Questions
To ask the Manager to investigate the possibility of a pedestrian crossing at the Knockmeenagh Road end of New Road to assist both the young and elderly residents?
To ask the Manager to investigate the possibility of installing a roundabout (or suitable alternative) at the Kilteel Road junction in Rathcoole. Traffic exiting from the Kilteel Road at peak times are having great difficulty as vehicles travelling south from Rathcoole village and also entering from the N7 at the Poitin Stil have right of way?
To ask the Manager for an on site meeting to discuss the road and traffic problems in Rathcoole?
To ask the Manager of a site meeting at the junction of Woodford Heights and Monastery Gate Estate, Clondalkin to assess what might be done to alleviate the flooding which comes through that gap during heavy rains?
To ask the Manager for flashing amber coloured lights at the pedestrian crossing adjacent to Freyne's Chemists on Orchard Lane, Clondalkin?
To ask the Manager if there have been any developments regarding a pilot school bus service and if there are any implications for the Lucan/Clondalkin area?

To ask the Manager to report on the inclusion of Lucan Heights in the road resurfacing programme as requested by the residents of Lucan Heights?
To ask the Manager to update members on the proposal to install traffic lights at the junction of Newcastle Road & Hillcrest Road and in particular to advise on what financial arrangements have been identified or are being examined to fund these works; and to detail if and how the existing signalised pedestrian crossing outside St. Patrick’s Church is be integrated with this new traffic lights proposal?
To ask the Manager to report on the need to provide a safe pedestrian crossing point on Fonthill Road at the St. Loman's Road junction to improve safety for pedestrians seeking to walk between nearby areas of Lucan and Liffey Valley town centre?
To ask the Manager why the following motion passed by this Committee in May 09 (item 19396) has not yet been acted upon and if he can now have the matter rectified. “That this Committee determine that the Manager responsible prepare and implement a Part 8 consultation for a traffic management scheme (for submission to An Bord Pleanala) that will provide for a left out for all motorised traffic at Ardeeven, Lucan.”?
To ask the Manager responsible when it is intended to adjust the Kennelsfort Road/Cold Cut junction and to synchronise the traffic lights at this junction, Cloverhill junction and Liffey Valley Junction so as to give a better traffic flow on Kennelsfort Road Upper, Palmerstown (as promised would be done once the N4 upgrade was completed)?
To ask the Manager when will the report on the options for the Kennelsfort Rd/N4 junction be available to this committee?
To ask when agreed short pebble path at entrance to Michael Collins Park, Clondalkin will be tarred as agreed.
To ask the Manager for an updated report on the Council's plans for a MOVA system controlling the traffic signals in Lucan Village and at the new N4/Adamstown Road junction/overbridge and if he can indicate when the system will become operational?
To ask the Manager for an updated report on progress made to install bollards and other measures in some of the lanes behind houses in Palmerstown, in particular at the lane between Kennelsfort Lane and Woodfarm Acres, and the lane behind Palmerstown Avenue?
To ask the Manager if he will note that agreement was reached some considerable time ago with the Committee of the Residents Association of Liffey Valley Park, Lucan to install permanent bollards, of suitable and aesthetically pleasing design at Liffey Crescent (as conditioned in the original Planning Permission for the development) and if he will provide an updated report on the matter, including reasons for the delay in implementing the agreement and if there has been any interaction with the Residents Association in the recent past?

That this Committee recommends that South Dublin County Council lays aside monies to widen the footpath from Main Street up to the schools on the Kilteel Road (same side of the road as the schools) and that, in the interests of safety, this proposal be given top priority.
That the Manager re-examines the traffic islands installed at the Convent Road end of St Brigid's Road, Clondalkin and the related break-up of the kerbing and grass verges. The islands are too restrictive for commercial vehicles and have not prevented traffic from performing 'u-turns'.
That this Area Committee requests the Manager conduct a full Review Survey of the N4 road widening works in the Lucan and Palmerstown areas, with a view to examining the impact of these works in terms of the impact of increased noise and loss of visual amenity to local residents, particularly where there was no additional noise attenuation measures or boundary fencing put in place in the interest of the quality of life of residents living in established residential areas, and that the Manager would agree to report back by way of a headed item with the results of this review survey to a later Area Committee Meeting.
That this Committee requests an audit of footpaths and pedestrian facilities be carried out in the Lucan Village area to identify pedestrian safety risks such as narrow, uneven/broken and poorly drained footpaths as well as unsafe crossing points etc.; and to examine what improvements should be prioritised for the 2010 works programmes so as to improve pedestrian safety for vulnerable user-groups including school-children, parents with buggies, the elderly and persons with a disability.
That this Committee recommends that a drop off point be created on the grassy area outside Aras Chronain on Watery Lane, Clondalkin for Scoil na Camoige.
That this Committee calls on the Manager responsible to have the footpaths in Palmerstown Village repaired as a matter of extreme urgency. The “cobble locking” installed some years ago was never a success and is now in a highly dangerous condition. Many of the paving stones are loose causing pedestrians to trip (some have fallen) and in wet weather they squirt water onto shoes, feet and clothing.
That the Manger would request the Traffic Management Section to investigate the situation at the entrance to St. Andrew's National School, Chapel Hill, Lucan with a view to installing a yellow box junction at this location.
That the Manager would present a detailed report for discussion on the Council's plans to introduce safe pedestrian access to the N4 for public transport and Liffey Valley, for residents, particularly those residents living on the St. Loman's Road and Ballyowen Road and Ballyowen Lane, Lucan areas. I have submitted a draft drawing for consideration at this meeting in the interest of progressing this issue. The lack of safe pedestrian access at this location poses a daily and serious threat to the health and safety of all pedestrians in this area, including children, particularly owing to the busy and dangerous Fonthill Road and St. Loman's Road junction.
That the Manager to present proposals to this Committee to comprehensively address the serious problem of loose paving slabs on footpaths in the Palmerstown Village area. These loose paving slabs pose a pedestrian safety risk particularly at times of heavy rain. Recent repairs to loose slabs have had a minimal affect in addressing the overall problem.

To ask the Manager to report on the situation to date of the ongoing problems with the playground facility in Rosse Court, Lucan?
To ask the Manager to provide a list of Estate Management Companies operating in the Lucan/Clondalkin area?
To ask the Manager to give assurances that the ruin at St. Finian's and the nearby King John's bridge will both be protected in the interest of local heritage and what additional works, if any, are required to save these local treasures?
To ask the Manager for a further update on the taking-in-charge of Tullyhall, Rossberry & Hayden’s Park estates including the access road linking these three estates to Griffeen Avenue, Lucan and the grass verges to this access road?
To ask the Manager to report on the current structural condition of King John's Bridge in Esker, reputedly the oldest stone-arch bridge in Ireland; to report on any current plans to secure the long-term preservation of the bridge and to provide informational signage at the site in particular in light of revised RPA plans to route the proposed Luas line F close to this protected structure?
To ask the Manager to report on efforts to progress implementation of the 'Towards a Liffey Valley Park' report including any contact or correspondence with the OPW and adjoining local authorities regarding establishment of the proposed steering group to oversee implementation of the plan?

That this Committee calls on the Manager responsible to have the planning condition pertaining to keeping the gate between Palmerstown Service Station and the Old Lucan Road enforced. This is a most dangerous exit and there have been several near misses where pedestrians were almost knocked down by cars making an illegal exit.
That the Local Zoning Objective for the Marina at Hazelhatch which was removed from 2004-2010 Development Plan be re-instated in 2010-2016 Plan.
That this Committee is favourable to an expedited disposal of the site earmarked for Lucan South second-level school to the Department of Education and Science as soon as negotiations are complete.
That this Committee notes the detailed report provided in reply to Question No. 34 at the Area Committee Meeting of 21st October 2009, and requests the Manager to require the developer to replace the public light standard in the corner of Tullyhall Park, Lucan (in the vicinity of house numbers 11, 13) which was removed when an entrance was created to the Eleveden Properties Development, and provide bollards at the right hand south corner of the green open space to prevent cars being driven over the footpath and green space, before the estate is taken in charge.
That this Committee ask the Developer of Broadfield Rathcoole to have older section of Broadfield prepared for taking in charge as this estate is now 7 years built and traffic problems need to be dealt with.

Can the Manager investigate the reason why the person living in 58 Liscarne Court, Rowlagh has not be able to use the facility of his social alarm which is supposed to be monitored in the social alarm scheme house?

That the Manager present a report on Liscarne Court, North Clondalkin under the following headings:-
A. The social alarms for residents and on whether or not all are working properly.
B. CCTV cover and the need for cover at the rear (near Duchas building) and on the long road of the Court.
C. The need to remove the hollows from the footpath (left hand side on long road).
That this Council removes all hoarding and dividers between the land that was to consist of 1600 houses (the Grange, the block of land on the corner of New Nangor Road/Outer Ring Road/south-eastern side; beside Kilcarberry Estate, Clondalkin) as residents are aware that there is still room for development here. Furthermore, that the Council de-zones the land back to recreational amenity and that a deal is done in conjunction with Round Towers GAA so that a GAA pitch is installed here and they can expand their network to new and young members.
That the Housing Manager make safe the exit from the Cherryville housing on to New Road, Clondalkin.
That this Committee calls for a report from the Manager, following a recent meeting in the community, on the proposed actions to remedy the problems that exist for SDCC’s tenants in Balgaddy.
That this Committee requests the Manager to make a report on the Council's response to concerns about lack of facilities and resources available to residents in the Council's Balgaddy development, including Council's plans to provide play facilities for children and other initiatives to support pro-social behaviour?
That the Manager give an undertaking that a audit be done on the social alarm system in Liscarne Court, Rowlagh, Clondalkin, which residents rely on in case of emergencies in the complex.
That the Manager outlines why it is that if an elderly person dies - they upgrade the housing stock for a new young couple moving in, when it would be better to upgrade the house whilst the elderly are alive.
This committee asks the Housing Department to present a report on the extent of serious rent arrears in the Lucan/Clondalkin area and recommends that people getting behind on payments are pressurised to pay that much.
That this Committee requests the Manager to write to the owners (name and address supplied) of lands at Primrose Hill, Lucan, which are the subject of a Local Zoning Objective in the 2004-2010 County Development Plan for the provision of sheltered housing, seeking an update on their proposed project for the location, and re-affirming the Council's support for an appropriate sheltered housing scheme at this location.

This Committee recommends that South Dublin Co. Council gets a site for the Bawnogue Youth & Family Support Group for its two pre-fab buildings as soon as possible.
That the Manager would present an up-to-date report on the required Skate Park for Clondalkin.
That this Area Committee requests that the grass verges are fully maintained, tree cutting and other basic services for which residents in the Lucan/Clondalkin areas pay their taxes. If this cannot be pursued on a regular basis, more so in summer as that's usually when the trees / grass become problematic, perhaps some other way must be used to resolve the issue. It's not fair that residents are taking over duties that the Council should service. The Council already saves money as many estates are not taken in charge or some are resolved and paid for via management companies
That the Manager will insert some form of gate opening in the existing fence around the Clondalkin Community Centre backing onto Cherrywood. The fence is directly behind the goalposts and balls are regularly going outside the boundary fence necessitating individuals climbing over to retrieve same which is a very dangerous exercise.
That the Manager presents a report on St. Cuthbert's Park, Clondalkin and, in the report especially addresses these issues:
(a) The provision of public lighting on the footpath between Melrose and Lindisfarne estates through the park.
(b) Preventing incursions from motorised vehicles into the park.
That the Manager would examine the feasibility of installing gates, which would be locked at night, at the entry points to Glenaulin Park from Glenmarroon and Glenaulin Roads and from the laneway off Culmore Road, Palmerstown. This would be one small step in helping to reduce anti-social behaviour in this general area.
That the Manager responsible address the serious anti-social activity in Glenaulin Park and that the Council and Garda Síochana make a concerted effort to restore this park to the public and bring some peace to nearby residents.
That the Manager would present a detailed report for discussion on the proposed new premises for the Bawnogue Youth & Family Support Group, including a specific time-scale, and that these new premises will be in a suitable location. Further, that this Area Committee supports the invaluable work of the Bawnogue Youth and Family Support Group, and recognises the successful efforts being made on a daily basis to provide essential support services in the community.
That this Area Committee requests the Manager to install paving at the grass verge on the Newlands Road, Clondalkin as the grass is growing excessively again and dumping is an issue. Also that the Council cleans / cuts the verge at Carroll's Motors on the link road - new road - Fonthill Road.
That the Manager provide an updated report on the fishing lakes in Corkagh Park covering the following items:-
(a) Supervision of the Fishing Lakes.
(b) Insurance.
(c) How swans on the fishing lakes should be dealt with.
That this Committee requests the Manager to recognise Palmerstown Rangers FC as the legal successors to Palmerstown Rangers Sporting & Leisure Limited so as to allow, without any further delay, the granting of the proposed lease to the club in respect of facilities at Mill Lane, Palmerstown.
