Rail link

That this Council recognises the pressing need and strategic importance of a direct rail link from the Lucan, Clondalkin and Adamstown areas to the City Centre; and directs the Chief Executive to make provision in the Development Plan to support delivery of such a link; and to further include appropriate policies, objective and actions which would generally limit any significant further residential development along the Kildare rail line (other than development currently permitted or allowed under a current statutory plan) until a direct rail link to the City Centre is provided.

Land-Use/Transport Planning

That this Council directs the Chief Executive to include in the new Development Plan an appropriate new policy, objectives and actions to require that proposals or applications for new residential development must, in order to be granted permission, demonstrate that sufficient, realistic and verifiable levels of public transport carrying capacity and road capacity will be provided for, in a sustainable, phased manner, so as to cater for all new trips to be generated by the development.

Takeaways near schools

That this Council directs the Chief Executive to include an appropriate new policy, objectives and actions in the Development Plan to strictly control the development of new takeaways in close proximity to schools by including a requirement to consider the impact on child health and wellbeing; noting particularly the June 2013 ‘Local Area Plans Guidelines for Planning Authorities’ which state that Planning also has an important role to play in promoting and facilitating active and healthy living patterns for local communities” and that planning “can promote active and healthier lifestyles by ensuring that… exposure of children to the promotion of foods that are high in fat, salt or sugar is reduced such as the careful consideration of the appropriateness and or location of fast food outlets in the vicinity of schools and parks.”
