NOTICE OF MOTION PURSUANT TO SECTION 140 OF THE LOCAL GOVERNMENT ACT 2001

That this Council directs the Chief Executive to carry out the following actions at the earliest opportunity:

Suspend any changes to the Differential Rent Scheme, residential rent, or the implementation of an alternative scheme in respect of differential rents or method of calculating rent in respect of those in receipt of social housing support, until such time as the Executive concludes a consultation on the differential rent scheme, and not before the approval of the annual budget for 2027.

Said consultation should require the Executive to schedule briefings and explainers for council tenants and request written opinion from tenants’ unions and representative bodies such as CATU and the ICSH, and organisations with expertise in tenants’ rights such as Threshold, and those tackling poverty and inequality such as Social Justice Ireland, the Irish Congress of Trade Unions and the St. Vincent DePaul and revert with same written opinions and reports from meetings with council tenants to the members as soon as practicable.

That this Council recognises the tragedy that occurred in April 1979 at the Glen of Imaal, County Wicklow, when three children from St Mary’s Youth Club, Lucan, were killed and many others injured after coming upon unexploded ordnance while hiking to Lugnaquilla Mountain; notes the emergence of new evidence and further information, including the extensive report published by TheJournal.ie in September 2024; and calls on the Taoiseach and the Minister for Defence to issue a formal apology to all those affected by the tragedy.

That this Council agrees to write to the Minister for Enterprise, Tourism and Employment, Peter Burke TD, and the Minister for Culture, Communications and Sport, Patrick O’Donovan TD, following the cessation of trading by Oshi Software Limited, trading as Tickets.ie, in early June 2026, to request their intervention on behalf of affected festival and event organisers, the urgent introduction of regulation of the ticketing sector to safeguard funds held for promoters and consumers, and the mobilisation of any available departmental supports and funding for affected events and organisers.
