Questions
To ask the Manager to arrange for the re-sited information board at the bridge in Clondalkin Community Centre/Corkagh Park to be cleaned up for presentation and make an effort to provide relevant information as is its purpose?
To ask the Manager
(a) For an explanation as to why no response has been given to the Dolcain Project, Clondalkin for its submission on lighting in St. Cuthbert's Park.
(b) When the lighting will go in on the path from Melrose to Lindisfarne through St. Cuthbert's Park?
To ask the Manager to specify what, if any, vendor activity is permitted in Griffeen Park?
To ask the Manager what actions are to be taken to repair and make safe the wall at Lucan Demesne on the Lucan-Leixlip road?
To ask the Manager to report on two outstanding areas where I have made regular representations owing to the excessive delays of more than twelve years, and where progress has been made in recent years in the taking-in-charge of the open spaces at:
a. Abbeywood Court, Lucan
b. Brookvale, Lucan
Will the Manager report that these two areas have now been fully taken-in-charge by South Dublin County Council?
To ask the Manager to report on progress made in resolving the uncertainty regarding the open space adjacent to Lucan Educate Together National School, Lucan, following the most recent representations I have made on this longstanding matter?
To ask the Manager to update on the required transfer of open space in the Liffey Valley to the Council including the provision of a right-of-way for the public through the Hermitage Clinic grounds, as conditioned by an Bord Pleanála under decision PL 06S.128044?
To ask the Manager to arrange for the removal of hedging along the Celbridge Road at Kew Park estate i.e. “ the Daisy Patch” and for the removal of hedging leading to Weston Park Estate from this area. The removal of this hedging will help mitigate localised problems relating to vermin infestation and anti-social behaviour?
To ask the Manager to report on further works planned for the area of Waterstown Park and that this Committee compliments the Manager and the staff of the Parks and other Departments on the work done on this area in the last few years?
To ask the Manager if he will report on the Council's plans to provide a playground in Palmerstown, possibly in Glenaulin Park?

That the Manager present a report on the clearing of rubbish between the rear of Nangor Crescent, and the New Nangor Road, Clondalkin.
That the Manager arranges the removal of any trees that are too big in the Oakwood Grove Estate, St. Patrick's Estate (the paths are cracking) and that all trees receive pruning at the earliest possible time.
That the Manger would provide bicycle parking racks in the car parks at the entrances to Griffeen Valley Park, including the entrance near Hayden’s Lane, to encourage park users to cycle to the park.
That the Manager will give an update on efforts to eliminate graffiti from the parks in the Lucan Electoral Area.
That the Manager will present a detailed report for discussion, and following earlier representations, on what new facilities are been sourced by this Council that would provide the residents of the Lucan area with additional outdoor recreational and sporting opportunities that are also less conducive to anti-social behaviour and vandalism? There are newer and more innovative such fittings for parks and open spaces that could be explored on a pilot basis, as previously stipulated in our new park between Mount Andrew’s estate and Ballyowen Lane, and that may prove to be successful and beneficial to all our people, and that are required now more than ever, and that will play a part in ensuring we have a healthier community and that will also assist in combating anti-social behaviour.
That the Manager advise can the Council give provision where possible, for land for use as community allotments in the North Clondalkin area?
That this Committee noting the significant delays faced by a number residents of Dodsboro Cottages over recent years in seeking to progress a consolidated backland development at the rear of their properties; recommends that South Dublin County Council formally initiate the statutory public consultation process for the council's proposed Part 8 scheme for an access road from Airlie Heights to serve the rear of these properties.
It is the view of this Committee that this Council, in managing reduced budgets, should make every effort to maintain public areas of the County to an acceptable standard. This Committee is very concerned at the way in which Esker Cemetery, the Median on the N4, Cloverhill Road, to name but a few areas, has been left unattended and allowed to deteriorate over the summer.
That this Council disposes of the land adjacent to 165/166 Palmerstown Woods, Clondalkin at a nominal fee, with planning restrictions, in order to relieve anti-social behaviour.
That the Manager would present an up-to-date report on the required Skate Park for Clondalkin.

Questions
To ask the Manager to examine and report on the dangerous conditions for pedestrians on the stretch of footpath along the N7 from The Poitín Stil to the Applegreen Service Station and if it is possible to erect a safety barrier to aid pedestrian safety?
To ask the Manager to investigate the possibility of installing a pedestrian crossing at the Knockmeenagh/St.Brigid's Road end of New Road, Clondalkin to assist both the very young and elderly residents in the area to cross what is a very busy and fast road?
To ask the Manager to erect a 'Cul de Sac' sign on the empty signpost at the entrance to Moyle Crescent, Clondalkin?
To ask the Manager to install a new road sign for Woodford Downs, Clondalkin to replace the missing one?
To ask the Manager for an updated report on the proposal to gain access into the G.A.A. owned lands between Rathcoole and Saggart; when is the road likely to be built and would the Manager agree that the best way to gain access would be via Stoney Lane, Rathcoole?
To ask the Manager to arrange to have a proper, motorway-proof barrier, placed between the path from the Poitin Stil pub to the Apple Tree Service Station and the N7.
To ask the Manager to install a direction estate sign for Johnsbridge Estate, Lucan, and to thank the Manager for responding to earlier representations for similar signage to Rossberry, Tullyhall and Hayden's Park estates?
To ask the Manager to report on the inclusion of Lucan Heights in the footpath resurfacing programme as requested by the residents of Lucan Heights.
To ask the Manager to agree to pursue the upgrading of the junction at Kennelsfort Road on the N4, with the National Roads Authority, as per the many requests from Palmerstown residents and in keeping with our County Development Plan.
To ask the Manager to liaise with the developer of the vacant local centre site at Fforster Square to seek speedy completion of the footpath along the east side of Willsbrook Road (from Mount Bellew Way) and to also ask the Manager for an update on proposals to install a signalised pedestrian crossing on Willsbrook Road at this location?
To ask the Manager to review the coordinated sequencing of traffic lights at the junction of Castle Road and Ballyowen Lane, Lucan and the junction of Castle Road and the Outer Ring Road so as to seek to mitigate the chronic periodic traffic congestion in this area?
To ask the Manager responsible to write to the NRA to have the signage on the N4 related to the M50 reviewed and where necessary improved so that traffic gets sufficient and accurate information as to which lane they should enter to assess the M50 North, M50 South and Centre City/Palmerstown as the present situation is very misleading and results in a large number of vehicles coming along the N4 from the West having either change lanes very late at a danger to themselves and other vehicles and/or continue on to make a U Turn at Kennelsfort Road at VERY considerable risk to both themselves and other vehicles coming off Kennelsfort Road upper traveling west. And that the Manager would inform the NRA that it will be responsible should a serious accident occur on either the N4 on the approach the M50 from the West or at Kennelsfort Rd junction due to vehicles attempting a U Turn and that very safe drivers have reported having both missed their lane on the N4 and narrowly avoided an accident at the Kennelsfort Road junction.
To ask the Manager that a disabled car parking space be provided for the disabled resident of 58 Moorefield Avenue, Clondalkin. The resident's house faces out on to a narrow pathway (no road). The nearest space would be outside no. 19 Moorfield Drive for ease of access just a few yards away?
To ask the Manager if he will make a report on the money spent on traffic calming schemes in Lucan to date in 2009, and if he will update the Area Committee on progress on the proposed scheme for Liffey Valley Park and adjacent estates?

Correspondence from Dublin Bus regarding provision of a public transport service linking the Red Cow Luas and the new Fonthill Stations with Clondalkin Village.

This committee recommends to South Dublin County Council that an adequate taxi rank provision be made in the centre of Clondalkin as soon as possible.
That this Committee requests that the following works be conducted in order to improve traffic flow and road safety in the vicinity of the junction of the Outer Ring Road & Willsbrook & Ballyowen Roads:
- To revise the sequencing of traffic lights at this junction to prevent traffic build-up on both Willsbrook Road (in particular at school-times) and on Ballyowen Road (in particular in the evening peak-hour);
- To revise road markings and signage on Willsbrook & Ballyowen Roads to create two clearly-delineated filters lanes on each road as they approach the Outer Ring Road;
- To allow all vehicles (except HGV’s which are already prohibited) to use the northbound bus-lane on the Outer Ring Road between the Willsbrook Road junction and the Old Lucan Road at all times EXCEPT for the morning peak period of 7:00-8:30am when it should remain bus-only.
That the Manager re-examines the traffic islands installed at the Convent Road end of St Brigid's Road, Clondalkin and the related break-up of the kerbing and grass verges. The islands are too restrictive for commercial vehicles and have not prevented traffic from performing 'u-turns'.
That this Area Committee requests the Manager conduct a full Review Survey of the N4 road widening works in the Lucan and Palmerstown areas, with a view to examining the impact of these works in terms of the impact of increased noise and loss of visual amenity to local residents, particularly where there was no additional noise attenuation measures or boundary fencing put in place in the interest of the quality of life of residents living in established residential areas, and that the Manager would agree to report back by way of a headed item with the results of this review survey to a later Area Committee Meeting.
That the works connected with the upgrade of the M50 at Hollyville, The Coppice and Glenpark be completed now as a matter of urgency as the residents here have had to endure over 3 years of hardship and inconvenience and the fact that they now find themselves at the mercy of all kinds of anti-social behaviour, loss of privacy and security as well as environmental hazards is totally unacceptable.
That this Committee requests that the following works be conducted to improve pedestrian safety along Newcastle Road in the vicinity of St Thomas NS, Scoil Áine Naofa and Lucan Community College:
- To implement a school-times HGV ban along Newcastle Road;
- To provide secure pedestrian safety railings between the carriageway and pavement along both sides of Newcastle Road between the junction with Esker Road/Tandy’s Lane and Esker Church;
- To introduce appropriate road safety measures to improve pedestrian safety along Newcastle Road at the southern vehicular (goods) entrance to Lucan Shopping Centre.
That the Lucan-Clondalkin Area Committee requests the Manager to consult with An Garda Síochana regarding the issue of the use by taxis of parking areas in and around Lucan Village (additional to the designated taxi waiting location) as waiting locations, which is resulting in inconvenience and disturbance for residents, particularly at night, and that proposals be brought forward for a new designated taxi waiting space, which will eliminate or ameliorate the problems being experienced by residents, especially those living on the Village Main Street, and Sarsfield/Vesey Terrace.
That a report be brought to this meeting as to how this Council can secure Oakwood Grove Clondalkin from trespass, as youths have broken through at two different areas; one from under the canal bridge and another at the wall on Fonthill Road beside the bridge.
That this Committee is dismayed at the way in which the Council has left both the boundary between the rear gardens of Hollyville, Palmerstown and the surplus ground between the N4 and the rear of these houses as a result of the M50 upgrade and calls on the Manager responsible to provide a proper boundary wall and restore the landscape on the open ground to its original levels. Many of the rear gardens have had their boundary interfered with to the extent that they suffer from both a lack of privacy and a lack of security. It makes no sense to have stopped the new high boundary wall in the middle of a back garden and to leave the rest of the gardens exposed. Secondly, the boulders and rubble that were pushed by the road builders to the edge of residents gardens resulting the creation of an unacceptable difference in levels between the two has also resulted in destabilizing some existing garden walls that had been erected by residents leading to a situation that is totally unacceptable and completely out of line with what one expects where publicly funded works for the common good is involved.
That this Committee agree to request that in a new proposal for taxi and hackney ranks for Clondalkin that a 'no parking' area be so designated to allow access and egress for funeral hearse and mourners cars outside a funeral home and that no taxi rank be placed at Massey's at Orchard Road, Clondalkin.

To ask the Manager for an update on the taking in charge of Foxborough and to report on the issue of the incomplete boundary walls?
To ask the Manager to comment on Adamstown with regard to road safety/traffic speed issues and to ask if any measures are proposed to limit dangers in this area?
To ask the Manager to report on proposals to construct two full-size pitches at Adamstown in conjunction with the developer and for the use of Adamstown FC and Adamstown GAA clubs?
To ask the Manager to report on the current status of the taking-in-charge process for Abbeywood Court Estate, Lucan and to advise on the timeframe for expected completion of this process?
To ask the Manager to advise if enforcement notices relating to the Coolamber site at Lock Road, Finnstown have been successfully served to the owners of these lands and if not to advise on what measures are being pursued to ensure service?
To ask the Manger to report on what works were funded by way of the development levies received under conditions No. 20, 25 & 26 of Bord Pleanála permission grant PL 06S.127138 (SDCC reg. ref S01A/0075) relating to a mixed-use development at Ballyowen Lane, Lucan?
To ask the Manager for an updated report on the planning application submitted some months ago for a major development, including retail, for the lands at Liffey Valley Town Centre?
To ask the Manager if he can confirm that the provision of infrastructure, including the railway station, primary and 2nd level schools, in the Adamstown SDZ is in compliance with the terms of the SDZ Planning Scheme?
To ask the Manager for a report on progress made since May on the taking-in-charge of Tullyhall and Rossberry Estates, Lucan?
To ask the Manager if he will make a report on the outcomes of recent meetings with the Department of Education and Science regarding the identification of a suitable site for the proposed Lucan South 2nd Level School?

That the Manager present a report on the Glebe, Rathcoole and on any progress that there might be towards its restoration.
That this Committee calls on the Manager responsible to have the planning condition pertaining to keeping the gate between Palmerstown Service Station and the Old Lucan Road enforced. This is a most dangerous exit and there have been several near misses where pedestrians were almost knocked down by cars making an illegal exit.
That the Manager would present a detailed report for discussion on progress made on the second level school for the Lucan South area following previous requests, motions tabled etc.
That this Committee calls on the Manager to report on the most up to date situation of the site earmarked for Lucan South Secondary School and to outline what communications that have taken place with the Department for Education and Science.

To ask the Manager what Social Housing is due for completion and allocation in 2009 and 2010 in the Lucan/Clondalkin Area?
To ask the Manager to report in detail on what particular issues he has listed, and what funding he has allocated to help resolve the increasing problems the residents of Balgaddy have identified at the recent meeting with the group Balgaddy Working Together, and will the Manager acknowledge the need to invest in Balgaddy and also the value of such a committed community group as Balgaddy Working Together
To ask the Manager that the tree growing in the back lane, at the rear of 58 Moorfield Avenue, Clondalkin, be removed to allow light into the newly built extension added to the house to meet the needs of the resident suffering from multiple sclerosis, (tree is blocking sun and light)?
To ask the Manager to make a report to the Committee on the number of housing units allocated to applicants for Social Housing in the Lucan and Clondalkin Electoral Areas in the period since 1st September 2008, and the expected number of Social Housing units to be allocated during 2009, and the total number of applicants currently on the waiting list for Lucan and Clondalkin and how that number compares with September 2008?

That the Manager presents a report as to how he intends to deal with the severe leaks/flooding being suffered by the Ronanstown Community Childcare Centre coming from the verandah of the senior citizen's apartment above.
That this Council removes all hoarding and dividers between the land that was to consist of 1600 houses (the Grange, the block of land on the corner of New Nangor Road/Outer Ring Road/south-eastern side; beside Kilcarberry Estate, Clondalkin) as residents are aware that there is still room for development here. Furthermore, that the Council de-zones the land back to recreational amenity and that a deal is done in conjunction with Round Towers GAA so that a GAA pitch is installed here and they can expand their network to new and young members.
That a report be brought as to policies of this Councils re dealing with anti -social activities in view of continuous complaints of intimidation of vulnerable tenants which have been reported to this Council and where the activities continue unabated and Councils property damaged on an ongoing basis.
That the Manager present an updated report on the implementation of the Council’s Affordable Housing scheme in the Lucan/Clondalkin Electoral Areas in the period since 1st September 2008, including information on the number of applicants for Affordable Housing, the number homes disposed to applicants, and if he will indicate how many Affordable Homes is it anticipated will be offered to the Council in 2010.
That this Committee noting the related problems of anti-social behaviour, a lack of facilities for young people and unattractive urban environment in the Balgaddy area, recommends that the Housing Department in conjunction with other departments and agencies prepares a short-medium action plan for improvement of the area to include:
- Provision of youth centre in Tór an Rí in conjunction with Ronanstown Youth Services;
- Provision of a Children & Family Centre in the vacant crèche building in Méile an Rí as proposed by CPLN Area Partnership;
- Development of a landscaped green area including a multi-use games area (MUGA) on the former builders compound between Méile an Rí and Tór an Rí;
- Measures to reduce traffic speed and improve road safety on Balgaddy Road.
That the Housing Manager make safe the exit from the Cherryville housing on to New Road, Clondalkin.
That this Committee calls for a report from the Manager, following a recent meeting in the community, on the proposed actions to remedy the problems that exist for SDCC’s tenants in Balgaddy.
