Confirmation and Re-affirmation of Minutes of the Lucan/Clondalkin Area Committee Meeting 22nd September, 2009

Questions
To ask the Manager to outline what exact area in Clondalkin are the cart cleaning staff responsible for as part of their weekly routine?
To ask the Manager to arrange for a clean up of the green area adjacent to Monastery Gate and Monksfield, Clondalkin. This area is quite badly littered and there is also a considerable amount of rubble built up over the years following developer/council work?
To ask the Manager what he has done, and will do, to tackle the dumping problem in Collinstown Park, North Clondalkin?
To ask the Manager was there a problem with the quality of the water supply to Castle Close, Clondalkin on 6, 7 or 8 October last and could she give an explanation as to why a lorry container was drawing water from a hydrant there on one of those days?
To ask the Manager to arrange the cutting of all the grass in the cemeteries in South Dublin particularly Saggart and Esker?
To ask the Manager to give details of the roll out of the new electronic tagging system in the Lucan and Palmerstown areas?
To ask the Manager for a further up-date and report on his efforts to ensure that grey bins are returned onto the footpaths following repeated representations, including providing regular details of areas where bins are not being returned onto the footpaths?
To ask the Manager to report on the removal of previously dumped asbestos at the former Tara co-op site in Cooldrinagh, to report on any legal proceedings arising from this dumping and to furthermore arrange for an architectural survey of the derelict structures on this site to examine if they contain any asbestos in the form of insulation etc. and to advise members of the outcome of such survey?
To ask the Manager to report of the number of reported offences relating to littering and illegal dumping in each of the Lucan and Clondalkin electoral areas in 2008 and 2009, to advise how many of these reports led to successful prosecutions; and to outline what arrangements the Council has in place for the publication of the details of successfully-prosecuted offenders?
To ask the Manager for details, including locations, of the Council's current planned programme for the installation of additional litter bins in the Lucan Electoral Area?
To ask the Manager if he can advise the Committee on the date for the start-up date for the implementation of the new chip and pin household bin system in Lucan, Palmerstown and Clondalkin, and if he can confirm that an information leaflet will have been delivered to all householders before the start-up date?

That the Manager agrees to have the graffiti/ dirt removed from the pedestrian bridge across the N7 at Rathcoole.
That this Council initiate a round up of horses who are running wild or being ridden by children in a most dangerous manner in West and North Clondalkin.
That the Manager outlines to this Committee what is the Council's policy on posters (both advertising and political) being erected on public property and to also provide a report on fines/action issued since September 2007.
That the Manager gives a clear undertaking to make the provision for bottle/clothes banks in the North Clondalkin area. Presently only one such facility exists. There is a need for a second or a third bring back facility in either the Neilstown shops or Rowlagh shops areas.
That the Manager would present a report for discussion on flower selling services for the benefit of our communities at this Council's cemeteries.
That a report be presented about the litter problems affecting the Balgaddy estates of Foxdene, Méile an Rí, Búirg an Rí and Tór an Rí, Balgaddy and how they are being tackled.
That this Committee requests that the Manager responsible restore the practice of supporting community groups, who are prepared to voluntarily clean up their area, especially by providing them with protective gloves, bags, etc. The Committee notes that such support and investment has a multiplier effect and cost-effectiveness way beyond the small investment by this Council in the activity.
That this Committee requests the Manager to present a detailed report, for discussion, on the Council's efforts under the current County Litter Management Plan to promote and facilitate a greater level of structured cross-community involvement in tackling litter problems and seeking to improve the visual appearance of our neighbourhoods, in particular in those areas without existing ‘Tidy Towns’ groups.
That this Committee asks the Manager to recognise the serious litter problems in our towns and villages due to the suspension of litter bin emptying services at the weekend and at least compromises with a Saturday OR Sunday collection.

Questions
To ask the Manager to list activities that are currently available to the youth in the Griffeen Centre, Lucan community facility?
To ask the Manager to present a detailed report on the Palmerstown Community Centre? This project has been an objective of the community in Palmerstown for many years, and it is desirable that there be progress made since the last report?
To ask the Manager to report on any applications that have been made to central government seeking grant funding for the provision of youth facilities in the Balgaddy area, including applications made in conjunction with youth service providers and/or Co. Dublin VEC?
To congratulate and thank the Community Department on their very successful coordination of the Lucan Community Festival 2009 and to ask the Manager to ensure continued council support for this event in future years?
To ask the Manager if he will make a report on the meeting scheduled for 22nd September 2009, between Community Department officials and the developer of the Shopping Centre in Palmerstown, to progress the completion of the Community Centre so that it can be made available to residents?
To ask the Manager if he will provide a report on the services and activities provided in the Lucan Sports and Leisure Centre and the Ballyowen Castle Community Centre?

That this Committee, noting the continuing closure of the Government’s Local Authority Swimming Pool Programme, requests the Manager to present a detailed report on any and all other feasible options to fund provision of the proposed Lucan Swimming Pool.
That this Committee acknowledges the success of the recent Lucan Community Festival, including the input from this Council's Community Department.
That this Committee commends the staff of South Dublin County Council for their efforts, in conjunction with an Garda Síochana, in organising and delivering a most successful festival in Lucan.
That this Committee congratulates the Manager and all of the staff involved in implementing the RUA RED County Arts Centre project, requests the Manager to ask the RUA RED management to consider using Ballyowen Castle Community Centre as an "outreach centre" for RED RUA exhibitions (as is being done for the current Bog Exhibition of Prints in RUA RED and Tallaght Hospital), and also examining the possibility of RUA RED exhibitions, or parts of exhibitions, being moved on from there to other suitable venues in the County, including Ballyowen Castle Community Centre.
Further to the reply to my question at the September Area Committee meeting, that this Committee requests the Manager to provide a updated report for discussion on the planned provision of Community Centre at Palmerstown Shopping Centre including a report on the latest meeting between the Council and developer which was planned for late September.

To ask the Manager to present a detailed report on the Palmerstown Library? This project has been an objective of the community in Palmerstown for many years, and it is desirable that there be progress made since the last report?
To ask the Manager to advise on when a decision is likely from the Library Council of Ireland on the Council's proposal, submitted under the Public Libraries Research Programme, for funding for development of a library and digital hub for Palmerstown?
To ask the Manager to write to Dublin Bus requesting an update on plans to install a bus stop shelter on Celbridge Road opposite Weston Park estate to serve users of Dublin-bound 67, 67A, & 67X buses; and to also request the installation of bus stop shelters on both sides of Griffeen Avenue south of Moy Glas estate to serve users of the 25A, 25X & 151 bus routes?
To ask the Manager if he will make a report outlining the services/resources/events provided by the Council's Libraries in Lucan and Clondalkin to assist persons on the Live Register/ seeking employment, such as Internet access, IT training etc.?

That the Manager would agree to write to the Minister for Health and Children and express serious concern at the increased difficulties being experienced by families of children with special needs in accessing such essential early intervention services, including speech therapy and occupational therapy.
That this Committee invites the Rail Procurement Agency to provide a briefing for members of this Committee on the current status of plans for Luas line F to Lucan.
That this Committee notes the content of the new Programme for Government which refers to the Lucan LUAS and Metro West as follows: “Planning and design will continue on Metro West and the Bray, Lucan and Cross-city LUAS lines with a view to earliest possible delivery”, is concerned with the absence of any reference to a start date for the two projects, and requests the Manager to write to the Minister for Transport seeking detailed information on the schedule for Lucan LUAS and Metro West, including proposed start dates for construction works.
That this Committee continues to support the campaign for a Second Level Educate Together School, and that the Manager would agree to write to the Minister for Education and Science and request a progress report on this project, including making a renewed request, and the strongest possible case, for a Second Level Educate Together School for Lucan, given that Lucan remains the only community in Ireland with 5 Educate Together National Schools.
That this Committee is disappointed with the absence of any commitment to the provision of sports facilities in the new Programme for Government, deems as inadequate the statement: "Complete a new Strategy for the provision of sports facilities and its submission to Government for approval”, notes that there is no commitment to Government support for Community Swimming Pools and requests the Manager to write to Minister Martin Cullen recommending that that support for swimming pools be included in the new strategy, so that the Council can apply for a Government contribution to the Lucan Swimming Pool project.
