Questions
To ask the Manager to agree to write to the Broadband service providers for the Lucan and Palmerstown areas and request up-to-date and detailed information, on an area by area basis, on what improvements there have been on Broadband penetration in Lucan and Palmerstown in the last year as part of my regular representations on this very important matter. In addition would the Manager request from the Broadband services providers details as to which areas, street, roads etc., in Lucan and Palmerstown, are still not being provided with Broadband, why is this the case, and when will these areas be provided with the Broadband service.
This Committee notes the publication by the RPA of the Emerging Preferred Route for the Lucan LUAS and asks the Manager to write to the RPA requesting that it gives consideration to the provision of an additional stop between the proposed Droim na Coille and Quaryvale Park stops?

That this Committee requests the Manager to seek a detailed and comprehensive report from the Gardaí as to what enforcement measures are being introduced to improve driving standards on our roads, specifically to control the use of hand-held mobile telephones by drivers while driving. The practice of drivers using hand-held mobile telephones while driving is now at epidemic level, and is of great concern to many, including parents of children attending local schools, where many drivers of cars, vans and trucks are not complying with the road regulation prohibiting the use of hand-held mobile telephones by drivers while driving on our roads.
That the Lucan-Clondalkin Area Committee notes the continuing rise over the past two years in the Live Register numbers in the Clondalkin Social Welfare Office, is seriously concerned about high levels of unemployment in many parts of the Lucan and Clondalkin Electoral Areas, and requests the Manager to write to the Minister for Enterprise, Trade and Employment seeking a review, by FáS and other agencies, of training and other employment support programmes in the area?
That the Manager would provide an up-to-date and detailed report following my earlier request for consideration to be give to the establishing of the Lucan Town Council. Given that Lucan is the fastest developing community in Ireland, would the Manager agree that the establishing of the Lucan Town Council would be of significant benefit to the local community?
That this Committee supports the parents of staff of St. Brigid's Girls National School, Palmerstown and Gaelscoil na Camoige, Clondalkin in their demands for improved school accommodation, deplores the exclusion of both schools from the recently published list of school building and school renovation projects and requests the Manager to write to the Minister for Education calling for the inclusion of the two schools in the relevant school capital projects.

To ask the Manager for an update on traffic management plans in relation to Lucan Educate Together School, including proposals to use lands for turning and measures to protect residents, particularly young chillden in estates such as Bewley and Mount Bellew?
To ask the Manager that the parking spaces, parallel to the Neilstown Road, Clondalkin be placed outside Neilstown Church?
To ask the Manager whether there are plans to upgrade the lighting on New Road, Clondalkin and, if so, could he supply a picture of the proposal and the details?
To ask the Manager to agree to liaise with the Road's Department on the subject of the ESB correspondence as per the September '08 Lucan/Clondalkin Area Committee 1, which was a reply the Council's correspondence to the ESB, following the Passing of my Motion at the June '08 Lucan/Clondalkin Area Committee 1, with a view to requesting the Road's Department to organise a briefing with Lucan Councillors to discuss in detail our request for underground cabling to replace the overhead power lines in Lucan Village and estates?
To ask the Manager to carry out an examination at night time on the lack of street lighting at the location between the houses at Cnoc Aoibhinn on the Old Celbridge Road and the junction at Millstream Road, Lucan, and to report back on the findings including a detailed report?
To ask the Manager to look into the cause of flooding at the pedestrian crossing outside Gaelscoil Na Camoige and to address same?
To ask the Manager to report on the storm preventative measures I requested for Oak Court Close, Glenmaroon Road (junction of Wheatfield Road) and the Covert?
To ask the Manager to examine the recently erected (Gantry) signposts on the M50 and N4 and to state if they give adequate indications to motorists as to which lane to enter if they are to safely transfer from one road to another? I have received a lot of complaints that the signage is misleading. I have personally witnessed a significant number of motorists doing a U turn at Kennelsfort Road having found themselves in the wrong lane and thence on the wrong road. I have also seen cars switch lanes in a most dangerous manner in an effort to get onto the correct slip road at the Palmerstown intersection.
To ask the Manager to install lighting on the new pathway at Monastery Gate Villas at the access from Monastery Road, Clondalkin?
To ask the Manager if he will ensure that the N4 Upgrade Contractors fulfill the terms of their contract regarding maintenance/grass cutting of the central reservation and road margins on the N4 between the M50/N4 Roundabout and the N4 Leixlip Interchange?
To ask the Manager if he will indicate when work will begin on the design of the second and third new Traffic Calming Schemes agreed by Councillors for Lucan, viz. the scheme for Griffeen Glen and adjoining estates and the scheme for Liffey Valley Park, Mount Andrew and adjacent estates?

That this Committee requests the Manager to support Lucan Pitch and Putt Club. In particular would the Manager clarify what impact the proposed road widening of the Newcastle Road at Lucan Pitch and Putt Club, will have on the club and its members, in addition to Lucan Sarsfields GAA, local residents and local businesses. Since this matter arose approximately two and a half years ago, the uncertainty of the impact of this road widening has been the source of great concern and worry to Lucan Pitch and Putt Club Members. The conclusion of all concerned is that Lucan Pitch and Putt Club will require a new Club House in the interest of safety and convenience.
That this Committee confirms its support for the continuance of the Tay Lane / N7 entrance and exit and requests the South Dublin County Council to confirm this.
That the Manager outline the issue of 3tonne vehicles on the Outer Ring Road and on the M50 since the Irish Haulage Association are seeking to waive the fees.
That this Committee calls on the Council to implement and construct school safety barriers outside Gaelscoil Na Camoige and to audit the area with regard to health and safety in conjunction with the Roads Department.
That the link road from New Road to the Fonthill Road, Clondalkin, be called Caldebeck Way.
The Lucan Clondalkin Area Committee calls on the Manager to exercise the right of this Council to act on behalf of the citizens and restrict access to the laneway between Kennelsfort Road and the Coppice by the erection of a locked gate at either end and that the Council provide each household that has access to the laneway with a key under a licence to be drawn up thus enabling only those who have a legitimate right to be in the laneway access to the laneway and that the Council continue to maintain the laneway as heretofore as the laneway is used as a rat run by motorists, is being used for fly tipping and the option of closing it as a right of way as provided for in the act is not feasible and the residents concerned have already petitioned to have unauthorised traffic excluded and have requested that the Council act on their behalf and have indicated that they would be prepared to contribute to the costs, and that a realistic timescale be set for this work to be completed. This is but one of a number of such laneways in the Palmerstown Area and can be used as a pilot project for some of the others. These laneways form an integral part of the residential amenities and were designed to give access to the back gardens of terraced houses. However, these laneways have become the focus of all kinds of anti social activity and a constant source of worry and stress to adjacent residents and as they now stand are not the asset they were intended to be. After more than 15 years of exploring options it is now time to act on behalf of the long suffering residents.

To ask the Manager for an update on the planning dereliction and related issues concerning 2 and 4 Lealand Walk, Clondalkin and when local people are likely to see an improvement in the presentation of those two houses?

That the Manager would report in detail on the current situation following my earlier representations, on the vacant site adjacent to Educate Together National School, Lucan.
That this Committee requests the Development Department to write to the IDA seeking priority promotional activity by the agency in seeking inward investment projects for Grange Castle Business Park, in view of the seriously worsening unemployment situation in the Clondalkin/Lucan area and in South Dublin as a whole.
That the Manager outline progress made on 1a St. Patricks Park, also to raise queries about capping on the wall and extension of the wall at entrance.
That the Manager presents an updated report in relation to the proposed upgrading of the Clondalkin Round Tower site including the removal of the corrugated iron gate.

Given An Bord Pleanála's recent decision to APPROVE the Clonburris Strategic Development Zone, Proposed SDZ Planning Scheme, would the Manager set out the time-scale for making the final Planning Scheme available, incorporating the thirty modifications as set out by An Bord Pleanála, and what will the overall impact on the Clonburris Planning Scheme be as a result of these thirty modifications? In addition what recent discussions have taken place, if any, between the Local Authority and Developer(s) and/or Government Departments and/or Agencies in relation to the time-scale for development to commence at Clonburris, particularly in view of the drastic down-turn in our economy and the bearing that is having on the construction industry in Ireland?
