in Ireland suffer from bowel disease and are fitted with a stoma. These people have to use their bin to dispose of these colostomy bag through no fault of their own, and with pay by weight been introduce this will be a big cost to them. There is also many other conditions that people have medical waste that has to be put in the bin.

If this motion is passed can it be circulated to all other councils in the country.

"That the Chief Executive note that I have been dealing with the RA in Parklands estate beside Ballycragh Park – link to map below

I am proposing that we put a new pedestrian entrance to the park from Parklands Road around 4 meters down from the entrance to Parklands View.

From this new entrance, lay a new tarmac pathway to meet up with the existing pathway within the park.

I would also like to see a swing gate installed at the pedestrian entrance to Parklands view. This should minimise the significant ASBO behaviour that the residents of Parklands view are currently experiencing."
