RPA personnel state that the rail line will traverse the above areas and that the RPA intend submitting proposals to An Bord Pleanála in the near future.

 That this Area Committee noting:

  • There are nearly 4,000 residents of the Lucan area unemployed, with approximately 600 of these aged under-25;
  • The success to date of this Council’s ‘Intellectual Enterprise Zone’ (IEZ) initiative;
  • The applications by CPLN Area Partnership both in its own right and as part of a consortium led by the Dublin Employment Pact to seek to ‘provide innovative training and activation interventions for the unemployed’ under the new Labour Market Activation Fund,

Recommends that South Dublin County Council in conjunction with the partner bodies involved in the ‘IEZ’ initiative, the CPLN Area Partnership and NUI Maynooth seeks to roll-out a targeted training, up-skilling and business start-up initiative in the Lucan area including for those unemployed persons with an already developed skills set.

That the Manager clarify if and when the new Liffey Valley Development goes ahead does the new development have provision for labour sourced locally specifically in the North Clondalkin area in the development of Liffey Valley. Since the downturn in the construction industry, places like North Clondalkin have suffered disproportionately in terms of construction jobs lost in the community. Can the Manager or relevant bodies, articulate their opinion on direct labour.

That this Committee notes the section relating to South Dublin in the Report in The Irish Examiner of 8th April on Unfinished Estates, and requests the Manager if he can advise the Committee on the number of unfinished estates in the Lucan and Clondalkin Electoral (if any), where the Planning Permission has lapsed or is due to lapse before the end of the year, and if he can confirm that the issue of "unfinished estates" is not a serious problem in Lucan/Clondalkin and in the County in general. This Committee agrees to write to the National Roads Authority to ask them to place the N7 under the Belgard/Fonthill Roads when the upgrade of Newlands Cross takes place rather than over it as currently planned. (Reason: To decrease noise levels for those who live nearby).

That this Area Committee recommends that South Dublin County Council initiate a comprehensive analysis of traffic congestion on the road network in those areas of Lucan south of the N4, to commence before the start of school holidays and to include:

  • A detailed junction performance analysis of all junctions along the Lucan stretch of the Outer Ring Road including analysis of peak-hour queue lengths and queuing times caused by tailbacks on approach roads to these junctions;
  • A detailed review of the veracity to date of traffic assessments including road-usage and junction performance projections contained in Environmental Impact Statements or otherwise prepared as part of the statutory planning processes for the N4 upgrade, the Outer Ring Road, Adamstown SDZ and Clonburris LAP/SDZ;
  • Recommendations in response to the findings of this traffic analysis aimed at improving traffic flow in the study area, such as redesign of Outer Ring Road junctions so as to increase their capacity and the reopening of the N4-Esker Lane slip-road,  possibly as a left-out only exit onto a segregated service lane;
  • Present a report containing the raw data, findings and recommendations of this traffic analysis to this Area Committee as a headed item, for discussion, at the earliest possible date.

That this Committee requests the Manager to engage in discussions with the Committee of Liffey Valley Park Residents Association, Lucan to resolve the issue which has arising from the apparent change of mind of the Council to install the bollards at Liffey Crescent which were a condition of the original Planning Permission given to Maplewood Homes, and which the Council had given an undertaking to the Committee to install, and to explore with the Committee if it might agree, after consultation with residents, to the provision of some traffic calming measures in the estate, which might achieve the safety outcomes which local residents expected from the installation of bollards.

That the Manager arrange that repairs to the surface and footpaths on the Old Lucan Road (from Palmerstown House to the No 18 Bus terminus) be carried out as a matter of priority.  This road and footpaths suffered a lot from the traffic associated with both the building of the second Liffey Bridge and the more recent the M50 upgrade and needs to be restored to an acceptable standard as was promised when both these works were being carried out.

That the Lucan-Clondalkin Area Committee notes the Petition To Object To The Amendments to the Parking Bye-Laws signed by the owners and managers of 80 businesses in and around Lucan Village, believes the presence of such a wide range of commercial activity in Lucan is vital to the real sustainability of the whole community in Lucan Village and its surrounds, values the employment provided by the businesses, and rejects completely the proposal to introduce parking charges on Saturdays, and also rejects the proposal to increase the charge by over 50% at a time of negative inflation, and calls on the Manager to confirm to the Committee that he will not make a proposal to introduce a charge on Saturday, and that no proposal for an increase in the charge will be put to Councillors without full historical and current information on the income and expenses situation of the company operating the scheme being made available to Councillors; this Committee regards that the purpose of the parking scheme is to control and improve traffic management in Lucan, and that the scheme was not and should not be managed as a revenue raising scheme.

That the Manager would agree to begin the consultation process today in association with this Area Committee, in relation to the agreement made at the December '09 Area Committee Meeting, and the January '10 Council Meeting, to review the N4 and Outer Road Widening works, specifically in relation to loss of visual amenity and increased noise levels for residents who live in housing estates adjacent to these roads, including the planning of the introduction of noise monitors in agreed estates on the N4 and Outer Ring Road.

  • Paid parking should not, for the time-being, be extended to Lucan Demesne car-park.
