Questions
To ask the Manager who owns and controls the footpath access from Floraville Avenue, Clondalkin into Colaíste Bride?
To ask the Manager to survey all drains and gullies in the Lucan area, including Lucan Village, where significant ponding took place during recent heavy rainfall as a result of gullies and drains being blocked, and carry out the necessary works to clear all these gullies and drains.
To ask the Manager for an update report on the resolving the issues raised by the Moy Glas Residents delegation at the recent deputation meeting.
To ask the Manager when the owner of Super Savers will be informed to stop using the footpath to display and sell his wares on Main Street, Clondalkin? The street is not an open market.
To ask the Manager if he will report on the Council's intentions regarding the installation of permanent bollards at Liffey Crescent, Liffey Valley Park, Lucan following the removal of the temporary bollards, and if he will have regard to the fact that bollards were conditioned in the Planning Permission for the development, and that residents in the vicinity have expressed concerns for the safety of themselves and their children in the absence of bollards?
To ask the Manager if he will have an examination carried out of safety risks at the junction of the N4/ Old Lucan Road/The Oval, beside the petrol station in Palmerstown, and if he will include a check on compliance with any conditions on the use of exits from premises at this location and if he will make a statement on the matter?
To ask the Manager for an updated report on the agreed installation of finger posting signs at the entrance to and within Liffey Valley Park estate?

That the Manager responsible bring a report to the March meeting of this Committee on progress to date in relation to the provision of a "Western Route" which is an objective of the Council's 2004 - 2010 Development Plan and as proposed by the Lucan Planning Council in a recent submission linking the N4 to the N/M7 west of Adamstown and linking on into Fingal without interfering with the G zoning at the Liffey Valley.
Following my earlier representations to have a traffic survey carried out in Lucan, including my requests for the introduction of a 3 Weight Ton Restriction in Lucan Village, and the Manager's Report to my most recent Motion that "The Council has appointed a consultant engineer to examine the traffic situation in Lucan Village on foot of the recent survey. The consultant's report is not yet finished. As soon as the report is available a further report will be brought to this Committee.", that the Manager would now present this report for a comprehensive discussion and that he would set out his plans and intentions, including details of the relevant procedures, time-scale etc., for the introduction of a 3 Ton Weight Restriction in Lucan Village.
That this Committee recommends that an extended slip lane be constructed on Monastery Road at the approach to the Woodford Roundabout as one approaches from Clondalkin Village in order to assist with clearing traffic congestion
That an updated report be brought to this meeting regarding the grassed area of the footpaths on Boot Road,Clondalkin. This Councillor was informed that action would be taken this year.
That the Manager outlines his views regarding a one way system out of Clondalkin, no entrance to the village from Fonthill Road / Boot Road
That this Committee calls on the Mangers responsible to progress and report on the issues raised by the Whitethorn Estate Residents Association in their various correspondence with the Council including the re-location of the bus stop, the condition of the footpath and grass verges on Cloverhill Road, road signage within the Estate and the condition of footpaths and road surface.
That the Manager would report on the most recent meeting with the Department of Transport on the Council's Proposed Pilot Project for School Transportation for South Dublin.
That this Committee recommends that South Dublin County Council widens the Fonthill Road where it crosses the river Camac so as to allow for continuous bus lanes in both directions.
That the Manager puts a sign in place as soon as possible, for the Clondalkin Drugs Task Force and Youth Support Training Unit, in the Oakfield Estate
That a pedestrian crossing be installed in Palmerstown Village to facilitate pedestrians generally but especially with access to the Parish Centre in Lower Kennelsfort Road.

To ask the Manager to present a detailed and up-to-date report on the present situation regarding the continued and unsatisfactory levels of congestion being indured by St. Andrew's National School, Lucan, including and most importantly its schoolgoing children and its staff. This dilemma, which despite numerous representations to the Department of Education and Science and the Local Authority, and which still unresolved, is contributing to a reduced quality of school life being experiencd by all concerned as a result of the lack of space required to facilitate the education of the childen attending St. Andrew's National School. Will the Manager report in detail as to what efforts have been made to facilitate St. Andrew's National School and the results of these efforts. Will the Manager agree to meet with the Management of St. Andrew's National School in an attempt to progress this issue.
To ask the Manager what action has been taken against the owner of the overflow carpark lying derelict for the last 7 years on 9th Lock Rd. Clondalkin?
To ask the Manager what action has been taken regarding the taking in charge of the open space by adjoining householders as already discussed, on Boot Road, Clondalkin.

Report on the Derelict Sites in Clondalkin Village Area

That an explanation be given as to why the former CB sacks premises acknowledged as derelict and used by squatters, has not been demolished.
That the Manager presents an up to date report on the Clondalkin Round Tower site and presents a time schedule for upgrading the site and developing a museum in the same area.

To ask the Manager to set out in detail for this Committee, all aspects of the planning history, including any enforcement issues, associated with house number 26 Larkfield Close, Lucan, Co. Dublin.
To ask the Manager to provide details as to how he will resolve the now long-standing local issue of the huge mounds at the rear of the houses on Tullyhall Rise, Lucan? These banks of soil and debris are the cause of serious loss of visual amenity and the increase of rats in Tullyhall Estate.
To ask the Manager what action has been taken by this Council regarding the unauthorised car repair building in Woodford Estate, Clondalkin as reported by this Councillor?
To ask the Manager to report on the current status of any planning enforcement proceedings initiated in relation to the development of Rosse Court, Balgaddy and in particular in relation to the provision of a childrens playground at Rosse Court?

Report on Taking in Charge of Estates

That the Manager bring forward a report detailing the criteria used in approving the development of new estates and in particular guidelines in relation to boundary treatment, including with neighbouring estates, safety features and the naming of roads and estates and that the matter be fully discussed.
That this Committee supports the concept of a Liffey Valley Park as proposed originally by Lucan Planning Council and in more recent years by Liffey Valley Park Alliance and which is also widely supported by the local Community, including all Local Residents Associations. In addition that this Committee acknowledges the historical significance of the Liffey Valley, and recognises not only the local and regional value of a Liffey Valley Park, but also its national and indeed international future potential. In such circumstances it is wholly undesirable that any future housing developments take place in the Liffey Valley, including at St. Edmundsbury and Woodville, that would undoubtedly further damage the Liffey Valley Park as did, for example, the earlier housing developments at Laraghcon.
That the Lucan/Clondalkin Area Committee requests the Manager to bring forward proposals to finish the boundary walls left unfinished at Foxborough Estate, Lucan and recommends that the Council should be prepared to carry out the necessary work in view of the fact that it failed to enforce the requirements regarding the walls stipulated in the Planning Permission for the estate.
That the Manager responsible bring forward to the April meeting of this committee a progress report on:-
(a) the extension of the Liffey Valley Special Amenity Order which is a specific objective of the Councils 2004 - 2010 Development Plan
(b) the promotion and development of a Liffey Valley National Park which is a specific objective of the Councils 2004 -2010 Development Plan and
(c) a report into the working of the Liffey Valley Special Amenity Area Order Monitoring Committee and proposals for supporting the work of this committee.
That the Lucan/Clondalkin Area Committee notes that the development by Eleveden Properties adjacent to Tullyhall Estate,Lucan is taking a long time to complete, causing inconvenience to residents of Tullyhall Estate, and asks if the Manager will make a statement on the matter.

To ask the Manager if there has been any reply from the HSE, Cherry Orchard, regarding the request that the plot of land owned by the HSE at St. Loman's Road, Lucan (opposite Mount Andrew Estate, and adjacent to Liffey Valley Park Estate) be tidied up, and also the enquiry about the intentions of the HSE about the land, and if no reply has been received, if he will reiterate the request for information?

That this Committee requests the Manager to write to the ESB to request a meeting with the ESB Senior Official/Officials who is/are responsible for/involved in decision making for the selection of relevant works programmes with a view to having the ESB overhead cables in Lucan Village removed and placed underground.
That this Committee is seriously concerned about the increase in the numbers on the Live Register at the Clondalkin Social Welfare Office during the last 12 months, which at 10% (brings the total on the Register to 3675 in January) is almost twice the increase in the Dublin area, and requests the Manager to write to the national and local agencies responsible for employment, seeking information on actions being taken or planned to tackle unemployment in the areas of the County covered by the Clondalkin SW Office.
