Questions
To ask the Manager to report on the current housing waiting list indicating
- What the current average and maximum waiting period is
- What weighting is given to older people living alone
- What weighting is given to lone parents
- Given the current financial/building environment and the availability of empty/unsold/unfinished residential units within the County, how is this expected to impact on the housing waiting list?
To ask for details regarding the amount of money spent in the Clondalkin area in dealing with anti-social activities in 2008?
To ask the Manager if there has been any further communication with the owners of lands at Primrose Lane, Lucan (The Presbyterian Church) in regard to the Local Zoning Objective in the Development Plan for the provision of Sheltered Residential Accommodation?
To ask the Manager what steps the Council has taken to address serious intimidation of a tenant (name and address supplied) and persistent anti-social behaviour by youths at the location? What liaison there has been between the Council and An Garda Síochana, and ask if the tenant subject to such a level of abuse can be considered for transfer at an early date and to request the Manager to replace the wooden fence with a concrete fence?
To ask the Manager if he can advise as to the average time a family on the Council's Housing List for (a) Lucan and (b) Clondalkin waits to be allocated a house/apartment from the date they are approved and placed on the list?

That the Manager would report in detail on anti-social issues in the Ballyowen Lane area, specifically in the area of and on the vacant lands adjacent to Droim Na Coille. Local Residents have reported to me a range of anti-social issues taking place in this area on an on-going basis.
That the Manager reports on whether or not it is sustainable, in light of the SDZ designation, to offer Home Choice Loans to first time buyers for new homes.
That this Committee requests the Manger to investigate the possibility of the Council entering agreements with the owners of developments in the Lucan-Clondalkin Electoral Areas, where construction work has been paused due to lack of demand in the private housing market, through which the Council could acquire properties for allocation as Social Housing to families on the Council's Housing List, and if he will make a statement on the feasibility of such an initiative?
That a report be brought regarding the ongoing anti social behaviour at Kilcronan View, Clondalkin.

To ask the Manager to resurrect the sign for Knockmitten Church at the entrance to the Woodford Shops (the actual sign is being kept by Church Authorities)?
To ask the Manager to replace the broken concrete flagstones outside the Village Hardware on Orchard Lane, Clondalkin?
To ask the Manager to present a detailed report for discussion on the School Transportation Scheme proposed by this Council's Strategic Policy Committee on Transportation and adopted by South Dublin County Council? Would the Manager not agree that School Transportation is the best way forward in combating the increased traffic congestion on our roads, particularly at school times, the growing car congestion at schools, often in residential estates, owing to the great number of parents who have to resort to driving children and students to school, and the increased demands and stresses on parents at school times? This Committee now requests the Manager to again ask the Government to provide funding for South Dublin's School Transportation Pilot Project, that itself could be a viable pilot project for School Transportation in the greater Dublin region?
To ask the Manager that given the pending closure of the car road link from Tandy's Lane onto the N4 west of Lucan Village as part of the N4 Road Widening Works, that this Committee requests the Manager to examine and report back to this Committee on what possibilities there are to allow limited and restricted car access onto the N4 at this location, specifically residents from Ardeevin and Ardeen? This request is a specific objective from the Ardeevin Residents Association as reiterated at the Ardeevin Residents Annual General Meeting of 3rd March 2009.
To ask the Manager to prepare a report on the proposed Park and Ride on the N4 and if, given the decision of An Bord Pleanála, an alternative site has been identified and what the Council now intends to do to alleviate the congestion on the N4 and Lucan Village?
To ask the Manager to present an updated report on my earlier motion that a survey of road nameplates in the Lucan Clondalkin area take place and in particular why the road nameplate on Kennelsfort Green has not been replaced as this is a matter of serious concern from a health and safety perspective?
To ask the Manager if he could take steps to prevent illegal parking of vehicles on grass verges in the St. Finian's Estate, Lucan following complaints from residents?
To ask the Manager if he can give an approximate start date for the agreed second and third traffic calming schemes, viz. at Griffeen Glen and adjacent estates, and at Liffey Valley Park and adjacent estates in Lucan?
To ask the Manager if he can advise when all construction works on the N4 Upgrade from the M50 to the M4 will be fully completed?

That this Area Committee agrees that the traffic congestion in Hillcrest Estate has reached unacceptable levels and that the Manager would today present details of his proposals to help reduce the traffic tail-backs, particularly on Hillcrest Road where local traffic are experiencing increased delays in exiting onto the Newcastle Road.
This Committee also requests the Manager to examine local proposals to:
1. Introduce regular 7-day-a-week automatic activation of the Pedestrian Crossing at St. Patrick's Church, Esker - this would allow a regular and natural break in the Newcastle Road traffic that would facilitate Hillcrest traffic exiting onto the Newcastle Road more frequently
2. Introduce an alternative acceptable proposal to the residents of Hillcrest Estate to resolve this traffic nightmare scenario.
That this Committee now requests the Manager to agree to an independent noise measure review on the Outer Ring Road at the residential areas in Lucan, as a result of inconsistent, and varying types, shapes and materials used in boundary treatments provided, and in many cases none, as part of the Outer Ring Road up-grading works now completed. Many residents on the Outer Ring Road have incurred increased noise levels which are affecting their quality of life and have made exhaustive efforts to have these issues addressed - to date with no success.
That this Committee recommends that parking spaces be made in the grass margin for the houses in Boot Road which front out on to the road itself.
That the Manager give the total budget for the M50 / N7 free flow upgrade. How much of this money was spent? Is the Red Cow Roundabout maximised for motorists use? Why cannot motorists do a u-turn, if for example, they miss a turn off for Clondalkin, Northbound from Cork, Tipperary etc?
That this Committee draws the Manager's attention to the agreement reached by the Council with the Committee of the Liffey Valley Park Residents Association, Lucan to install permanent bollards of appropriate design at Liffey Crescent, in accordance with a Condition in the Planning Permission for the estate, is unhappy with the unacceptable delay, of years, in bringing this matter to a conclusion and requests the Manager to give a date by which this work will be completed.
That the Manager reports what progress has been made in examining options for a segregated junction at Kennelsfort Road/N4 intersection and to include the reasons (as understood by the Council and deducted from the CCTV System) why Kennelsfort Road suffers from persistent traffic congestion in both directions, to the extent that residents of the various Estates who depend solely on this distributor road find it impossible to plan their motorised journeys and live in fear of emergencies, and what role the traffic arrangements at the Kennelsfort Road/Cold Cut, Cold Cut/Cloverhill Road, Cold Cut/Liffey Valley Centre and Fonthill Road/N4 junctions have on the situation and what plans the Council has to alleviate this intolerable situation which I have raised now on numerous occasions.
That this Committee agrees that it is preferable that the proposed road, linking Esker Meadow View with Esker Lane NOT be opened. It is the expressed view of the Residents and Residents Association in Esker Meadow Estate, and Gaelscoil Naomh Padraig that this road link remains closed. Particularly in view of the Esker Lane/N4 road link being closed, the opening of a road linking Esker Meadow View and Esker Lane could contribute to further local traffic congestion, including rat running. This small piece of land adjacent to Gaelscoil Naomh Padraig could be better utilised for a car/bus turning facility during school hours and would assist in traffic movement and improved safety of all concerned, including school going children.
That the Manager arranges to have the mature trees planted (that have been promised to be done during this planting season) at the Gantry on the N4 close to the Coppice and the M50 Intersection and to have the clay removed from the open space adjacent to the N4 and to the rear of Hollyville, Old Lucan Road as it is a health and security hazard.
That the Manager in conjunction with the NRA, outline the roads that have tolls, and roads that are to receive tolls. How much money did the road upgrades cost (N3, N4, N7) and how much of this has been paid back?
This Committee recommends that South Dublin County Council examines the footpaths in Oakwood Grove and repairs all those in need of repair.

Questions
To ask the Manager to explain why the planning system operates in a manner where the perception is that a breach of planning permission that is a health and safety hazard that I (and a number of residents as well as Palmerstown Community Council) have reported (details supplied) has not yet been rectified, while another (details supplied) very quickly resulted in legal proceedings?
To ask the Manager what action has been taken regarding the travellers site at Cloverhill, Clondalkin, is it the subject of legal action?
To ask the Manager if he can advise the Committee on the enforcement measures which have been/are being taken in respect of a residential property in Lucan (address supplied) in response to the demolition of the front boundary walls, and the re-surfacing of the previous front garden and the use of the previous front garden and adjacent footpath for parking of vehicles?
To ask the Manager for an updated report on pre-planning meetings with the owners of the LAP lands at Liffey Valley, and when it is anticipated that a Planning Application will be received and for what type of development?
To ask the Manager if the Council would consider a request from a group of residents (approximately 24 houses/apartments) in Lucan to have their part of an estate, currently managed by a Management Company, taken in charge by the Council, and what legislation, if any, is available to such residents?

That the Manager would provide an up-to-date report for discussion on the Council's efforts to have the Liffey Valley lands, including at St. Edmundsbury, Woodville and Fonthill, preserved against housing development. Following the passing of my Motions, including at the June 2008 Planning Department Meeting: "That this Committee requests the Manager to write to the Minister for the Environment and Local Government requesting the Minister to make a Ministerial Order, under Section 202 of the Planning and Development Act 2000, to make further Special Amenity Area Order(s) to preserve the Liffey Valley Lands in South Dublin, including at St. Edmundsbury and Woodville, particularly in view of the unanimous decision of South Dublin County Council expressed in the Motion passed in South Dublin County Council on 10th March 2008, including “it is wholly undesirable that any future housing developments take place in the Liffey Valley, including at St. Edmundsbury and Woodville, that would undoubtedly further damage the Liffey Valley Park as did, for example, the earlier housing developments at Laraghcon”, in the interest of the preservation of these lands, and that this Committee also requests the Manager to specifically emphasise in this letter to the Minister the urgency of this request and specify in the request that this Ministerial Order for further Special Amenity Area Order(s) to preserve the Liffey Valley Lands, including at St. Edmundsbury and Woodville, is made prior to the commencement of the Review of the next County Development Plan, scheduled to commence in November 2008". This Council has since been requested by the Minister for the Environment, Heritage and Local Government by correspondence dated 10th September 2008, to carry out an evaluation of the lands between Palmerstown and Lucan Bridge in order to access the suitability of these lands for designation under the Special Amenity Area Order - would the Manager report on progress on this matter given the urgency as outlined in my repeated representations? On completion of the evaluation this Committee requests that in addition to forwarding the evaluation to the Minister, that the Manager contacts the Minister requesting that he exercise his powers and issue the appropriate order as a matter of urgency to preserve the Liffey Valley lands given the urgency of this matter, particularly as the review process of the current County Development Plan has already commenced, and particularly given the concerns of the local community that proposals could be made during this process to rezone these precious lands?
That the Manager would present a detailed report for discussion on what issues, if any, would need to be addressed should it be the will of the Councillors as part of the review of the current County Development Plan 2004-2010, that the small piece of land adjacent to Gaelscoil Naomh Padraig not be used as a link road from Esker Meadow View to Esker Lane, particularly as the extension to the N4 from Esker Lane has been closed as part of the N4 Road Widening Scheme. How would these issues if any be addressed?
That the Manager provide a report on the unauthorised buying and selling of used and scrap cars at the site operated by the Stokes family at Fonthill Road, Clondalkin.
a) That the Manager give an explanation regarding the change of use from retail to takeaway at Unit 3, Rath Geal, Deansrath, Clondalkin and
b) That this takeaway should not be allowed to open until a report explaining and outlining the extension time to 1.00pm be presented to the Lucan/Clondalkin Area Committee Meeting.
