To ask the Chief Executive to provide an update on the public realm works in Lucan Village further to the motion raised and debated at last month's Area Committee meeting and to confirm that the remaining elements are on track for completion by mid-March as previously agreed. That this Area Committee requests the Chief Executive to engage with the Department of Education to seek consideration of Lucan as a pilot area for a dedicated school transport service. This request is made in light of capacity constraints on the public transport network in Lucan, ongoing and planned residential and school expansion including within the Clonburris area and the resulting congestion impacts. The motion notes the Department of Education School Transport Scheme Review (January 2024) which supports climate action objectives and improved integration between school and public transport. A dedicated school transport service could reduce pressure on the public bus network, improve reliability for other users and help address congestion and safety issues associated with school travel. The Chief Executive is requested to report back on the outcome of this engagement.

That this Area Committee requests the Chief Executive to provide a clear update on the scale of approved residential development and housing yet to be built on currently zoned lands within the Lucan LEA and to set this out in comparison with the other LEAs across the county. The report should include Strategic Development Zones (SDZs) and clearly identify which elements of the Clonburris SDZ fall within the Lucan, Palmerstown & North Clondalkin LEA and which fall within the Clondalkin, Newcastle, Rathcoole, Saggart and Brittas LEA to ensure members have a clear understanding of the quantum of development already approved and still to be delivered in Lucan.

That this Area Committee requests the Chief Executive to examine what measures if any, could be put in place to recognise and support Lucan Village businesses that were adversely affected by the Village Green upgrade works particularly those in the village centre where prolonged works and delays had a knock-on impact on trading. This request follows engagement with local business owners, including a meeting attended by 17 businesses prior to Christmas, where significant reductions in turnover were outlined. The motion seeks clarification on whether any form of goodwill support, compensation mechanism, business support scheme or community-based credit or reinvestment initiative could be considered and to report back to Members on available options, constraints, or precedents.
