Cathaoirleach's Business

That the Manager would present a detailed report for discussion on what issues, if any, would need to be addressed should it be the will of the Councillors as part of the review of the current County Development Plan 2004-2010, that the small piece of land adjacent to Gaelscoil Naomh Padraig not be used as a link road from Esker Meadow View to Esker Lane, particularly as the extension to the N4 from Esker Lane has been closed as part of the N4 Road Widening Scheme. How would these issues if any be addressed?

Mot (2)
Submitted by:
Councillor T. Gilligan
Responsibility:
Paul Hogan

That South Dublin County Council reverse its decision to grant permission for an off license in the vicinity of Rath Gael.   Can the Manager provide outline maps also?

Mot (3)
Submitted by:
Councillor R. Dowds
Responsibility:
Colin Ryan

That an investigation be carried out into the granting of permission for a change of use from retail to takeaway for Unit 3 Rath Geal (SD07A/0132), Deansrath, Clondalkin and that the takeaway is not allowed to open until this investigation is completed.

Mot (4)
Submitted by:
Councillor D. Keating
Responsibility:
Colin Ryan

That this Committee requests the Manager to prepare a Local Area Plan for Palmerstown and that the Manager would set out the time-frame for the preparation of such a Local Area Plan. In the context of the current Proposed Development at the former Vincent Byrne site, it is premature to consider this Planning Application until a Local Area Plan is prepared. This Committee requests the Manager to seek a report from the National Roads Authority on its views of this proposed development, in the context of any future up-grading of the junction at the Kennelsfort Road/N4, including a east-west/west-east underpass similar to that at the Newcastle Road/N4 junction in Lucan. The local community in Palmerstown is united and shocked at the prospect of such a massive over development on this site, which would have such devastating consequences for the entire Palmerstown Community, including the residents of Palmerstown Village. Would the Manager also present a detailed report on the longer-term traffic implications for Palmerstown, including Palmerstown Village at the Kennelsfort Road/N4 junction?

Mot (5)
Submitted by:
Councillor T. Delaney
Responsibility:
Colin Ryan

That this Committee requests management to re-examine the decision to allow a change of use application from retail to restaurant at Rath Gael, Planning Ref-SD07A/0132. Considering that this fast food unit is within an apartment block and directly below an opening window, it is unacceptable to the residents.

Mot (6)
Submitted by:
Councillor E. Tuffy
Responsibility:
Paul Hogan

That the Lucan-Clondalkin Area Committee congratulates the Manager and staff, particularly the Planning and Housing Departments and the Architects Department, and the various developers, including Chartridge, Castlethorn, Maplewood, and Tierra, and associated consultants on the Award for Sustainable Communities made by the Royal Town Planning Institute to the Adamstown SDZ Development, and looks forward to the ongoing development of Adamstown as an important part of the county of South Dublin.

Mot (7)
Submitted by:
Councillor E. Tuffy
Responsibility:
Paul Hogan

That in the context of the deepening recession the Manager would request the County Development Board to review the progress made with the developers and other interested parties (including higher education institutions) in the provision of an Enterprise Centre/ Education Outreach Centre in Adamstown, as provided for in the SDZ Planning Scheme, and that contact be made with the Department of Enterprise, Trade and Employment and Enterprise Ireland about possible financial support for the development of such a Centre.

Questions

Qu (6)
Submitted by:
Councillor R. Dowds

(a) The infill housing proposals for St. Mark's Estate, North Clondalkin?

(b) Any infill housing proposals opposite Rowlagh Credit Union?

Qu (7)
Submitted by:
Councillor R. Dowds
Responsibility:
Miriam Reilly

To ask the Manager the total number of boarded up houses in South Dublin County Council ownership in North Clondalkin and how long it takes, on average to get them re-occupied by a new tenant?

Qu (8)
Submitted by:
Councillor D. Keating
Responsibility:
Miriam Reilly, Des English

To ask the Manager to report on the number of families and individuals on the housing waiting lists under Social, Affordable etc., for the Lucan, Palmerstown and Clondalkin areas?

Qu (9)
Submitted by:

That this Committee calls for the anti-social behaviour unit and it's local management to be immediately re-deployed to the Council's Clondalkin Offices as figures being reported by the Council are seriously out of touch with the reality on the ground. An example of same is the reported figure of 3 cases since January 2008 in the Deansrath area as reported to a Joint Policing Committee by Housing Management.

Mot (10)
Submitted by:
Councillor T. Gilligan
Responsibility:
Mary O'Shaughnessy

That the Manager reports on whether or not it is sustainable, in light of the SDZ designation, to offer Home Choice Loans to first time buyers for new homes.

Mot (11)
Submitted by:
Councillor E. Tuffy
Responsibility:
Patricia Doherty

That this Committee requests the Manger to investigate the possibility of the Council entering agreements with the owners of developments in the Lucan-Clondalkin Electoral Areas, where construction work has been paused due to lack of demand in the private housing market, through which the Council could acquire properties for allocation as Social Housing to families on the Council's Housing List, and if he will make a statement on the feasibility of such an initiative?

Mot (12)
Submitted by:
Councillor T. Ridge
Responsibility:
John Walsh

That the Manager bring an update regarding Cherryville, Clondalkin as to when it will be ready for occupation.

Roads

Questions

Qu (10)
Submitted by:
Councillor R. Dowds
Responsibility:
Tony O Grady

To ask the Manager when the much requested double yellow lines on Collinstown Road, North Clondalkin, on the Harelawn side east of the estate, will be restored?

Qu (11)
Submitted by:
Councillor R. Dowds
Responsibility:
Tony O Grady

To ask the Manager as a matter of urgency to undertake the following works:

1. Sort out the Flooding Issue in the lane into St. Mary's National School from Liscarne Gardens.

2. Put in a short piece of footpath on Liscarne Gardens so that a wheelchair user can gain access to St. Mary's National School on the Rowlagh Community Centre side of the road?

Qu (12)
Submitted by:
Councillor D. Keating
Responsibility:
William Purcell

To ask the Manager to reply in detail at the inordinate traffic problems and associated inconveniences being experienced and reported by name supplied below over many years. What proposal will the Manager bring forward that will help relieve this problem, particularly given the lengthy correspondence trail and in view of the Garda Report of 26th November 2008 that the laneway beside the resident's home "is being used for the purpose that it is not designed for"? Will the Manager report on what works will be carried out to help alleviate these problems and resolve to be of assistance to the resident?

Qu (13)
Submitted by:
Councillor D. Keating
Responsibility:
Tony O Grady

To ask the Manager to agree to include in the programme for 2009 provision for the re-surfacing of the footbridge at Esker Lane and Esker Glebe?  Local Residents are concerned that this surface is particularly dangerous including for children, especially on the frosty mornings we have currently.

Qu (14)
Submitted by:
Councillor G. O'Connell
Responsibility:
Tony O Grady

To ask the Manager for an update on the restoration of the Lucan Road and footpaths from the Village to the end of the Cul de Sac (at the No 18 Bus Terminus) including the former derelict site that has been used as a temporary Bus Terminus now that the M50/N4 works at this location are nearing completion and to note that the residents have had to endure repeated disruption over the past ten years and during that period both the footpaths and the road surface have been seriously damaged and are in need of restoration? The footpath and kerb between Waterstown Avenue and the RC Church are especially dangerous and a health and safety hazard. The road also requires speed limit signs (and I have previously requested traffic calming which is to be examined as part of the Village renewal) as this is also the main pedestrian and cycle route to the Liffey Valley Shopping Centre for the Palmerstown area.

Qu (15)
Submitted by:
Councillor G. O'Connell
Responsibility:
Denis Ryan

While thanking the Manager for the ongoing work of liaison with Dublin City Council, I now ask the Manager to have the traffic lights brought into sequence at the Coldcut/Kennelsfort Road-Cloverhill Road/Coldcut and Liffey Valley/Coldcut junctions.  Can the white box be restored at the Cloverhill/Coldcut junction and to carry out the other improvements to help the traffic flow but not only on Kennelsfort Road as was promised on foot of my earlier motions as this matter is dragging on much to the detriment of the quality of life of the residents of Palmerstown?

Qu (16)
Submitted by:
Councillor T. Ridge
Responsibility:
Tony O Grady

To ask the Manager to provide a sign for Westbourne Estate at the entrance from St. Cuthbert's Road as there are no indication/sign posts to this section of the estate?

Qu (17)
Submitted by:
Councillor E. Tuffy
Responsibility:
John McLoughlin

To ask the Manager what actions the Council's Roads Department has taken to maintain the central median on the N4, between the Dublin City/South Dublin boundary and the M50/N4 roundabout?

Qu (18)
Submitted by:
Councillor E. Tuffy
Responsibility:
William Purcell

To ask the Manager if he will request the Roads Department to investigate traffic congestion at the exit from Hillcrest Drive onto the Newcastle Road, which often leads to a long tail-back into the estate, and in particular if an adjustment of the sequencing of the lights at the new bridge over the N4 could reduce the traffic congestion?

That the Manager would present a detailed report for discussion on the School Transportation Scheme proposed by this Council's Strategic Policy Committee on Transportation and adopted by South Dublin County Council. Would the Manager not agree that School Transportation is the best way forward in combating the increased traffic congestion on our roads, particularly at school times, the growing car congestion at schools, often in residential estates, owing to the great number of parents who have to resort to driving children and students to school, and the increased demands and stresses on parents at school times? This Committee now requests the Manager to again ask the Government to provide funding for South Dublin's School Transportation Pilot Project, that itself could be a viable pilot project for School Transportation in the greater Dublin region.

Mot (14)
Submitted by:
Councillor E. Tuffy
Responsibility:
John McLoughlin

That this Committee notes that residents of Hillcrest Drive have recently expressed concerns about noise associated with the N4 road works at the rere of their road, including recent noise due to machinery working in the very early hours of the morning, notes the Manager's Report on a Motion at the June 18 Area Committee meeting (Question No. 5, Item No. 15613) including the statement at the end of the second last paragraph of the Report, that "the situation will be kept under review" and asks the Manager to provide an updated report on the matter.

Mot (15)
Submitted by:
Councillor D. Keating
Responsibility:
John McLoughlin

That this Committee now requests the Manager to agree to an independent noise measure review on the Outer Ring Road at the residential areas in Lucan, as a result of inconsistent, and varying types, shapes and materials used in boundary treatments provided, and in many cases none, as part of the Outer Ring Road up-grading works now completed. Many residents on the Outer Ring Road have incurred increased noise levels which are affecting their quality of life and have made exhaustive efforts to have these issues addressed - to date with no success.

Mot (16)
Submitted by:
Councillor R. Dowds
Responsibility:
Tony O Grady

That this Committee recommends that the lights and frame on the traffic calming ramp on Watery Lane, in front of St. Killian's Park, are upgraded and repaired.

Mot (17)
Submitted by:
Councillor T. Gilligan
Responsibility:
John McLoughlin

That the Manager give the total budget for the M50 / N7 free flow upgrade.  How much of  this money was spent?  Is the Red Cow Roundabout maximised for motorists use? Why cannot motorists do a u-turn, if for example, they miss a turn off for Clondalkin , Northbound from Cork, Tipperary etc?

Mot (18)
Submitted by:
Councillor T. Ridge
Responsibility:
Denis Ryan

That the Manager arrange to provide traffic lights at the junction of the New Nangor Road and Cherrywood Estate where the Medical Centre/Centra shop are situated.

Mot (19)
Submitted by:
Councillor G. O'Connell
Responsibility:
Jimmy Kelly

That the Lucan Clondalkin Area Committee calls on the Manager to exercise the right of this Council to act on behalf of the citizens and restrict access to the laneway between Kennelsfort Road and the Coppice by the erection of a locked gate at either end and that the Council provide each household that has access to the laneway with a key under a licence to be drawn up thus enabling only those who have a legitimate right to be in the laneway access to the laneway and that the Council continue to maintain the laneway as heretofore as the laneway is used as a rat run by motorists, is being used for fly tipping and the option of closing it as a right of way as provided for in the act is not feasible and the residents concerned have already petitioned to have unauthorised traffic excluded and have requested that the Council act on their behalf and have indicated that they would be prepared to contribute to the costs, and that a realistic timescale be set for this work to be completed.   This is but one of a number of such laneways in the Palmerstown Area and can be used as a pilot project for some of the others.  These laneways form an integral part of the residential amenities and were designed to give access to the back gardens of terraced houses. However, these laneways have become the focus of all kinds of anti social activity and a constant source of worry and stress to adjacent residents and as they now stand are not the asset they were intended to be.  After more than 15 years of exploring options it is now time to act on behalf of the long suffering residents.

Mot (20)
Submitted by:
Councillor D. Keating
Responsibility:

That this Committee agrees that it is preferable that the proposed road, linking Esker Meadow View with Esker Lane NOT be opened. It is the expressed view of the Residents and Residents Association in Esker Meadow Estate, and Gaelscoil Naomh Padraig that this road link remain closed. Particularly in view of the Esker Lane/N4 road link being closed, the opening of a road linking Esker Meadow View and Esker Lane could contribute to further local traffic congestion, including rat running. This small piece of land adjacent to Gaelscoil Naomh Padraig could be better utilised for a car/bus turning facility during school hours and would assist in traffic movement and improved safety of all concerned, including school going children.

Mot (21)
Submitted by:
Councillor R. Dowds
Responsibility:
Tony O Grady

That this Committee recommends that parking spaces be made in the grass margin for the houses in Boot Road which front out on to the road itself.

Mot (22)
Submitted by:
Councillor T. Ridge
Responsibility:
Tony O Grady

That the new entrance pillars at the entrance to St Patrick's Road be further enhanced by the addition to the name plaque of the following; St. Patrick's Park and St Patrick's Avenue.  St Patrick's Road is the only name provided at present.

Mot (23)
Submitted by:
Councillor G. O'Connell
Responsibility:
Tony O Grady

That the Manager presents an updated report on my earlier motion that a survey of road nameplates in the Lucan Clondalkin area take place and in particular why the road nameplate on Kennelsfort Green has not been replaced as this is a matter of serious concern from a health and safety perspective.
