That the Manager would present a detailed report on consideration given to my earlier request for support for the Lucan Community Festival 2009.  Such a Festival would be of great benefit in enhancing the quality of life of a growing and developing community. Perhaps beginning with a weekend, say for example linked with St. Patrick's Day, the Lucan Community Festival 2009 would provide an opportunity to showcase local music, dance and performing arts, food exhibitions, including diverse cultures, sport, history, culture, folklore and more - a community celebration of all that is good in Lucan.

Mot (14)
Submitted by:
Councillor R. Dowds

Following my earlier representations, including my Motion to the September '08 Community Department Meeting, on the efforts of Five Lucan Soccer Clubs to provide All-Weather Facilities for its players, and the Government's recent omission of this project from funding, would the Manager report specifically, and list the reasons given, as to why the Department of Sport, Arts and Tourism did not include this project in those approved for funding.

Mot (18)
Submitted by:
Councillor E. Tuffy

That this Committee thanks the Manager and the Community Services Department for their proactive role in ensuring the Sport Complexes at Palmerstown Community School and Collinstown Park Community College, managed jointly by the school authorities and the VEC Youth and Sports Department, provide invaluable services to their communities, notes the concerns expressed about the future funding of the two complexes (funded substantially up to the end of 2008 from the Dormant Accounts fund) especially the money for contract staff wages, and requests the Manager to ensure that the Council will continue to provide the resources it can, including staff expertise, in 2009 to keep the two complexes open for community use.

Environment

Questions

Qu (17)
Submitted by:
Councillor D. Corrigan
Responsibility:
Colm Ward

To ask the Manager if he will outline the estates that have been provided with a junk collection in each of the last five years; to outline when the next list of estates will be published; to clarify whether every estate taken in charge can still expect to be covered at least once every five years and on what basis new estates will be added; and if he will make a statement on the matter?

Qu (18)
Submitted by:
Councillor D. Corrigan
Responsibility:
Colm Ward

To ask the Manager to outline the latest schedule for the rollout of the brown bins in Lucan, Palmerstown, Saggart, Rathcoole and Newcastle, to indicate whether there will be a charge for such a service; and if he will make a statement on the matter?

Qu (19)
Submitted by:
Councillor D. Corrigan
Responsibility:
Colm Ward

To ask the Manager to clarify what South Dublin County Council's contractor will accept in its green bins given the nationwide advertising campaign by Repak which suggests that more materials than hitherto thought of can be collected, including aerosol cans; to outline, if all such Repak-highlighted materials are not covered, the timeframe in which additional materials will be able to be added; and if he will make a statement on the matter?

Qu (20)
Submitted by:
Councillor T. Gilligan
Responsibility:
Colm Ward

To ask the Manager can he press the Gardaí to remove a red van parked in Cappaghmore Estate?  It is an eyesore and because the insurance discs are valid, the Gardaí cannot remove it?  This is an accident waiting to happen also, as ambulances drive around this corner which is tight enough.   I believe that the Gardaí are standing aside and letting 1 owner of 1 van be a nuisance to the residents who have lived there for the past 25 years or more.

Qu (21)
Submitted by:
Councillor D. Keating
Responsibility:
Maria O'Neill

To ask the Manager to seek up-to-date and detailed information on all/any recent experiences of the Emergency Services, including Fire, Ambulance, etc., where accessing or exiting Lucan and Palmerstown in emergency cases was hampered owing to traffic congestion, road works etc?

Qu (22)
Submitted by:
Councillor S. O'Conchúir
Responsibility:
Colm Ward

To ask the Manager to be proactive on enforcements and regulation of  bonfire's in housing estates and on common greens for the forthcoming Halloween festive and to do a report on the matter?

Qu (23)
Submitted by:
Councillor G. O'Connell

To ask the Manager to have the graffiti removed from the back lanes in Palmerstown as they are now a real eyesore and most depressing for residents who have to use them?

Qu (24)
Submitted by:
Councillor E. Tuffy
Responsibility:
Colm Ward

To ask the Manager if (1) it is possible to provide feedback and suggestions to local Residents/Environmental Groups who entered for the recent Beautiful South Dublin Awards, but did not receive an award, so that these groups will continue with their work to enter for the awards in future years, and (2) consideration will be given to introduce additional categories for housing estates with over 300 houses?

Qu (25)
Submitted by:
Councillor E. Tuffy
Responsibility:
Colm Ward

To ask the Manager for an updated report on the installation of replacement bins in and around the steps at Sarsfield Park, Lucan and if he will make a statement on the matter?

That the Manager as agreed by this Committee, arrange to send out the litter warden to Kilcronan Estate, Clondalkin to advise as to how this area can be cleaned as it presently looks very unkempt with abandoned junk and litter strewn about.

Mot (21)
Submitted by:
Councillor T. Gilligan
Responsibility:
Colm Ward

That the Manager outline costs paid to promote the reduction of litter, through the internet or through plans or launches and also the figure spent this year on litter wardens and the ACTUAL number of litter wardens in the county.

Mot (22)
Submitted by:
Councillor D. Corrigan
Responsibility:
Colm Ward

That the Manager review the system of allocating estates for junk collections and create a rolling three year list so that residents associations and Councillors will have more certainty as to which areas will be due for collection. This should include a percentage set aside for estates that have been taken in charge for at least a year into the current system. It should also ensure a guaranteed collection every five years. This will enable transparency as to the process of area selection.

Mot (23)
Submitted by:
Councillor S. O'Conchúir
Responsibility:
Colm Ward

That this Committee calls for the reinstatement of the dust cart service back into Quarryvale and the Harelawn area and calls for this service to be extended to the Neilstown shopping area which is an eye sore of litter waste.

Mot (24)
Submitted by:
Councillor E. Tuffy
Responsibility:
Colm Ward

That the Manager would request the Environmental Services Department to inspect Ballyowen Lane, from the roundabout to the end of the cul-de-sac, for illegal dumping and litter, and carry out any necessary cleaning, and request the developers of Larkfield Estate, who are responsible as the estate has not yet been presented for taking-in-charge, to tidy up and maintain the grass and shrubs on the right hand side of the lane opposite Liffey Terrace.
