That this Committee calls on the Chief Executive to provide a detailed headed report on the Lucan High Priority Action Area for environmental noise, arising from the pilot acoustic project completed by South Dublin County Council, including: (a) whether the Dublin Agglomeration Noise Working Group has agreed any preferred noise mitigation measures for the area; (b) the outcome of the assessment of lower-noise road surfacing and a 50 km/h speed reduction, including whether either measure is proposed for implementation; (c) whether any proposals have been submitted to, discussed with, or agreed by Transport Infrastructure Ireland or any other relevant agency; (d) what resources or funding have been identified, secured, or applied for in support of noise mitigation measures for Lucan; (e) what progress has been made in agreeing an implementation strategy, as provided for under the Noise Action Plan 2024-2028; and (f) the anticipated timeline for the delivery of any noise mitigation measures in the Lucan High Priority Action Area.

That the members of this area committee call on the Chief Executive to Compulsory Purchase lands at the Coldcut Road belonging to the Dublin Bus Sports and Social Club for the provision of sports and community facilities as permitted by legislation under the Planning and Development Act
That the Manager provide a timeline for the reinstatement of the yellow box road markings at the Abbeydale Crescent and Castle Road roundabout junction, in the interest of maintaining smooth traffic flow and keeping junction access clear for Abbeydale residents.

To ask who is responsible for the upkeep of this boundary wall between Esker Place and Esker Lawns estate and which section of the Council has oversight re issues to do with the wall if it affects the paths of Esker Lawns adjoining it.
To ask the Chief Executive for a report on the art installation, The Monk and the Viking, on Monastery Road. The report should include details on when the installation is expected to be completed, whether signage will be provided, and whether any other public art projects are planned for the area.
That this Area Committee requests that SDCC prepare a comprehensive traffic and transport plan for the Clondalkin area before the delivery of thousands of additional homes currently proposed or planned, which will have a future impact on traffic in Clondalkin, Rathcoole, Newcastle and Saggart
To make the Variation without Material Alteration 11.1 and to include the lands as set out in the proposed Variation Amendment no. 11 Coldcut as follows:
To zone the lands RES with the associated CS7 SLO9: In tandem with, or prior to, development of the RES zoned lands to the south of Coldcut Road at the Dublin City Services Sports and Social Club, details as to how public access, permeability (cyclist and pedestrian only from adjoining residential estates to RES and OS lands) and recreational facilities will be improved on the remaining OS zoned lands (c7.8ha) shall be agreed with the planning authority.'
Reasons:
- The amendment establishes clearly at Variation stage that permeability from the adjoining estates is to be pedestrian and cyclist-only, with no vehicular connection, while ensuring appropriate access to the retained OS lands.
- The amendment seeks to ensure that the 7.8 hectares of remaining OS-zoned land is retained as open space and protected as a significant recreational and community amenity.
That this Area Committee requests an update on the recently reopened Promenade/Weir area in Lucan Village in particular the condition of the resin-style surface where cracking has become visible. Concerns regarding the surface have been raised by members of the public and the Committee requests clarification as to whether these cracks have been inspected whether they are considered defects and if any remedial works are planned.
That this Area Committee writes to and requests that the NTA/Go-Ahead be asked to include the L51 service at bus stop 2224 in Lucan noting that the L51 already passes directly by this stop and that the L52 currently serves it. Given that nearby stop 7774 serves both the L51 and L52 the Committee requests that this change be examined as a matter of urgency as it would provide a useful additional option for Lucan commuters travelling to Liffey Valley. A response should be provided to members as soon as possible including any actions or approvals required so that unnecessary delays in progressing this request can be avoided.
That this Area Committee requests that members be provided with the full SYSTRA traffic modelling report relating to Proposed Amendment No. 3 to the Clonburris SDZ Planning Scheme concerning the proposed removal of the vehicular bridge over the railway including any associated appendices and modelling outputs. The report should also confirm the expected timeline for the Chief Executive's report following the consultation and how members will be informed of the next stages in the amendment process.
That this Council in making Variation No. 2 with MA14.1 and retaining CS7 SLO12 requests the Chief Executive to clarify the practical operation of the SLO in any future planning application including the criteria that will be applied to determine whether proposed vehicular access adequately protects the residential amenity of the adjoining established residential areas.
That this Area Committee agrees that SDCC should facilitate community groups (such as Residents Ass.) in the holding of community events aimed at preventing bonfires been erected on public green space and where such events have support of An Garda Siochana.
This Council agrees to reject the Chief Executive recommendation regarding Finnstown Castle lands (MA3.1).
To maintain the existing open space, avoid overdevelopment and protect the mature biodiverse value that these lands importantly provide to the surrounding community.
