That this Committee expresses its disapproval at the manner in which cul de sacs in existing housing estates are permitted to be opened up to future development and requests details as to how a change in policy could be initiated by Councillors.

(a) Re-affirms its support for a Strategic Development Zone in the general area of the Balgaddy District Centre Zoning,                                                                                                         (b) Recommends to South Dublin County Council that the present District Centre Zoning in that location be removed from the South County Dublin Development Plan                               (c) Recommends that an equivalent area be zoned District Centre on the east side of the Outer-Ring Road north of the railway and south of the link road from the Outer -Ring Road to the Fonthill Road.

To ask the Manager to report upon what response has been received from the ESB in relation to the request I made at a previous meeting that a costing be provided for the removal of the overhead lines in Lucan Village. Such an initiative would greatly enhance the village and assist in our quest to achieve higher honours in the National Tidy Towns Competition.

That this Committee calls upon the Manager to contact the ESB with a view to ascertaining their future intentions regarding the removal of the overhead wires that pass Tullyhall, Hanstead and Adamstown.

To ask the Manager to report on the operation of the 3 Tonne limit on Kennelsfort Road and in particular how many prosecutions have followed since its re-definition, any contact between the Council and Gardai in relation to its operation, if the Council has issued passes to some truckers/companies and if yes, under what criteria, and to comment generally on the effectiveness of the scheme given the current level of monitoring open to the Council.

To ask the Manager to publicly state if it is the responsibility of An Garda Síochána to enforce the South Dublin County Council ban on 3 tonne lorries and the like parking on the roads within residential estates and if so to write to the Garda Superintendents in Clondalkin and Lucan Garda stations instructing that it is the view of this Councillor to enforce this bye - law

To ask the manager are there recorded statistics on the impact operation free flow  (point duty by An Garda Síochána), during the month of December, has on traffic movement within the Clondalkin/Lucan and Palmerstown areas and the average decreased  times on journeys (if any) to the City Center since its introduction.

To  ask the Manager for a report on public lighting in Wheatfield and Oatfield Estates – residents feel it is presently most inadequate ?

That this Committee calls upon the Council to insist as a matter of urgency that the Gardaí and the relevant Ministers are requested to put in place the necessary resources to provide Gardaí on point duty at all major junctions in the Lucan, Palmerstown and Clondalkin areas at peak traffic times all year round until such time as the chronic traffic situation is alleviated to an acceptable extent.

That this Committee recommends that South Dublin County Council opens its bus lanes in the Lucan/Clondalkin area,  which are not being used by buses, to general traffic.

That a pedestrian crossing be provided at the exit from Glenfield Estate on to the main Neilstown Road,  this junction is now very dangerous.

That this Committee calls upon the Manager to contact Fingal County Council immediately and to insist upon the immediate opening of the Laraghcon Road given the massive traffic problems being caused in Lucan as a result of their failure to ensure its opening.

That the Lucan/Clondalkin Area Committee requests the Manager to write to An Taoiseach calling on the Government to negotiate with National Toll Roads to suspend the collection of tolls and keep the barriers open for the duration of the M50 Upgrade Project in view of the projected increase in traffic volumes arising from the opening of the Port Tunnel and pending the introduction of electronic tolling as provided for in the approval given for the M50 Upgrade Project.

• Motion 12

That the Manager would report on the unsatisfactory and in parts dangerous state of repairs on the footpaths in Lucan Village, an example of which includes many sections of footpaths extending from Allied Irish Banks to Toolans Bookmakers. These works were originally part of the Lucan Village Renewal Programme, but have clearly fallen into a state of disrepair. Would the Manager also report as to whether the contractor engaged in the original works is responsible for the repairs of these footpaths or has the Council to incur the additional budgetry costs associated with such repair works.

That this committee recommends that the footpath along Monastery Road from Monastery Gate Estate to the junction of the Naas Dual-Carriageway be widened and set back from the road to improve safety for pedestrians at that location.

That the Manager details what measures will be taken to ensure that there is minimal disruption to traffic resulting from the Outer Ring Road construction works and furnishes this Committee with the contractor’s work schedule.

That the Manager would please report on his plans to carry out re-surfacing works in the laneways at the rear of houses on Kennelsfort Road, Palmerstown. These laneways are in need of clearing and many sections of concrete in these laneways are in a dangerous condition. 

That the Lucan/Clondalkin Area Committee recommends that  the Manager request the Roads Department to examine the situation in regard to the safety of pedestrians, especially children, on Greenfort Gardens in the vicinity of Quarryvale Community and Leisure Centre with a view to providing additional traffic calming measures at the location, as the number of adults and children using the Centre has increased with the opening of the Playground. 

That a report be given viz a viz broken railing at entrance to Westbourne Estate, Clondalkin – this Councillor has already received a most unhelpful response to a previous question

To ask the Manager to produce a map indicating the open land between Floraville Estate and Monastery Rise, (behind the Esso station on Monastery Road), to show the divide between the open land and that of the Esso Garage and, if possible, assure the public that the open land is going to remain in public ownership.

That the Manager explains what future use is envisaged for the Council’s land that adjoins Esker Meadows estate.

Would the Manager please report in detail on the extent of the works recently commenced adjacent to Gaelscoil Naomh Phádraig on the road reservation between Esker Meadow Estate and Esker Park. These lands were previously cleared, levelled and proteced by adequate boundary walls and gates following prolonged representations. It is critical that these lands are returned to their previous state when such current works, if authorised, are completed.
