Correspondence, dated 15th April 2010, from Carlow County Council calling for
a) Reversal of Carbon Tax
b) Transfer of administration of Home Energy & Warmer Homes Grants from SEI to LAs
Append the following clause to the end of the Policy ES8 on Waste Re-use of Recycling:
” except by sale or transfer to incineration“
Such circumstance should also emcompass a person such as a Registered General Nurse caring,nurturing and looking after the health and well being of an immediate elderly family member or relation in the community in a professional capacity that would otherwise require hospitalisation and should be included for consideration in rural area zone H
Facilitate the development of a cluster type residential housing development at an appropriate location within Brittas Village in an effort to satisfy local housing need for residents who do not have access to appropriate sites in the general Brittas area.

In the Draft Development Planunder the section ‘Specific Local Objectives’, amend the objective entitled ‘1. Liffey Valley Amenity’ so that the bullet point regarding public rights of way and footpaths reads as follows:
Provision of public rights of way and public footpaths in the Liffey Valley, without compromising or impairing habitats, biodiversity or the visual amenity of the landscape, or the riparian edge of the river.
Include a new policy in Section 2.4.12.iiii. regarding Recycling of Packaging Waste
” 2.4.12.iii Policy ES8(a): Recycling of Packaging Waste
It is the policy of the Council, to ensure that the requirements of the Legislation in relation to the recycling of packaging waste be upheld through effective enforcement action”
that the following paragraph – “The capacity of public transport will be taken into account. In general, minimum net densities of 50 dwellings per hectare, subject to appropriate design and amenity standards, will be applied to public transport corridors, with the highest densities located at rail stations/bus stops, and decreasing with distance from such nodes.” Is amended to read: “Th e capacity of public transport will be taken into account. In general, minimum net densities of 25 dwellings per hectare, subject to appropriate design and amenity standards, will be applied to public transport corridors, with the highest densities located at rail stations/bus stops, and decreasing with distance from such nodes.”
Draw up an action plan for the extension of the Dodder Valley Linear Park upstream from Oldbawn to Bohernabreena, such plan to identify required lands and negotiate their acquisition.

In the Draft Development Planunder the section ‘Specific Local Objectives’ to the objective entitled: ‘6.River Liffey and Grand Canal – Strategy’ delete the phrase “for water based activity’ in order to widen the focus for tourism potential, and add the following: ‘without compromising the biodiversity and landscape of the area’ so the phrase in parenthesis reads as follows:
(including the promotion of Lucan as a tourist destination without compromising the biodiversity and landscape of the area).
Include a new policy in Section 2.4.12.iiii. regarding Recycling of Packaging Waste
2.4.12.iv Policy ES8(b): Organic Waste
The Council will cooperate with other agencies both public and private as appropriate, in viable schemes to manage the collection and biological treatment of organic waste produced within the County during the life of the current plan.
| that the following paragraph – “In the development of such lands, average net densities at least in the range of 30-50 dwellings per hectare should prevail and the objective of retaining the open character of the lands achieved by concentrating increased densities in selected parts (up to 70 dwellings per hectare where appropriate).” Is amended to read: “In the development of such lands, average net densities at least in the range of 15-25 dwellings per hectare should prevail and the objective of retaining the open character of the lands achieved by concentrating increased densities in selected parts (up to 35 dwellings per hectare where appropriate).” |

To zone the following lands as River Valley Zoning (I),in order to provide greater protection than High Amenity; and these lands in conjunction with the SAAO Lands (Lucan Bridge to Palmerstown) to be formally defined and refererred to as The Liffey Valley within the plan.
All of the lands in South Dublin County bounded by the river Liffey and, from the Kildare border: along the N4/M4The the Leixlip-Lucan Slip Road (R109) through Lucan Village and along the Lucan Hill Road, the Lucan Road from the Church Car Park to Woodies, the N4 onwards towards the M50. From the M50 and the old Lucan road, to the N4 and the border with Dublin City.
Delete the following phrase fromSection 2.4.13 Municipal Solid Waste Disposal under Environmental Services:
“In the longer term, and in collaboration with adjoining local authorities and other agencies, it is intended to develop ‘waste to energy’ conversion systems for the disposal of municipal solid waste”
| That the following paragraph: “It is the policy of the Council to ensure the greatest efficiency of land usage on such lands through the provision of net residential densities in the general range of 35-50 dwellings per hectare, involving a range of housing types where possible. Development at net densities less than 30 dwellings per hectare will generally be discouraged in the interests of land efficiency, particularly on sites in excess of 0.5 hectares. Development in Outer Suburban/ ‘Greenfield’ sites will be subject to safeguards outlined in Sustainable Neighbourhoods in Section 1.4 or being in accordance with Local Area Plans or Approved Plans.” Is amended to read: “It is the policy of the Council to ensure the greatest efficiency of land usage on such lands through the provision of net residential densities in the general range of 17-25 dwellings per hectare, involving a range of housing types where possible. Development at net densities less than 15 dwellings per hectare will generally be discouraged in the interests of land efficiency, particularly on sites in excess of 0.5 hectares. Development in Outer Suburban/ ‘Greenfield’ sites will be subject to safeguards outlined in Sustainable Neighbourhoods in Section 1.4 or being in accordance with Local Area Plans or Approved Plans.” |
Provide for an additional single house on the attached site at Kiltipper Road , Tallaght to be occupied by and in order to accommodate a member of the family who own the site.
Append the following phrase to the end ofSection 2.4.13 Municipal Solid Waste Disposal under Environmental Services:
“In the longer term, and in collaboration with adjoining local authorities and other agencies, it is intended to investigate and develop sustainable waste management solutions based on current and emerging technologies, including Mechanical Biological Treatment”
That it is the policy of the planning authority to set the max no. of units to the acre at 35
| Provide for a mixed development of up to 57 detached/semi-detached homes and 18 large apartments together with a nursing home and retirement village complex on lands in the vicinity of Thomas Davis GAA Club All Weather Pitch, Kiltipper Road, Tallaght (see map) in conjunction with bringing into public ownership of 6 acres approximately, such lands to be transferred to South Dublin Co Council to facilitate the extension of the Dodder Valley Linear Park upstream. |
Delete Policy ES9 as it adds no further clarification or value to the statement:

Replace Policy ES9 with the following:
2.4.14.i Policy ES9: Municipal Solid Waste Disposal
It is the policy of the Council to investigate the use of Mechanical Biological treatment and other ‘non-incinerating’ technologies to address the disposal of residual municipal solid waste.
