Parks
Questions
To ask the Manager to install a seat on the green for the residents of Cappaghmore?
To thank the Manager for recently agreeing to the installation of bollards on each side of the hill from the Lay-By up to the entrance at Lucan Heights/Esker Lawns/Beech Park, as requested by local residents and Residents Association, and supported by the St. Mary's Girl's National School Parents Association, in the interest of safety for the school-going children who often get into and get out of cars when cars are parked half-way on footpaths at this location, and in the interest of protecting the grass verge when it's repaired and the footpath, as well as helping a safer flow of traffic into and out of the local estates in this area. Would the Manager please indicate when the installation of these bollards is scheduled to take place?
To ask the Manager for an update report on the implementation of my motion passed at the November meeting of this Committee for CCTV surveillance to be installed at both Glenaulin and Waterstown Parks, Palmerstown and to include in the answer the results, if any, of the closer liaison between the Council and An Garda Síochana.
To ask the Manager for an update on the preparation of the Village Renewal Plan for Palmerstown and to indicate when it is expected that the next stage will begin and what it will consist of.
To ask the Manager if he can advise the Area Committee of plans by the Parks Department to plant trees and shrubs, and carry out landscaping, along the Outer Ring Road from the N7 to the N4?
To ask the Manager if he will investigate the possibility of placing bollards at the corner of the main green open space in Tulllyhall Estate, Lucan in front of Tullyhall Park to prevent cars being driven up on the grass, as a result of which that corner of the green is damaged and untidy?

Motions
Cathaoirleach's Business Cllr G. O'Connell
That this Committee callls on the Manager responsible to install the flower bed, as agreed by this Committee on foot of my previous motion, during the current planting season on the hard surface to the left as one enters Upper Kennelsfort Road from the N4. This area is currently used as a metered car park but it was agreed that it would revert to environmental use and form a distinctive feature of the local landscape and of Kennelsfort Road which is the main residential road in Palmerstown and had its footpaths and verges recently upgraded.
That the Manager will present a detailed report for discussion on the proposed sporting and recreational development at the Grange Lands, Griffeen Valley Regional Park Lucan, following my earlier Motion and ongoing representations to resolve this protracted matter. Would the Manager also set out what procedures are in place to facilitate Lucan Sarsfield G.A.A. in its ambition to enhance the association's facilities, including All-Weather Facilities, and that this report would include provisional time-scale for commencement of works and the anticipated completion date for the project, and that this Area Committee supports the development of this important project to the satisfaction of all concerned, including the membership of Lucan Sarsfields G.A.A.
That this Committee recommends that a concrete path be put in from Lett's Corner to the gap beside 65 Moorefield Drive, Clondalkin.
That this Committee calls on the Manager to
(1) remove the rubble which has been left within Waterstown Park where it joins Riversdale Park,
(2) complete the removal of the tree at the same location,
(3) finish the recently installed wall between the Park and the footpath with a suitable stone facing in accordance with the planning permission for the Estate,
(4) repair the pedestrian entrance to Waterstown Park from Riversdale Estate so that motorcyclists and quad operators cannot gain access, and,
(5) meet with the householder (as was agreed/promised through my motion of the same subject in June 2007) to agree how the damage to the boundary wall and driveway caused by the roots of the tree can be remedied as a matter of urgency as this matter has dragged on for a number of years now and is a source of great frustration and stress to the householder in question.
That this Committee would like to see an early start to the Lucan Weir Promenade Project, for which Government funding is available, and requests the Manager to make a statement on when the project will start and be completed?
That the Manager presents a report on cleaning up Corkagh Park, how frequently it is done and, if the damaged litter bins could be replaced?
Environment
Questions
To ask the Manager to report on the dumping of rubbish in Tór an Ri Estate, Balgaddy and what has been done to tackle the problem?
To ask the Manager to report in detail on the area at the Bottle Bank at Moy Glas Estate. Were both CCTV cameras removed for repairs recently? What was the cause of the damages to the CCTV Cameras? Was it Anti-Social Behaviour related? The signage was seen recently on the ground and signage indicating the presence of CCTV Cameras has not as yet been installed - when will this happen? Dumping continues at this location and is the cause of great annoyance to the Moy Glas Residents Association.
To ask the Manager to report in detail on the leaks at the locations as follows and when will the repairs be carried out? The leaks are the cause of great inconvenience to local residents, including senior citizens and school-going children:
1. The leak on the road from Lucan Heights down to the Lay-By on the Lucan Road, on the right hand side of the road.
2. The leak at the footpath in the Lay-By along the wall at St. Joseph's College.
3. The leak on the footpath on Chapel Hill down to Lucan Village on the left hand side.
To ask the Manager to report on the care and maintenance of Oak Court Estate, Palmerstown, which is not only very close to a Public House and a number of take-aways and convenience store but is also one of the main gateways to Glenaulin Park and the Community School and as such seems to attract a lot of traffic - both motorised and pedestrian - which may or may not contribute to the high level of graffiti, dumping of rubbish, litter and broken kerbs at the junction of Oak Court Avenue and Oak Court Drive (attendees of Adult Education Parking?). Would it be possible to have such Estates swept at least once a month?
To ask the Manager for the litter to be removed from the open space facing the medical centre between the Old and the New Nangor Road?
To ask the Manager when will the rats and litter be removed from the Telecom Station on Old Nangor Road adjacent to the access to the Fonthill Road Junction.

Motions
Cathaoirleach's Business Cllr G. O'Connell
That the Manager organise a blitz on the laneways in Palmerstown to have them cleaned, including the removal of rubble, rubbish, litter and overgrown undergrowth that harbours rats and other vermin and the removal of graffiti which is at epedemic levels as witnessed by the photographs I am making available at today's meeting.
That the Manager in Environmental Services, will report on detail on what measures he will take, including consulting with the Managers in the Planning and Development Departments, to help resolve the dreadful negative effects on the local community in Moy Glas Estate and the wider Lucan Community, owing to the damages to the environment because of open fires being lit regularly, gatherings where public and underage drinking of alcohol take place, and late night noise regularly occurs in the site I have identified in Moy Glas Estate, Lucan, and as depicted in the photographs I have forwarded to the Manager separately.
That this Committee is concerned about illegal dumping of rubbish on the green verge near the entrance to Rossberry/Tullyhall estates, notes that it is taking a long time for the removal of material, and asks the Manager if he will report on the matter.
That the Manager clear the rubbish and debris from the shrubbery between the N4 and Palmerstown Ave/Kennelsfort Rd Upper and that the approach from the City Boundary ( to at least the Kennelsfort Rd junction, given that the M50 works are not yet completed further on) be given a face-lift (including the completion of the BB car park which is a running eye-sore now for a long time) as this is one of the gateways to the County and poses a sorry contrast to the landscape and environment at the City end of the Chapelizod by-pass.
