That the Manager will present a detailed report for discussion, and following earlier representations, on what new facilities are been sourced by this Council that would provide the residents of the Lucan area with additional outdoor recreational and sporting opportunities that are also less conducive to anti-social behaviour and vandalism? There are newer and more innovative such fittings for parks and open spaces that could be explored on a pilot basis, as previously stipulated in our new park between Mount Andrew’s estate and Ballyowen Lane, and that may prove to be successful and beneficial to all our people, and that are required now more than ever, and that will play a part in ensuring we have a healthier community and that will also assist in combating anti-social behaviour.

It is the view of this Committee that this Council, in managing reduced budgets, should make every effort to maintain public areas of the County to an acceptable standard. This Committee is very concerned at the way in which Esker Cemetery,  the Median on the N4, Cloverhill Road, to name but a few areas, has been left unattended and allowed to deteriorate over the summer.

To ask the Manager responsible to write to the NRA to have the signage on the N4 related to the M50 reviewed and where necessary improved so that traffic gets sufficient and accurate information as to which lane they should enter to assess the M50 North, M50 South and Centre City/Palmerstown as the present situation is very misleading and results in a large number of vehicles coming along the N4 from the West having either change lanes very late at a danger to themselves and other vehicles and/or continue on to make a U Turn at Kennelsfort Road at VERY considerable risk to both themselves and other vehicles coming off Kennelsfort Road upper traveling west.  And that the Manager would inform the NRA that it will be responsible should a serious accident occur on either the N4 on the approach the M50 from the West or at Kennelsfort Rd junction due to vehicles attempting a U Turn and that very safe drivers have reported having both missed their lane on the N4 and narrowly avoided an accident at the Kennelsfort Road junction.

That this Committee requests that the following works be conducted in order to improve traffic flow and road safety in the vicinity of the junction of the Outer Ring Road & Willsbrook & Ballyowen Roads:

  • To revise the sequencing of traffic lights at this junction to prevent traffic build-up on both Willsbrook Road (in particular at school-times) and on Ballyowen Road (in particular in the evening peak-hour);
  • To revise road markings and signage on Willsbrook & Ballyowen Roads to create two clearly-delineated filters lanes on each road as they approach the Outer Ring Road;
  • To allow all vehicles (except HGV’s which are already prohibited) to use the northbound bus-lane on the Outer Ring Road between the Willsbrook Road junction and the Old Lucan Road at all times EXCEPT for the morning peak period of 7:00-8:30am when it should remain bus-only.

That the Manager re-examines the traffic islands installed at the Convent Road end of St Brigid's Road, Clondalkin and the related break-up of the kerbing and grass verges. The islands are too restrictive for commercial vehicles and have not prevented traffic from performing 'u-turns'.

That this Area Committee requests the Manager conduct a full Review Survey of the N4 road widening works in the Lucan and Palmerstown areas, with a view to examining the impact of these works in terms of the impact of increased noise and loss of visual amenity to local residents, particularly where there was no additional noise attenuation measures or boundary fencing put in place in the interest of the quality of life of residents living in established residential areas, and that the Manager would agree to report back by way of a headed item with the results of this review survey to a later Area Committee Meeting.

That the Lucan-Clondalkin Area Committee requests the Manager to consult with An Garda Síochana regarding the issue of the use by taxis of parking areas in and around Lucan Village (additional to the designated taxi waiting location) as waiting locations, which is resulting in inconvenience and disturbance for residents, particularly at night, and that proposals be brought forward for a new designated taxi waiting space, which will eliminate or ameliorate the problems being experienced by residents, especially those living on the Village Main Street, and Sarsfield/Vesey Terrace.

That this Committee is dismayed at the way in which the Council has left both the boundary between the rear gardens of Hollyville, Palmerstown and the surplus ground between the N4 and the rear of these houses as a result of the M50 upgrade and calls on the Manager responsible to provide a proper boundary wall and restore the landscape on the open ground to its original levels.  Many of the rear gardens have had their boundary interfered with to the extent that they suffer from both a lack of privacy and a lack of security.  It makes no sense to have stopped the new high boundary wall in the middle of a back garden and to leave the rest of the gardens exposed.  Secondly, the boulders and rubble that were pushed by the road builders to the edge of residents gardens resulting the creation of an unacceptable difference in levels between the two has also resulted in destabilizing some existing garden walls that had been erected by residents leading to a situation that is totally unacceptable and completely out of line with what one expects where publicly funded works for the common good is involved.

That the Manager present an updated report on the implementation of the Council’s Affordable Housing scheme in the Lucan/Clondalkin Electoral Areas in the period since 1st September 2008, including information on the number of applicants for Affordable Housing, the number homes disposed to applicants, and if he will indicate how many Affordable Homes is it anticipated will be offered to the Council in 2010.

That this Committee noting the related problems of anti-social behaviour, a lack of facilities for young people and unattractive urban environment in the Balgaddy area, recommends that the Housing Department in conjunction with other departments and agencies prepares a short-medium action plan for improvement of the area to include:

  • Provision of youth centre in Tór an Rí in conjunction with Ronanstown Youth Services;
  • Provision of a Children & Family Centre in the vacant crèche building in Méile an Rí as proposed by CPLN Area Partnership;
  • Development of a landscaped green area including a multi-use games area (MUGA) on the former builders compound between Méile an Rí and Tór an Rí;
  • Measures to reduce traffic speed and improve road safety on Balgaddy Road.
