Questions
To ask the Manager to write to the Minster for Education & Skills to yet again request a firm and clear timeframe for the design, statutory planning and construction of a much-needed permanent 16-classroom building for Gaelscoil Eiscir Riada on the site already acquired under the terms of a 99-year lease from Co. Dublin VEC?
To ask the Manager to write to the Minster for Education & Skills to request that the Early Start Pre-School Programme be extended to St. Mary’s Junior NS Rowlagh?
To ask the Manager for an up to date report on the provision of a Library/Digital Hub for Palmerstown and to include in her report what effect, if any, the recent decision of An Bord Pleanála to grant planning permission to Monti for a major development in Palmerstown Village will have on the Palmerstown Library Project?
To ask the Manger write to the Management of Stewart's Hospital Palmerstown inviting them to make a presentation to this Committee at an early date on the range of services it provides within this Area Committee so that a productive discussion can take place on how this Council can support and promote this important work?

That the Manager outline any way in which this Committee can help reduce the number of alleged abductions within the local area. Can the Manager raise awareness amongst all outdoor staff i.e. School Traffic Wardens, Refuse Collectors, Cleansing Unit etc to be more vigilant while out working in the local communities of the Lucan/Clondalkin electoral areas.
That this Committee acknowledges the quality of the South Dublin Library Services, and particularly the services provided by the Lucan and Clondalkin Libraries, is aware of the fact that the Local Area Plan for Liffey Valley Town Centre includes a Regional Library, but requests the Manager, in the context of the current economic and development situation, to consider how the Council can provide Library Services in the immediate future for the residents, including children of Palmerstown and North Clondalkin, and to make a statement on the matter.
That the Manager writes to Dublin Bus calling on them to take account of the grievances of the residents who are adversely affected by the recently amended 25B route.

To ask the Manager to arrange for an urgent clean-up of Meegan's Lane and Mount Seskin areas in Brittas as it is consistently heavily littered?
To ask the Manager if the Balgaddy Estate of Méile an Rí, Tór an Rí and Buirg an Rí, could be provided with a junk collection and when?
To ask the Manager to provide details regarding the applications received from the Lucan area for the Anti Litter and Graffiti Awareness Funding and to state when the funding will be available?
To ask the Manager to report on the operation over the past 12 months of the sewage network in Beech Park, Lucan Heights, Esker Lawns and Cherbury estates, Lucan; to include details of the number of blockages reported or found in that period; and to further advise on any survey, repair or improvement works currently planned or proposed for the sewage network in this area?
To ask the Manager to report on proposals to address the serious litter problems in the Ballyowen Lane and Castle Road, Lucan areas in response to the site visit in April?
To ask the Manager to ensure that the laneways and alleyways at the rear of all houses in Deansrath, Clondalkin are cleaned by South Dublin County Council staff as a matter of urgency and that residents are informed of how regular future cleaning of the said laneways will be?
To ask the Manager for a report on the water pressure in the Palmerstown Area and to indicate why some areas such as Heather Grove and Culmore Road, Palmerstown should have experienced low water pressure in recent times and to indicate when the matter can be rectified?
To ask the Manager for an up to date report on the cleansing of gullies (and the installation of additional ones or flood defences) in the Palmerstown and Lucan areas of this County and if he is satisfied that those areas that have experiences repeated flooding in recent years (e.g. some homes in Glenmaroon Road) will not suffer the same fate if we have a downpour this summer as has been a feature over the past two years?
To ask the Manager for a report on the action, if any, that arose form my recent motion that “this committee calls on the Council to fully exercise its powers and responsibilities under the Control of Horses Act 1996 and specifically to meet on a regional basis with the other Dublin Local Authorities and adjoining Local Authorities, to explore and discuss the interpretation and implementation of the Act, particularly with regard to the continual supply of horses and then to initiate joint action with the involvement of the Gardaí and the DSPCA so that the irresponsible ownership and associated maltreatment of horses currently reaching epidemic proportions can be eliminated” and to please indicate in his answer how the sale of horses is to be regulated so that the intentions of the above act can be effective.
To ask the Manager if he can advise how many complete grass cuttings will be carried out in Esker Cemetery, Lucan between now and the end of September?
To ask the Manager if he will advise on the frequency of emptying street bins in and around Lucan Village, including in Sarsfield Park estate and the Steps Area of Sarsfield Park?

That this Committee removes all rubbish including a bed and other material at Tay Lane, Lucan. There is more rubbish being dumped on a daily basis.
That the Manager will arrange for the removal in of graffiti in Colthurst, Lucan at (address supplied).
That this Committee requests an on-site meeting at Esker Cemetery, to take place on a date to be agreed at today’s area committee meeting, for the purpose of reviewing matters relating to the maintenance and future development of the cemetery.
That the Manager would present a report on the recent graffiti removal works carried out in the Lucan and Palmerstown areas? What additional works are scheduled for the near future?
That this Committee, NOTING the planning difficulties faced by residents of Oakcourt Drive and Oakcourt Grove, Palmerstown who have sought to extend their rear garden boundary walls to enclose areas of land recently purchased adjoining the rear laneway; FURTHER NOTING the precedent set by an Bord Pleanála in its decision to refuse permission for appeal PL06S.234485 (reg. ref. SD09B/0192) for the reasons of “the absence of a scheme for the enhancement of the lane (including drainage protocols)”; REQUESTS the Water Services Department to prepare an appropriate drainage protocol to provide clear guidance for both residents and the planning authority with respect to future planning applications for development along this rear laneway.

That the Manager would present a detailed report for discussion on the long-awaited and planned Swimming Pool for the Lucan area. In the light of years of effort and representations by the Lucan community and Lucan Public Representatives, including many Motions passed by the Council and Area Committees in pursuit of this water leisure facility, and the Manager's efforts to provide a Swimming Pool for Lucan, that the Manager would report on his most recent efforts and discussions with the Department of Tourism, Culture and Sport and the Department's response to our most recent request for funding through the Swimming Pool Programme, and what alternative initiatives, including possible joint ventures can be explored to deliver a Lucan Swimming Pool.
That this Committee notes the reply to Question 3 to the Manager, at the April Area Committee meeting, and asks the Manager for a progress report on the efforts to bring to a conclusion the provision of a Community Centre, arising from a planning condition, in Palmerstown.
That this Committee, acknowledging the excellent role that this Council has played in both funding terms and facilitator terms for the staffing of Palmerstown Community Sports Complex, requests the Manager responsible to write to County Dublin VEC expressing our thanks for the restoration of the full time services of a Manager to the facility to the benefit of both the school and the local community and about which this Committee expressed serious concern when the Manager was put on a short working week in 2009.
That this Committee requests the Manager to report on the current availability and future need for appropriate facilities in the Lucan area for the running of training and re-skilling programmes by CPLN Area Partnership and other agencies?
That the Manager outlines community grants approved and their amounts from January 2010 until now in the Clondalkin area. What schemes were these under?
That the Manager will give a report on the recent Ruaille Buaille Festival held in Lucan.
That this Committee congratulates the County Sports Officers, Clondalkin Gardaí and the FAI on the success of the recent late-night soccer league in Clondalkin and noting the reduction in anti-social behaviour during the period of league matches as reported by Clondalkin Gardaí hereby recommends that similar late-night leagues be extended to other areas of the county in as cost-efficient manner as is possible.

To ask the Manager to raise the railings between Kilcronan Court and St. Cuthbert's Road, Clondalkin so that it becomes a more effective barrier?
To ask the Manager if it is intended to progress with proposals to provide homeless accommodation at Liscarne Gardens, Clondalkin thus going against the direct recommendation of this committee as expressed in the vote on Motions 17 and 18 at the March 2010 meeting; and to further advise on the timeframes for any formal Part 8 planning process linked to these proposals and secondly for when a proposal, if any, will be brought before the elected members of South Dublin County Council regarding agreement of the terms and conditions for the engagement of Novas Initiatives to manage and maintain the two council-owned houses at Liscarne Gardens, this being a reserved function as set out in Section 6(8) of the Housing (Miscellaneous Provisions) Act 1992?
To ask the Manager for a further update including indicative timeframe for the proposed redevelopment of the former shop unit site at St. Finian’s Estate, Lucan?
To ask the Manager to report on traveller accommodation at Fonthill Road-N4 slip-road, to advise on whether there is any unauthorised accommodation at this location and to report on the council’s response to the serious dumping at this location which has become a shocking eyesore?

That the Manager presents an updated report about 4, Lealand Walk, Clondalkin.
That the Manager presents a report on how far down the line he has gone in terms of making NOVAS the homeless provider in the Lucan/Clondalkin area. How many companies tendered, and how the County Council checked out the work practices and experience of this organisation in relation to housing the homeless.
That the Manager would present a detailed report for discussion on the social housing in Foxford Court, Lucan, including the relationship between the Council and the Management Company, what input will the Council have on the management fees being requested of the residents and the reduced services being provided for the residents.
That the Manager gives this Committee an update on the situation on the homeless units at Liscarne Gardens, Clondalkin.
That the Lucan-Clondalkin Area Committee supports the Mayor's Initiative for Balgaddy, believes that the involvement of the Balgaddy Working Together Group and its associate Environmental Group is crucial to the success of the Initiative, and requests the Manager to confirm that the Initiative will continue as the basis for resource provision to Balgaddy, and requests him to provide an update report on actions already taken and a schedule for the implementation of other actions in the initiative.
