Motions
That this Area Committee requests the Chief Executive to examine what measures if any, could be put in place to recognise and support Lucan Village businesses that were adversely affected by the Village Green upgrade works particularly those in the village centre where prolonged works and delays had a knock-on impact on trading. This request follows engagement with local business owners, including a meeting attended by 17 businesses prior to Christmas, where significant reductions in turnover were outlined. The motion seeks clarification on whether any form of goodwill support, compensation mechanism, business support scheme or community-based credit or reinvestment initiative could be considered and to report back to Members on available options, constraints, or precedents.

Motions
That this Area Committee write to An Post seeking an urgent update on ongoing postal delivery issues in the Lucan area including persistent delays, non-delivery and mail being delivered to incorrect addresses. The Committee requests clarification on the causes of these issues including staffing and operational challenges and the measures being taken to restore a reliable service. Particular concern has been raised regarding missed medical appointments, delayed health-related correspondence and the impact on families including those with vulnerable children or older relatives. Given the significant impact on residents' day-to-day lives the Committee further requests that An Post engage directly with the Area Committee either by written response or attendance at a meeting or pre-meeting briefing to outline how these issues will be addressed and prevented from recurring.
Given the significant interruption to local businesses and households during power failures over the last year, that this Committee write to ESBN to request a written explanation for the interruptions to power supply in Palmerstown Village on the following dates: 5 Oct 2024 20 Oct 2024 18 Nov 2024 29 Apr 2025 2 June 2025 10 June 2025 - (split second went) 12 June 2025 25 June 2025 4 December 2025 27 January 2026 28 January 2026 And to ask what assurances can be given that interruptions will be less frequent in the year ahead.

Motions
That this Area Committee requests the Chief Executive to provide a clear update on the scale of approved residential development and housing yet to be built on currently zoned lands within the Lucan LEA and to set this out in comparison with the other LEAs across the county. The report should include Strategic Development Zones (SDZs) and clearly identify which elements of the Clonburris SDZ fall within the Lucan, Palmerstown & North Clondalkin LEA and which fall within the Clondalkin, Newcastle, Rathcoole, Saggart and Brittas LEA to ensure members have a clear understanding of the quantum of development already approved and still to be delivered in Lucan.

Questions
To ask the Chief Executive for an update on the procurement of the annual service and maintenance of the flower bed at Dodsboro Shopping Centre (in front of the Spar). That this committee calls on the CEO to prioritise traffic‑calming measures at Airlie Heights in Lucan and to engage with residents to progress these works (ref. TMM/26/976, members reps 1884041 and 1901009)
That the Chief Executive replaces the street sign on Palmerstown Avenue near Wheatfield Road as per MembersRep no 1901978.
That this Area Committee notes the disruption experienced by businesses in Lucan Village during the Village Enhancement Scheme works and requests the Manager to examine and report on potential measures to support business recovery following completion of the works, including the feasibility, statutory requirements and cost implications of initiatives such as temporary parking incentives and promotional or communications campaigns.
This committee calls on the Manager to undertake an urgent assessment of footpath infrastructure throughout the Castlegate area of Adamstown, with particular focus on damaged surfaces, trip hazards, uneven sections, drainage issues and overall accessibility for pedestrians. The committee requests that necessary repair and reinstatement works be prioritised within the current programme of works, and that a clear timeline for remedial action be provided.
That this Area Committee requests the Chief Executive to engage with the Department of Education to seek consideration of Lucan as a pilot area for a dedicated school transport service. This request is made in light of capacity constraints on the public transport network in Lucan, ongoing and planned residential and school expansion including within the Clonburris area and the resulting congestion impacts. The motion notes the Department of Education School Transport Scheme Review (January 2024) which supports climate action objectives and improved integration between school and public transport. A dedicated school transport service could reduce pressure on the public bus network, improve reliability for other users and help address congestion and safety issues associated with school travel. The Chief Executive is requested to report back on the outcome of this engagement.
