Independent Living 2.1.6

To include Independent Living into the Kishoge Urban Centre (KUC) and Clonburris Urban Centre CUC).

The wording in section 2.1.6 paragraph 5 change to the following

The provision of accommodation for students is encouraged both within the Kishoge and Clonburris Urban Centres and their contiguous Development Areas that are proximate to (inter alia) public transport centres.

The Provision of accommodation for older people (independent and semi-independent living) is included within the Kishoge Urban Centre (KUC) target to percentage of 1% (Target x 1% = ) and Clonburris Urban Centre (CUC) to a percentage of 1% (Target x 1% = Total)

This type of accommodations would result in existing and future housing stock of larger family homes becoming available and addressing the shortage of step down. This accommodation can be a mix dwelling comprising social housing and accommodation availed of through a fair deal scheme allowing owner occupiers to move into these units freeing up privately owned housing stock.

In order to promote sustainable travel patterns, this Planning Scheme
seeks to minimise the number of on-street car spaces for residents and maximise their use within the SDZ lands. Car usage shall be discouraged through the scheme and alternatives provided, but the scheme shall not impact on the rights of residents to own cars. Sufficient paid underground car parking spaces shall be provided to cater for residential parking if desired. Affordable Housing*

Amend section 2.65 Home Working to read:

2.6.5 Home Working
Small scale home based economic activity offers flexibility to self
employed persons and employees. This can contribute to a decrease
in the demand for travel and reduce the costs associated with starting
a business. The Planning Scheme supports and encourages the
provision of ground floor purpose built live-work units as part of mixed
use and residential developments in appropriate locations, as a means
of enlivening streets and to provide flexible accommodation for small
businesses. Any additional floorspace associated with home working
shall be additional to the employment floorspace range of 45,000 sqm –
60,000 sqm total for the Planning Scheme.

With the growing number of new housing estates demanding residents pay management fees, that this council will not demand a property tax from people in houses  who are caught to pay management fees. This is a double tax on these households who receive no extra estate management.
