That the Manager would report on what progress has been made on the provision of the Lucan South Secondary School, which has been the subject of my extended representations, and in particular my Motion to the September '08 Planning Department Meeting of the Lucan/Clondalkin Area Committee. Specifically would the Manager report on what recent communications have been made to/received from the Department of Education and Science on:

a. The options for the site for this second-level school, and

b. My recommendation for the fast-tracking of the building, including possible temporary building options,as discussed at the September 2008 Planning Department Meeting.

Mot (3)
Submitted by:
Councillor D. Keating
Responsibility:
Paul Hogan

This Committee requests the Manager to seek any helpful information from An Bord Pleanála as to when the decision on the Clonburris SDZ can be expected. Given the lengthy period since the Oral Hearing on Clonburris, and since the Board has not been able to make a decision within the scheduled eighteen week period, nor within the revised date of 2nd September 2008, nor within the further target date of 2nd September 2008, any additional information would be appreciated by this Area Committee.

That this Area Committee calls on the Manager to initiate the process for the development of the proposed Liffey Valley National Park, in tandem with the extension of the SAAO as directed by the Minister for the Envirionemnt, and as provided for in the Current County Development Plan.

Corporate Services

Questions

Qu (6)
Submitted by:
Councillor D. Corrigan
Responsibility:
C AC Meeting Administrator

To ask the Manager to write to Dublin Bus, asking it to outline plans to expand services in the light of the removal of the Circle Bus service, which is now seriously affecting commuters, and to clarify whether any requests have been made to the Minister regarding the expansion of such services, especially in the light of the Minister for Transport's response to a parliamentary question to the effect that no request had been made; and if Dublin Bus will further clarify the following specific queries:

a) Would it be feasible to split the 25A service into 2 separate services in South Lucan so that people don't spend 30mins at peak times traveling through estates before getting out on the N4?

b) Would it be possible to provide more buses on the 25 route?

c) There is a new 151 service operating from Adamstown Station heading down the Adamstown Link Rd serving Adamstown with yet less than 700 houses occupied. This service could better serve Lucan South at present if it commenced at The Superquinn Centre before heading for Adamstown station – until such a time the population of Adamstown increases. At present it leaves Adamstown most mornings almost empty while people 500mts down the road wait for an overstretched 25A. Could an extension of the 151 route along these lines be considered?

Qu (7)
Submitted by:
Councillor D. Keating
Responsibility:
C AC Meeting Administrator

To ask the Manager to agree to again write to the Minister for Education and Science, requesting the Minister to give more definite and helpful information regarding the unacceptable delays in the provision of a new site for St. Andrew's National School. Would the Minister at least give a time-frame to identify a site for St. Andrew's?

Qu (8)
Submitted by:
Councillor D. Keating
Responsibility:
Mary Maguire

To ask the Manager to provide an up-to-date and detailed report following my earlier request for consideration to be give to the establishing of the Lucan Town Council. Given that Lucan is the fastest developing community in Ireland, would the Manager agree that the establishing of the Lucan Town Council would be of significant benefit to the local community?

Qu (9)
Submitted by:
Councillor G. O'Connell
Responsibility:
C AC Meeting Administrator

To ask the Manager when will the Bus Shelters be provided on Kennelsfort Road as agreed through my motion in November 2007 and February 2008?

Qu (10)

To ask the Manager if he will write to An Garda Síochana, Ronanstown Station, conveying the concerns of this Committee about recent increases in anti-social behaviour and intimidation of residents in Shancastle Estate, Clondalkin and request An Garda Síochana to review the policing service to the people of the area with a view to increasing their feelings of security in their own homes and their neighbourhood?

Cathaoirleach's Business

That the Manager would present a detailed report for discussion on the junction on the N4 at Kennelsfort Road, Palmerstown village, and that this Committee requests the Manager to seek a meeting with the National Roads Authority, and that this meeting will included Council Members, to discuss what options are available for this junction as a matter of priority and urgency for the benefit of the residents of Palmerstown, as it is becoming increasingly difficult for the people of Palmerstown to access Palmerstown village, and particularly as the upgrading of the N4 and M50 progress, the consequences for Palmerstown residents will most likely mean less traffic light time for Kennelsfort Road/Palmerstown village traffic.

Mot (9)
Submitted by:
Councillor G. O'Connell
Responsibility:
John McLoughlin

That the median and green edges of the N4, Glenpark open space, Laburnum open space and Heather Grove open space be restored to an acceptable standard and maintained as such now that the main construction work on the M50 has been completed around the Palmerstown intersection. This whole area is now in a very deplorable state dragging down the whole area and represents a serious breach of both the An Bord Pleanála conditions attached to this design, build project and of commitments entered into with residents' representatives. For example, that the open space in Glenpark would be restored to full use in pristine condition by June 2007 and in fact this area is still very unfinished.  Firm commitments with dates, etc. are now required if the quality of life of the residents is to be restored to anything like what it was before they were asked for, it's not for the common good, to endure dust, noise, disruption and uncertainty.

Mot (10)
Submitted by:
Councillor D. Keating
Responsibility:
John McLoughlin

That the Manager would present an up-to-date report on the boundary walls of the N4 road widening works taking place, including the inconsistent and unacceptable boundary finishes to this major road project, that have become the source of great annoyance and upset to many local residents in the local community.

Mot (11)
Submitted by:
Councillor G. O'Connell
Responsibility:
Denis Ryan

That this Committee instructs the Manager responsible to address the traffic situation in South Lucan and specifically to ban HGVs on the Newcastle Road (initially and as a matter of urgency during school commute times eventually at all times), the provision of a "green route" that facilitates pedestrians and cyclists along the Newcastle Road, the re-opening of the Esker lane to the N4 (Immediately to alleviate traffic congestion due to the N4 upgrade) and to bring a costed plan before this committee by at least February 2009.

Mot (12)
Submitted by:
Councillor R. Dowds
Responsibility:
John McLoughlin

That this Committee confirms its support for the continuance of the Tay Lane / N7 entrance and exit and requests the South Dublin County Council to confirm this.

Mot (13)
Submitted by:
Councillor D. Corrigan
Responsibility:
Denis Ryan

That the Manager take action immediately to alleviate the problems with bin collections and other parking interference caused by the delay in installing yellow lines at the houses along the Old Lucan Road, Palmerstown (horseshoe), opposite Palmerstown House. This could include an immediate installation of said lines or, if this is not working, an extension of the village parking scheme with residents permits. At present some individuals are parking outside these houses on a narrow road rather than pay and display.

Mot (14)
Submitted by:
Councillor E. Tuffy
Responsibility:
Denis Ryan

That this Committe requests the Roads Department to reconsider its response to the Principal of St. Kevin's Community College seeking the installation of traffic calming measures, including ramps, at or near the entrance to the school on Fonthill Road, and notes that Dublin City Council has installed major traffic calming measures on upper Ballyfermot Road, which is a major local distributor road, and that SDCC itself has installed traffic calming on a major distributor road, viz. Kennelsfort Road.

Mot (15)
Submitted by:
Councillor T. Gilligan
Responsibility:
Denis Ryan

That the Manager prepare a report on any progress on cars speeding over the Ninth Lock Road and also exiting Cappaghmore and in general exiting onto any main road in Clondalkin.

Mot (16)
Submitted by:
Councillor D. Keating
Responsibility:
Seamus Fagan

That this Committee requests the Manager to support Lucan Pitch and Putt Club.  In particular would the Manager clarify what impact the proposed road widening of the Newcastle Road at Lucan Pitch and Putt Club, will have on the club and its members, in addition to Lucan Sarsfields GAA, local residents and local businesses. Since this matter arose approximately two and a half years ago, the uncertainty of the impact of this road widening has been the source of great concern and worry to Lucan Pitch and Putt Club Members. The conclusion of all concerned is that Lucan Pitch and Putt Club will require a new Club House in the interest of safety and convenience.

Mot (17)
Submitted by:
Councillor R. Dowds
Responsibility:
Denis Ryan

That the Manager presents a report on the introduction of a parking strategy for Floraville Estate, Clondalkin with the timescale outlined.

Mot (18)

  2. At the roundabout at Deansrath Church.
