Questions
To ask the Manager to ensure that the fruit trees on Council owned land (formerly Humphreys Orchard adjacent to Grange Castle Golf Club and Baldonnel House, Clondalkin) are nurtured and harvested this year either by South Dublin County Council staff or a third party?
To ask the Manager to report if there is an improved strategy in place this year to deal with the maintenance of our green areas this growing season particularly cemeteries, grass verges and playing pitches in the Lucan/Clondalkin committee area.
To ask the Manager for an urgent cleanup of broken glass in the Monastery Heath, Clondalkin green area which has now become a very serious Health & Safety issue for children and their pets?
To ask the Manager to have the park area and footpath, which had to be disrupted due to sewage pipe works in Monksfield Lawn, Clondalkin, reinstated?
To ask the Manager to prune any trees which require pruning in Dunawley Estate, Clondalkin?
To ask the Manager if some trees could be planted in the turning circle on Castle Close, Clondalkin on the field end of the road?
To ask the Manager to replace the sycamore tree outside 198 Alpine Heights, Clondalkin with a more suitable one and to re-surface the path in the same location?
To ask the Manager to address concerns raised by residents of Hillcrest Estate, Lucan regarding the following landscaping matters:
- The need for a more comprehensive tree-pruning programme across the entire of the estate;
- The need to remove litter from the hedging around the large triangular green space south of Hillcrest Heights including the hedging forming a common boundary with the Paddocks;
- Proposals to install a flower planting bed around the name-stone at the Newcastle Road junction.
To ask the Manager to report on recent works at Waterstown Park, Palmerstown involving the laying of paving slabs in the area of the car park including the purpose and cost of these works and to further respond to the following proposals relating to other requested works at Waterstown Park:
- Provision of appropriate robust benches and/or seating areas in the park;
- Installation of an additional CCTV camera to cover the area of the park immediately south of Riversdale Estate
To ask the Manager to examine the feasibility of including works to facilitate operation of an outdoor 'farmers market' as part of the next phase of works at Lucan Weir Park?
To ask the Manager to further update on South Dublin County Council's examination of options to close off access to the green area along the old Lucan-Clondalkin Road between Moy Glas and Castle Riada Estates as committed to in reply to my question at the January 2010 meeting, including details of planned consultation with local residents?
To ask the Manager for a report on the provision of children’s play areas and to indicate what progress is being made in providing such a facility in the Palmerstown.
To ask the Manager when is it intended to secure the “kissing gate” entrance from Riversdale Estate to Waterstown Park and to block-off other entrances used by bikers and quads to gain access to the Park making it highly dangerous for other Park users and to report on the present situation of security in the park?
To ask the Manager to outline the arrangements and times for opening and closing of the Waterstown Park car park at Waterstown Avenue, Palmerstown including weekdays and week-end and to cover in his answer the relationship between this facility and the nearby Stewarts Hospital Car Park?
To ask the Manager for a report on the maintenance and cleansing work carried out by the Council in Lucan Demesne in the last few months?
To ask the Manger if he can advise on the anticipated frequency of grass cutting to be provided in estates in Lucan and Palmerstown during the summer months?

That this Committee requests the Manager to present a detailed report for discussion on the South Dublin County Council's proposals to address the greater challenges in maintaining clean parks in the Lucan area, including Lucan Demesne, Griffeen Valley Regional Park, Hermitage Park, Ballyowen Park etc., in view of the increased and sustained litter issues in local parks that continue to cause anger and upset in the local community.
That this Committee calls on the Manager to repair the perimeter wall on St Mark's Green in Clondalkin, to prevent Quad Bikes and Motor Cycles from accessing the green.
That this Committee a) cleans up the green at St Mark's Clondalkin, b) cuts all the trees and c) contacts the Gardaí to increase their presence in and around the green area.
That the Manager responsible present a report on when it is intended to carry out the improvements to Glenaulin Park, Palmerstown as agreed following the recent site visit and to indicate when the process to have the entrances to Glenaulin Park from the laneway to the rear of Culmore Road closed to the public and to generally report on the matter.
That this Committee calls on the Manager to ask an inspector to carry out an inspection on St Mark's Green in Clondalkin to assess the damage that has been done to the green by ongoing anti-social behaviour, littering, bonfires, broken glass, quad bikes and motorcycles, and that the area be immediately cleaned and that the green be repaired to its normal state.
That the Manager would report in detail, on an item by item basis, on what proposals he will make to help resolve the anti-social issues at Glenaulin Park, Palmerstown following submissions made to the Council on behalf of the local community in Palmerstown through the Palmerstown Community Council, and in what time-scale will these works be carried out? Will the Manager also liaise with the other relevant departments on items listed by the Palmerstown Community Council that are not related to the Park's Department?

To ask the Manager to outline the most up-to-date situation with regard to the delivery of the dual-purpose sports hall at Adamstown Community College, Lucan?
To ask the Manager to update on the taking-in-charge of all aspects (parks, roads, drains, etc) of Larkfield and Mount Bellew Estates in Lucan, both of which were developed by Fitzgibbons Bros?
To ask the Manager to report on any compliance conditions attached to the planning permission grants and any compliance arrangements subsequently agreed by the planning authority relating to the maintenance of roads, footpaths and parking areas by the private management companies in each of the Fforster Crescent and more recently the Fforster Square developments in Lucan; and in particular to advise on whether the planning authority can ensure that residents of Fforster Crescent, through their management company, are not required to pay exclusively for the insurance and maintenance of the footpath, roads and parking areas also serving the new houses forming part of Forester Square but opening onto Fforster Crescent?

That the Manager present a report giving an updating on the position regarding Metro West as it affects Clonburris School, Dunawley, St. Patrick's, and Oakwood Grove Estates, Clondalkin. RPA personnel state that the rail line will traverse the above areas and that the RPA intend submitting proposals to An Bord Pleanála in the near future.
That this Area Committee noting:
- There are nearly 4,000 residents of the Lucan area unemployed, with approximately 600 of these aged under-25;
- The success to date of this Council’s ‘Intellectual Enterprise Zone’ (IEZ) initiative;
- The applications by CPLN Area Partnership both in its own right and as part of a consortium led by the Dublin Employment Pact to seek to ‘provide innovative training and activation interventions for the unemployed’ under the new Labour Market Activation Fund,
Recommends that South Dublin County Council in conjunction with the partner bodies involved in the ‘IEZ’ initiative, the CPLN Area Partnership and NUI Maynooth seeks to roll-out a targeted training, up-skilling and business start-up initiative in the Lucan area including for those unemployed persons with an already developed skills set.
That the Manager clarify if and when the new Liffey Valley Development goes ahead does the new development have provision for labour sourced locally specifically in the North Clondalkin area in the development of Liffey Valley. Since the downturn in the construction industry, places like North Clondalkin have suffered disproportionately in terms of construction jobs lost in the community. Can the Manager or relevant bodies, articulate their opinion on direct labour.
That this Committee notes the section relating to South Dublin in the Report in The Irish Examiner of 8th April on Unfinished Estates, and requests the Manager if he can advise the Committee on the number of unfinished estates in the Lucan and Clondalkin Electoral (if any), where the Planning Permission has lapsed or is due to lapse before the end of the year, and if he can confirm that the issue of "unfinished estates" is not a serious problem in Lucan/Clondalkin and in the County in general. (Note: this motion does not include the Adamstown SDZ).
That the Manager will report on either restoring or securing 'Omer House, Clondalkin' on the northern canal bank due to persistent anti social activity and considering the structure dates back to the 1700's.
That this Committee requests the Manager to present a detailed report, for discussion, on the matters considered by the planning authority in deciding to refuse permission for and/or pursue planning enforcement proceedings against residents of Oakcourt Drive and Oakcourt Grove, Palmerstown who have sought to extend their rear garden boundary walls to enclose areas of land recently purchased adjoining the rear laneway.

To ask the Manager to arrange for a very long awaited reinstatement of the grass verge outside 13 Newlands Drive, Clondalkin which was left in a dreadfully unacceptable condition following footpath repair works?
To ask the Manager to arrange for graffiti removal on the wall on the left hand side of the northbound slipway from the N7 on to the M50?
To ask the Manager to repair the damaged footpaths in Dunawley Estate, Clondalkin?
To ask the Manager, in noting the very recent installation and the operation of the new Hillcrest / Newcastle Road Traffic Lights committed at the Area Committee Meeting in May 2009, at what stage will the MOVA system be operational and effect the operation and hopefully smoother flow of traffic in this location?
To ask the Manager to provide details of planned footpath repair and road re-surfacing works planned for Palmerstown over coming months, both in Village and in residential estates?
To ask the Manager, following the completion of excavation works at Newcastle Road in the vicinity of the Hillcrest Road junction and St. Patrick's Church, Lucan to implement a programme of much-needed footpath repair and restoration in this immediate area, in particular in front of the houses located between Superquinn and Hillcrest Road junction, including measures to prevent both the ponding of rainwater and water-runoff in to the front gardens of those houses below road level?
To ask the Manager responsible when it is intended to adjust the Kennelsfort Road / Cold Cut junction and to synchronise the traffic lights at this junction, Cloverhill junction and Liffey Valley Junction so as to give a better traffic flow on Kennelsfort Road Upper (as promised would be done once the N4 upgrade was completed)?
To ask the Manager to have a traffic count carried out at both the Kennelsfort Road/Wheatfield Road, Palmerstown junction and the Oval/N4 junction to determine traffic movements in, out and across this cell and to have a report presented at an early date to this committee?
To ask the the Manager to consider making a manual adjustment to the setting of the MOVA system at the Ballyowen/ORR Junction to increase the time available to traffic from St. Loman's Road, Lucan at certain times of the day, particularly in the evening rush hour?

This Committee agrees to write to the National Roads Authority to ask them to place the N7 under the Belgard/Fonthill Roads when the upgrade of Newlands Cross takes place rather than over it as currently planned. (Reason: To decrease noise levels for those who live nearby).
That this Area Committee recommends that South Dublin County Council initiate a comprehensive analysis of traffic congestion on the road network in those areas of Lucan south of the N4, to commence before the start of school holidays and to include:
- A detailed junction performance analysis of all junctions along the Lucan stretch of the Outer Ring Road including analysis of peak-hour queue lengths and queuing times caused by tailbacks on approach roads to these junctions;
- A detailed review of the veracity to date of traffic assessments including road-usage and junction performance projections contained in Environmental Impact Statements or otherwise prepared as part of the statutory planning processes for the N4 upgrade, the Outer Ring Road, Adamstown SDZ and Clonburris LAP/SDZ;
- Recommendations in response to the findings of this traffic analysis aimed at improving traffic flow in the study area, such as redesign of Outer Ring Road junctions so as to increase their capacity and the reopening of the N4-Esker Lane slip-road, possibly as a left-out only exit onto a segregated service lane;
- Present a report containing the raw data, findings and recommendations of this traffic analysis to this Area Committee as a headed item, for discussion, at the earliest possible date.
That this Committee requests the Manager to engage in discussions with the Committee of Liffey Valley Park Residents Association, Lucan to resolve the issue which has arising from the apparent change of mind of the Council to install the bollards at Liffey Crescent which were a condition of the original Planning Permission given to Maplewood Homes, and which the Council had given an undertaking to the Committee to install, and to explore with the Committee if it might agree, after consultation with residents, to the provision of some traffic calming measures in the estate, which might achieve the safety outcomes which local residents expected from the installation of bollards.
That the Manager would present a comprehensive report for discussion on the increased traffic congestion in Lucan Village and the surrounding areas, and would the Manager suggest as to how such increased delays for residents may be alleviated.
That this Committee opposes any further parking restrictions in Lucan Village.
That this Committee requests the Manager to arrange a) the lighting up of the area on Orchard Lane, Clondalkin between Molloy's Liquor Store and Riverside Estate and b) puts some red salt at the end of the entrance to Riverside - cars are sliding on the road surface.
That this Committee recommends the easing of the 24/7 status of the bus lane on the Outer Ring Road adjacent to the playing pitches in Corkagh Park particularly outside the car park opening times.
That the Manager install traffic calming measures on the Neilstown Road, Clondalkin specifically from Neilstown Shops to Collinstown Community College. In the past few years the volume of traffic has increased and now warrants a new place of crossing at these points.
That the Manager arrange that repairs to the surface and footpaths on the Old Lucan Road (from Palmerstown House to the No 18 Bus terminus) be carried out as a matter of priority. This road and footpaths suffered a lot from the traffic associated with both the building of the second Liffey Bridge and the more recent the M50 upgrade and needs to be restored to an acceptable standard as was promised when both these works were being carried out.
That the Lucan-Clondalkin Area Committee notes the Petition To Object To The Amendments to the Parking Bye-Laws signed by the owners and managers of 80 businesses in and around Lucan Village, believes the presence of such a wide range of commercial activity in Lucan is vital to the real sustainability of the whole community in Lucan Village and its surrounds, values the employment provided by the businesses, and rejects completely the proposal to introduce parking charges on Saturdays, and also rejects the proposal to increase the charge by over 50% at a time of negative inflation, and calls on the Manager to confirm to the Committee that he will not make a proposal to introduce a charge on Saturday, and that no proposal for an increase in the charge will be put to Councillors without full historical and current information on the income and expenses situation of the company operating the scheme being made available to Councillors; this Committee regards that the purpose of the parking scheme is to control and improve traffic management in Lucan, and that the scheme was not and should not be managed as a revenue raising scheme.
That the Manager would agree to begin the consultation process today in association with this Area Committee, in relation to the agreement made at the December '09 Area Committee Meeting, and the January '10 Council Meeting, to review the N4 and Outer Road Widening works, specifically in relation to loss of visual amenity and increased noise levels for residents who live in housing estates adjacent to these roads, including the planning of the introduction of noise monitors in agreed estates on the N4 and Outer Ring Road.
That this Area Committee recommends that the Draft Parking Bye-Laws 2009 be amended as follows:
- The proposed ‘Tariff A’ parking fee be reduced to a rate of 10 cent per 6 minutes;
- The proposed hours of operation for all parking tariffs applying to Lucan Village should exclude Saturday;
- Paid parking should not, for the time-being, be extended to Lucan Demesne car-park.
That the Manager will present a report to the Lucan/Clondalkin Area Committee on the current situation relating to the proposed Newlands Cross interchange.
That the Manager will present a report to this committee to outline the efforts that are being made to ensure improvement in the management of road safety issues, such as those that occurred as a result of the extreme weather conditions early this year. Further that the Manager will outline the inclusion of additional target areas in the Lucan Electoral Area.
