Environment
Questions
To ask the Manager to report on the Graffiti Removal Works on an estate by estate, road by road, open space by open space etc., in the Lucan and Palmerstown areas since the beginning of July '07. What work schedules are in place for the coming weeks and months?
To ask the Manager to report on when local residents can expect to be able to avail of the Brown Bin Service. Also would the Manager report on the up-take of the availaibility of a second Green Bin to residents, which I had earlier requested and is now available, on an area by area basis.
To ask the Manager to report on the delay in extinguishing the pedestrian laneway in Esker Park between house Nos. 56/57 and 70/71 Esker Park, which following my motion was passed at this Area Committee. Extinguishing of this pedestrian laneway was subsequently agreed by way of a Headed Item at the Lucan/Clondalkin Area Committee Meeting of 21st June 2005. This pedestrian laneway is the source of great inconvenience, including regular Anti-Social Behaviour, to the local Residents and the Residents Association in Esker Park, Lucan.
To ask the Manager to clean and maintain on an on going basis, the closed off lane way adjacent to Neilstown Drive. Although the lane way entrance is now extinguished for use, the lane way is subject to dumping and shrubs have been let grow wild.
To ask the Manager to report on the removal of graffiti across this joint electoral area and to include in his report a full list of the areas that are still to be treated.
To ask the Manager if he will assign the necessary resources to remove the dumped material and litter inside the walls of Quarryvale Park, which I found to be in a dreadful state on Tuesday 11th September( photographs supplied), and if he will take every possible measure, including increased patrols by the Litter Warden, to keep the Park in a reasonable condition?
To ask the Manager for a report on the number and location of sewage pumping stations in the Lucan Electoral Area, including information on the maintenance of these stations and the number of significant breakdowns/failures experienced in the last year?
To ask the Manager if there has been any progress in identifying possible locations for glass and plastic bring banks in the area of Lucan north of the N4 in and around Lucan Village?

That this Committee calls on the Council to take the necessary steps for the purchase of the lands at Tara Co-op, Leixlip Road, Lucan given that these lands contain asbestos waste which are an environmental and health hazard and have been allowed to remain so over many years now despite express public and indeed Council concerns.
That the Council provides additional litter bins at identifiable "litter spots" e.g. between the Statoil Station and the Community School in Palmerstown and that the Council launches an anti-litter campaign that can raise public awareness and supports the work of our hard working litter wardens.

To ask the Manager for a report on the removal of the 'concrete planters' from Moorefield Estate?
To ask the Manager to provide a detailed and up-to-date report on the shop premises in St. Finian's Estate, Lucan, including future possible or proposed uses for the premises. The area has been and continues to be the subject of increased Anti-Social Behaviour and the local community is anxious to find resolutions without further delays?
To ask the Manager to report in detail on what provision will now be made to accommodate a family with exceptional special needs ( name and address supplied) following earlier representations on behalf of this family. Would the Manager agree to meet this family in an effort to progress this matter?
To ask the Manager to present to this Committee the exact boundary line for the development on "The Grange" and acomparison to where the fencing has been erected?
To ask the Manager for an updated report on Phase 2 of the House Refurbishment Programme in Greenfort and Shancastle Estates in Clondalkin?

That the Manager presents a report on the new housing around Finches, Rowlagh and when it will be fully occupied?
That this Committee notes the decision to grant permission for Planning Application SDZ07A/001, and requests the Manager to make a report on Condition No. 5 of the Permission regarding the provision of Social and Affordable Housing, including details on the numbers and locations of such units to be agreed with the developers.

To ask the Manager when the Community Facility in the Griffeen Centre, Griffeen Avenue, Lucan will be available for local residents?

That the Manager report on the Community Sports Halls attached to Second Level Schools located within the Palmerstown, Lucan and Quarryvale electoral area and to include full details on how the management of these facilities are to be provided, what is the role of this Council and what level of input and representation local communities will have and how they are to be selected?
That this Committee acknowledges the Council's response to representations made, by successfully building the Skate Park in Griffeen Valley Regional Park following the seven year campaign, by committing to build the New Lucan Sports and Leisure Centre incorporating a new Swimming Pool, and now requests the Manager to report on the feasibility of a new All-Weather Playing Pitch in Griffeen Valley Regional Park. Such a facility would be of great additional leisure benefit to many people and families in the Lucan Community and in the interest of forward planning is the next sporting, recreational and leisure facility I have identified as being of benefit to the quality of life of the local Community in Lucan.
That this Committee recommends that a "Passport for Leisure" scheme for over 55 year olds (in line with that introduced by the Community Department of Dublin City Council) be introduced in South Dublin County Council.

Questions
To ask the Manager to close the damaged railings between Wheatfield Court and Collinstown Park, Clondalkin?
To ask the Manager to have finance provided for the completion of the existing boundary fence between Bewley, St Andrew’s and Mt Bellew Estates, so as to eliminate anti-social behaviour, danger of young children wandering and impede strangers and drinking gangs entering onto green play areas for children. Wooden Bollards erected by South Dublin County Council in this area have solved the problem of access by vehicular traffic and this is acknowledged by residents.
To ask the Manager to agree to attend to the dead and broken trees on Griffeen Way, Lucan, and that he agrees to replace these trees this year as requested by the Local Community in the Griffeen area?
To ask the Manager to report on what support he can provide to Adamstown Football Club until such time as facilities come on stream in Adamstown itself. Since being formed in 2005, the club has attracted and continues to attract increased membership from the local Community but is restricted in facilities locally. Would the Manager agree to meeting the Club Officials to help progress this issue?
To ask the Manager for a report on the works at Waterstown Park and to include in his report the date when it will be officially open to the public and to outline what steps the Council has to make the area safe for citizens who wish to use it given that the people have waited for almost 30 years and those who attempt to use it at present feel intimidated by the level of anti-social behaviour through out the park.
To ask the Manager when will the flower bed (which I and local residents requested when the Parking Scheme was under discussion) promised for the hard area close to the footbridge at upper Kennelsfort Road, Palmerstown be put in place?
To ask the Manager for an update on St. Cuthbert's Park and all weather pitch adjacent to Deansrath College?
To ask the Manager as to when the vandalised playground will be re-instated, and in what area of Collinstown/Neilstown will it be sited.
To ask the Manager for an updated report on proposed works on the development of Lucan Weir?
To ask the Manager if he will provide a report on the works being carried out on the paths in Griffeen Valley Park, and if he can confirm that a tarmacadam finish will be applied to those areas which are currently unfinished, as residents using the paths have expressed concerns about dangers to children falling on the rough surfaces?
To ask the Manager if he will advise when the works planned to improve the pathways and entrances in Quarryvale Park will begin?
To ask the Manager for a progress report on works to enhance Waterstown Park, Palmerstown, and if he can advise Councillors on why this project is taking so long to complete, and what is the time-table for the completion of the project?

That this Committee recommends that a stub wall and railing be erected along the main road into Westbourne Estate from Deansrath to protect the children playing on the green in front of Westbourne View.
That the Manager would present a detailed report for discussion on his efforts to help resolve the issue of unattended dogs in our parks, including Griffeen Valley Regional Park. In respect of unattended dogs in our parks, what relationship is there between the Council's Dog Wardens and our Park Rangers? Such a close working relationship will help give confidence and protection to local residents who may feel threatened by unattended dogs in our parks, often involving residents who while jogging in our parks have been set upon by unattended dogs, as reported to me recently.
That the Manager updates the Councillors on the 'boundary works' at Melrose / Deansrath Green. Can the Manager outline exactly the works and were the Residents Association, adjacent to the Green consulted?
That this Committee recommends that a path be constructed between Melrose Avenue and Lindisfarne Lawn, passing the mural, and that it be kept away from the wall, with the assistance of a small bit of lead in railing in Lindisfarne Lawn .
That the Manager would report on what progress he has made to have the open space in Abbeywood Court, Lucan, taken-in-charge by South Dublin County Council. Given that local residents have been living in Abbeywood Court, Lucan, for approximately twelve years, this Committee agrees that Abbeywood Court should now be taken-in-charge by South Dublin County Council without any further delays.
